1Executive Summary2345678910111213141516171819202122232425262728293031323334The Department of Defense (DoD) has established the Military Munitions Response Program(MMRP) under the Defense Environmental Restoration Program (DERP) to address DoD sitessuspected of containing munitions and explosives of concern (MEC) or munitions constituents(MC). Under the MMRP, the U.S. Army Corps of Engineers (USACE) is conductingenvironmental response activities at Formerly Used Defense Sites (FUDS) for the Army, theDoD Executive Agent for the FUDS program. Shaw Environmental, Inc. (Shaw) is responsiblefor conducting Site Inspections (SIs) at FUDS in the northwest region managed by the OmahaDistrict Military Munitions Design Center (NWO).SI Objectives and ScopeThe primary objective of the MMRP SI is to determine whether a FUDS project warrants furtherresponse action related to risks posed by MEC or MC. The SI collects the minimum amount ofinformation necessary to make this determination, as well as it (i) determines the potential needfor a removal action; (ii) collects or develops additional data, as appropriate, for Hazard RankingSystem (HRS) scoring by the Environmental Protection Agency (EPA); and (iii) collects data, asappropriate, to characterize the release for effective and rapid initiation of the RemedialInvestigation (RI) and Feasibility Study (FS). An additional objective of the MMRP SI is tocollect the additional data necessary to complete the Munitions Response Site PrioritizationProtocol (MRSPP).The scope of the SI reported herein is restricted to evaluation of the presence of MEC and MCrelated to historical use of the FUDS prior to transfer. Potential releases of hazardous, toxic, orradioactive wastes (HTRW) are not addressed within the current scope. The intent of the SI is toconfirm the presence or absence of MEC and/or associated MC contamination.Boardman Air Force RangeThis report presents the results of an SI conducted at Boardman Air Force Range (AFR), FUDSproperty number F10OR0160, located approximately 5.5 miles southwest of Boardman, Oregon,in Morrow County. Boardman AFR was commissioned in 1941 and was used primarily as apractice bombing and gunnery range. A small portion was also reported to be used for thedemolition of unserviceable/surplus munitions and small arms tracer testing. Boardman AFRwas decommissioned in 1963, following discussions between the Navy, the Department of theInterior (DOI), and the State of Oregon, whereupon an agreement was reached where the Navywould consolidate its needs to the eastern half of the original range and release the western half.The land in the western half was transferred to the State of Oregon, Portland General Electric(PGE), and Morrow County.Boardman AFR Final SI Report.doc ES-1Contract No. W912DY-04-D-0010, Delivery Order No. 003September 2007
