PHS SF424 (R&R) <strong>Individual</strong> <strong>Fellowship</strong> <strong>Application</strong> <strong>Guide</strong>applicant’s potential to develop as an independent and productive researcher, and thecontinued need for additional supervised research experience.The Research Strategy section (PHS <strong>Fellowship</strong> Supplemental Form – Item 3) should incorporate workcompleted (if any) since the prior version <strong>of</strong> the application was submitted.Acceptance <strong>of</strong> a resubmission application will not automatically withdraw the prior version. eRA keepsall versions (e.g., 01, A1) <strong>of</strong> a grant application active and provides an internal Multiple Active<strong>Application</strong>s (MAA) flag for each application in an active cluster. The cluster allows applicants toidentify quickly all versions <strong>of</strong> one application. If any version in a cluster is awarded, all otherapplications within the cluster will be automatically withdrawn without any additional action byapplicants or staff.Investigators who have submitted three versions <strong>of</strong> an application and have not been successful <strong>of</strong>ten askNIH what constitutes a “new application.” It is recognized that the fellowship mechanism is a researchtraining application with emphasis in the research training plan, demonstration <strong>of</strong> the institutionalenvironment to prepare a research training candidate and documentation <strong>of</strong> evidence for the potential <strong>of</strong>the fellow to become an independent investigator. After two reviews (original plus one resubmission) anysubsequent fellowship application (now a new application with a different number) is expected to besubstantially different in the mentoring plan and the content and scope <strong>of</strong> planned research training withmore significant differences than are normally encountered in a resubmission application. Simplyrewording the title and Specific Aims or incorporating minor changes in response to comments in theprevious summary statement does not constitute a substantial change in scope or content. Changes to theResearch Strategy should produce a significant change in direction and approach for the research project.Thus, a new application would include substantial changes in all portions <strong>of</strong> the Specific Aims andResearch Strategy. Requests for review by a different review committee or funding consideration by adifferent NIH IC are not sufficient reasons to consider an application as new.In the referral process, NIH staff look at all aspects <strong>of</strong> the application, not just the title and Description(abstract). Requesting review by a different review committee does not affect the implementation <strong>of</strong> thispolicy. When necessary, previous applications are analyzed for similarities to the present one. Thus,identical applications or those with only minor changes will not be accepted for review. If identified afterassignment or review, identical applications will be withdrawn.Reference Letters for Resubmission <strong>Application</strong>: Applicants must arrange for the resubmission <strong>of</strong>three reference letters. See Reference Letter instructions in Part I, Section 5.4 for additional details.2.8 Revision <strong>Application</strong>This section is generally not applicable to individual fellowships supported by NIH and AHRQ.2.9 Similar, Essentially Identical, or Identical <strong>Application</strong>sSubmissions <strong>of</strong> identical applications to one or more components <strong>of</strong> the PHS are not allowed.The NIH will not accept identical or essentially identical research training applications submitted bydifferent applicant organizations. Applicant organizations should ascertain and assure that the materialsthey are submitting on behalf <strong>of</strong> the <strong>Fellowship</strong> applicant (PD/PI) are the original work <strong>of</strong> the sponsorinvestigator and have not been used elsewhere in the preparation and submission <strong>of</strong> a similar grantapplication. <strong>Application</strong>s to the NIH are grouped by scientific discipline for review by individualScientific Review Groups. The reviewers can thus easily identify multiple grant applications foressentially the same project.
