Analytical results indicate that all soil metals results are below BoardmanAFR background values and no explosives or perchlorate were detected, indicating no observedadverse impacts from MC at Range Complex No. 1. Based on the potential for MEC, arecommendation for a RI/FS limited to further evaluation of the MEC hazard is made for RangeComplex No. 1. Additionally, because all analytical results from samples collected in andaround this MRS were either below background concentrations or screening values, RangeComplex No. 1 is recommended for NDAI relative to MC and no additional investigations of anypotential MC, chemical contamination, or perchlorate are recommended.11.5 Removal ActionsSection 1.3 identified as one of the decision rules, evaluation of whether a removal action iswarranted. A removal action would be warranted if a high MEC hazard or elevated MC risk wasidentified. There is no indication that a high MEC risk is present at Boardman AFR. No MECwas found or identified during the SI. MEC has been identified on remote and restricted accesslands as recently as spring 2006. The exposure risk for MEC was evaluated to be moderate.Therefore, a removal action is not recommended for the Boardman AFR.11.6 Munitions Response AreasResults of the SI field activities provide the basis for identifying MRSs and, as appropriate,munitions response areas (MRAs), and for scoring each MRS using the MRSPP. A MRA is anyarea on a defense site that is known or suspected to contain MEC or MC, and may contain one ormore MRS.Based on the use and physical distribution of the AOCs at Boardman AFR, four MRSs areidentified (Figure 11-1):1. MRS #1 Target No. 1.2. MRS #2 Target No. 2.3. MRS #3 Carty Reservoir Bomb Target.4. MRS #4 Range Complex No. 1.MRSPP scoring is provided in Appendix K.For the purposes of scoring, the Range Inventory list is used, as per USACE direction.
