It would be useful to have an interdisciplinary <strong>for</strong>um, but it would require followthrough,and it would be important to have a budget analyst involved with <strong>the</strong> discussion.For instance, construction and maintenance could both like to increase culvert side, but abudget analyst would have to make <strong>the</strong> trade<strong>of</strong>f in cost. No one is currently doing <strong>the</strong>analysis <strong>for</strong> routine roadway maintenance versus deterioration costs, and whe<strong>the</strong>r to fundnew construction. One major challenge is <strong>the</strong> “silo effect” between construction andmaintenance. Construction and planning are funded because <strong>the</strong>y lead to ribbon-cuttings,whereas maintenance is <strong>of</strong>ten left with little budget to keep up <strong>the</strong> project. Therecurrently is a lack <strong>of</strong> communication to deal with <strong>the</strong>se problems.Collect in<strong>for</strong>mation on future climate projections on specific regions to see what happenswith temperature and seasonality and precipitation at a very local district level — whendo certain impacts take place, and what is <strong>the</strong> magnitude?With new MAP-21 legislation, <strong>the</strong>re are huge ef<strong>for</strong>ts on per<strong>for</strong>mance measures related to<strong>the</strong> LRTP. Developing per<strong>for</strong>mance measures with climate impacts (mitigation oradaptation) could be a fruitful way to raise awareness and provide linkage to o<strong>the</strong>r workwithin ADOT.Currently, <strong>the</strong>re is no such thing as an ecosystem development guideline. However, <strong>the</strong>sewould help tell us how we can adapt. It would be great to have maintenance department’sinput and figure out <strong>the</strong> long-term impacts. Include topics such as wildlife connectivity toprovide a holistic view.Work with <strong>the</strong> U.S. Army Corps <strong>of</strong> Engineers to evaluate <strong>the</strong> design <strong>of</strong> certain facilities.Currently, decisions on designs are made according to a manual, but this may be<strong>for</strong>mulated using outdated assumptions, etc. and sometimes result in <strong>the</strong> overdesign <strong>of</strong>certain facilities. If features are overdesigned, <strong>the</strong> engineering and maintenance teams donot have an incentive to change it. Changing <strong>the</strong>se assumptions could reduce costs. Anadaptation plan should review existing design guides.49
