1.3.4. Attack Trends and ViolenceFor this report, the term “attacks” refers tospecific incidents reported in the Multi-National Corps-Iraq (MNC-I) SignificantActivities Database. It includes knownattacks on Coalition forces, the ISF, thecivilian population, and infrastructure.Attacks typically involve improvised explosivedevices; small arms, including sniperfire; and indirect fire weapons.The total number of attacks on and casualtiessuffered by Coalition forces, the ISF, andIraqi civilians for the October-Decemberreporting period were the highest for any3-month period since 2003. These attackswere concentrated in the provinces of Baghdad,Anbar, Salah ad Din, and Diyala, withBaghdad experiencing a record 45 attacks perday. The other 14 provinces of Iraq experiencecomparatively low levels of attacks.Coalition forces continued to attract themajority of attacks, while the ISF and Iraqicivilians continued to suffer the majority ofcasualties. Casualties from these attacksdecreased slightly in January, but remainedtroublingly high. In addition, as these dataonly include violence reported to or observedby Coalition forces, they only provide apartial picture of the violence experienced byIraqis. The UN estimates civilian casualtiesbased on the number of casualties reported byhospitals throughout the country. For themonth of December, the UN estimated thatmore than 6,000 civilians were killed orwounded. This is about twice as many casualtiesas were recorded by Coalition forces.18March 2, 2007
