PHS SF424 (R&R) <strong>Individual</strong> <strong>Fellowship</strong> <strong>Application</strong> <strong>Guide</strong>Postdoctoral Scholar. An individual who has received a doctoral degree (or equivalent) and is engagedin a temporary and defined period <strong>of</strong> mentored advanced training to enhance the pr<strong>of</strong>essional skills andresearch independence needed to pursue his or her chosen career path.Program Director/Principal Investigator (PD/PI). The PD/PI is the individual responsible for theoverall scientific and technical direction <strong>of</strong> the project. For a <strong>Fellowship</strong> application or <strong>Fellowship</strong> awardthe “Fellow” is considered the PD/PI.Prototype. A model <strong>of</strong> something to be further developed and includes designs, protocols,questionnaires, s<strong>of</strong>tware, and devices.Research or Research and Development (R/R&D). Any activity that is:• A systematic, intensive study directed toward greater knowledge or understanding <strong>of</strong> thesubject studied; or• A systematic study directed specifically toward applying new knowledge to meet arecognized need; or• A systematic application <strong>of</strong> knowledge toward the production <strong>of</strong> useful materials, devices,and systems or methods, including design, development, and improvement <strong>of</strong> prototypes andnew processes to meet specific requirements.Scientific Review Group (SRG). The first level <strong>of</strong> a two-stage peer review system. These legislativelymandated panels <strong>of</strong> subject matter experts are established according to scientific discipline or medicalspecialty. The primary function is the review and rating <strong>of</strong> research grant applications for scientific andtechnical merit.Scientific Review Officer (SRO). A Federal scientist who presides over a Scientific Review Group(SRG) and is responsible for coordination and reporting the review <strong>of</strong> each application assigned to it.Senior/Key Personnel. The PD/PI and other individuals who contribute to the scientific development orexecution <strong>of</strong> the project in a substantive, measurable way, whether or not salaries or compensation arerequested under the grant.Typically these individuals have doctoral or other pr<strong>of</strong>essional degrees, although individuals at themasters or baccalaureate level should be included if their involvement meets the definition <strong>of</strong> Senior/KeyPersonnel. Consultants and those with a postdoctoral role should also be included if the meet thedefinition <strong>of</strong> Senior/Key Personnel. Senior/Key Personnel must devote measurable effort to the projectwhether or not salaries or compensation are requested – “zero percent” effort or “as needed” are notacceptable levels for those designated as Senior/Key Personnel.Socially and Economically Disadvantaged <strong>Individual</strong>. A member <strong>of</strong> any <strong>of</strong> the following groups:Black Americans; Hispanic Americans; Native Americans; Asian-Pacific Americans; Subcontinent AsianAmericans; other groups designated from time to time by the Small Business Administration (SBA) to besocially disadvantaged; or any other individual found to be socially and economically disadvantaged bySBA pursuant to Section 8(a) <strong>of</strong> the Small Business Act, 15 U.S.C. 637(a).Sponsor/Co-Sponsor. One or more designated individual(s) responsible for providing the applicant withresearch training and career guidance throughout the grant award period.Sponsoring Institution. Institution legally responsible for committing facilities for the Kirschstein-NRSA <strong>Individual</strong> <strong>Fellowship</strong> applicant and financially responsible for the use and disposition <strong>of</strong>fellowship funds.Stipend. A payment made to an individual under a fellowship or training grant in accordance with preestablishedlevels to provide for the individual’s living expenses during the period <strong>of</strong> training. A stipendis not considered compensation for the services expected <strong>of</strong> an employee.Part III: Policies, Assurances, Definitions, and Other InformationIII-32
