1.3.5. Infrastructure AttacksThis past quarter (October-December 2006)saw an average of 1.4 attacks per week oninfrastructure providing essential services,such as electrical power, water, and fuel. Theattack rate is down from an average of 6.7attacks per week in the pre-sovereigntyperiod of April-June 2004. However, thetiming and location of more recent attacksresulted in greater disruption of service. Inaddition, weak ministerial oversight, ineffectualrapid-repair teams, and criminal harvestingof infrastructure assets (e.g., copper frompower lines) have proved to be majorimpediments to improving the supply ofessential services. Since poor delivery ofessential services adversely affects thelegitimacy of the government in the minds ofthe civilian population, Iraq’s infrastructurewill remain a high-value target for insurgentsand criminal elements.1.3.6. Public Perceptions of SecuritySurveys of the Iraqi people consistentlydemonstrate a rejection of violence, particularlyviolence against civilians. More than80% of the population rejects violenceagainst the government under any circumstance,and more than 90% rejects attacksagainst women and children. 9,10 However,two-thirds of Iraqis express a sense that conditionsfor peace and stability are worsening,and the population is roughly split on whetherthe government is moving in the right or thewrong direction to quell the violence. 11,12This situation is consistent with polling datadescribed in previous reports. Many Iraqis feel more positive at the locallevel than they do at the national level. 14 Asnoted above, the number of community watchgroups is increasing, indicating Iraqis aretaking personal responsibility for the securityof their neighborhoods.
