DEFINITION OF TERMS<br />

E5.A2.1.1. Beleaguered. A person is a member of an organized element that has<br />
been surrounded by a hostile force to prevent escape of its members.<br />
E5.A2.1.2. Besieged. A person is a member of an organized element that has been<br />
surrounded by a hostile force <strong>com</strong>pelling it to surrender.<br />
E5.A2.1.3. Captured. A person has been seized as <strong>the</strong> result of <strong>the</strong> action of an<br />
unfriendly military or paramilitary force in a foreign country.<br />
E5.A2.1.4. Contingency Operation. An operation:<br />
E5.A2.1.4.1. Designed by <strong>the</strong> Secretary of Defense in which members of <strong>the</strong><br />
Armed Forces are or may be<strong>com</strong>e involved in military actions, operations, or hostilities<br />
against an enemy of <strong>the</strong> United States or against an opposing force or;<br />
E5.A2.1.4.2. Results in a call to or retention on active duty of members of <strong>the</strong><br />
Uniformed Services during a war or during a national emergency declared by <strong>the</strong><br />
President or Congress.<br />
E5.A2.1.5. Counter-Drug Operation. A military action taken to detect, monitor,<br />
and counter <strong>the</strong> production, trafficking, and use of illegal drugs.<br />
E5.A2.1.6. Deployment Personnel Tempo Event or Activity. A member is<br />
considered to be deployed or in a deployment on any day on which, pursuant to orders,<br />
<strong>the</strong> member is performing service in a training exercise or operation at a location or<br />
under circumstances that make it impossible or infeasible for <strong>the</strong> member to spend<br />
off-time duty in <strong>the</strong> housing in which <strong>the</strong> member resides when on garrison duty at <strong>the</strong><br />
member's permanent duty station. A member of <strong>the</strong> Reserve <strong>com</strong>ponent shall be<br />
considered to be deployed or in a deployment on any day on which, pursuant to orders<br />
that do not establish a permanent change of station, <strong>the</strong> member is performing active<br />
duty or full-time National Guard duty as defined in Sections 101(d)(1) and 101(d)(5) of<br />
10 U.S.C. (reference (j)) at a location that is not <strong>the</strong> member's permanent training site<br />
and is ei<strong>the</strong>r 100 or miles, or three or more hours travel time, from <strong>the</strong> member's<br />
permanent civilian residence.<br />
