This field isrequired.• New: An application that is being submitted to an agencyfor the first time.• Resubmission: An application that has been previouslysubmitted, but was not funded, and is being resubmitted fornew consideration.• Renewal: An application requesting additional funding for aperiod subsequent to that provided by a current award. Arenewal application competes with all other applications andmust be developed as fully as though the applicant isapplying for the first time. Very rare for fellowships.• Continuation: A non-competing application for an additionalfunding/budget period within a previously approved projectperiod.• Revision: An application that proposes a change in1) the Federal Government’s financial obligations orcontingent liability from an existing obligation, or2) any other change in the terms and conditions of the existingaward.Note: Revisions are generally not applicable to fellowshipapplications.Existing definitions for NIH and other PHS agencies Type ofApplication are somewhat different:• New is the same. Check this option when submitting a revised(altered or corrected) or amended application. See also theNIH Policy on Resubmission Applications. Institutionssubmitting revision or renewal applications that are alsoresubmissions (A1 or A2 if allowed, see NIH Grant NoticeNOT-OD-09-003, http://grants.nih.gov/grants/guide/noticefiles/not-od-09-003.html)are instructed to select“Resubmission.” For additional information, see NIH GuideNotice NOT-OD-10-052,http://grants.nih.gov/grants/guide/notice-files/not-od-10-052.html).• Renewal is equivalent to NIH and other PHS agenciesCompeting Continuation and is very rare for fellowshipprograms.• Continuation is equivalent to NIH and other PHS agenciesProgress Report. For the purposes of NIH and other PHSagencies, the box for Continuation will not be used andshould not be checked.• Revision is somewhat equivalent to NIH and other PHSagencies Supplement, but would also include other changesas noted in the definition above. In general, changes to the“terms and conditions of the existing award” (as noted inexample 2 above) would not require the submission ofanother application through Grants.gov. Applicants shouldcontact the awarding agency for advice on submitting anyrevision/supplement application. It is important to note thatrevisions for Fellowship applications are very rarelyallowed.This field also affects how you complete Item 4. FederalIdentifier. If “Type of Application” is “New”, you can leave theFederal Identifier field blank on the first submission attempt.However, the Federal Identifier field becomes a required fieldwhen submitting a Changed/Corrected application to addresserrors/warnings. When submitting a Changed/Corrected “New”application, enter the Grants.gov tracking number of theprevious submission attempt (e.g. GRANT87654321). If you areunable to find the tracking number, enter “N/A”.Note for applications using the Adobe B (not B-1) package only:If “Type of Application” is “Renewal” or “Resubmission,” enterthe IC and serial number of the previously assignedapplication/award number (e.g. CA987654).
