(Shaw) has prepared this report for the U.S. Army Corps of Engineers(USACE) in accordance with Task Order 003, issued under USACE Contract No. W912DY-04-D-0010. Shaw is responsible for conducting SIs at FUDS in the Northwest Region managed bythe Omaha District Military Munitions Design Center (NWO) as directed by the PerformanceWork Statement (Appendix A).The technical approach is based on the Type I Work Plan, Site Inspections at Multiple Sites,NWO Region (Shaw, 2006a) and the Formerly Used Defense Sites, Military Munitions ResponseProgram, Site Inspections, Program Management Plan (USACE, 2005).1.1 Project AuthorizationThe Department of Defense (DoD) has established the Military Munitions Response Program(MMRP) to address DoD sites suspected of containing munitions and explosives of concern(MEC) or munitions constituents (MC). Under the MMRP, the USACE is conductingenvironmental response activities at FUDS for the Army, the DoD Executive Agent for theFUDS program.Pursuant to USACE Engineer Regulation (ER) 200-3-1 (USACE, 2004a) and the ManagementGuidance for the Defense Environmental Restoration Program (DERP) (Office of the DeputyUnder Secretary of Defense [Installations and Environment], September 2001), USACE isconducting FUDS response activities in accordance with the DERP statute (10 USC 2701 etseq.), the Comprehensive Environmental Response, Compensation, and Liability Act of 1980(CERCLA) (42 USC 9601), Executive Orders 12580 and 13016, and the National Oil andHazardous Substances Pollution Contingency Plan (NCP) (40 CFR Part 300). As such, USACEis conducting remedial SIs, as set forth in the NCP, to evaluate hazardous substance releases orthreatened releases from eligible FUDS.While not all MEC/MC constitute CERCLA hazardous substances, pollutants, or contaminants,the DERP statute provides DoD the authority to respond to releases of MEC and MC, and DoDpolicy states that such responses shall be conducted in accordance with CERCLA and the NCP.1.2 Site Name and LocationBoardman AFR, property number F10OR0160, is located approximately 5.5 miles southwest ofBoardman, OR, in Morrow County (Figure 1-1). The Boardman AFR is included in the MMRPInventory in the Defense Environmental Programs Annual Report to Congress (ARC) FiscalYear 2006 (DoD, 2006), and in the Archive Search Report (ASR) Supplement, FormerBoardman AFR Final SI Report.doc 1-1 Contract No. W912DY-04-D-0010 Delivery Order No. 003September 2007
