Based on a review of the most recent aerialphotography coverage, the estimated numbers of buildings within a 2-mile radius of the rangeslisted in the 2006 ARC are: Target No. 1 54 buildings, Target No. 2 11 buildings, CartyReservoir Bomb Target 54 buildings, and Range Complex No. 1 79 buildings (DoD, 2006).3.2.4 Environmental Database SearchA search of available environmental records was conducted by Environmental Data Resources,Inc. (EDR) (2006). The government records search met the requirements of ASTM StandardPractice for Environmental Site Assessments (ASTM, 2006). Search results indicated theBoardman AFR was included in several databases including: Formerly Used Defense Sites Oregon Environmental Cleanup Site information System Facility Index System/Facility Registry SystemThe AOCs did not appear on mapped sites in known federal, state, or local ASTM or ASTMSupplemental databases (Appendix L). There are 12 Resource Conservation and Recovery Act-Small Quantity Generators in the vicinity of the AOCs (not within the AOC acreages).Additional information on the databases searched and the results for surrounding properties isincluded in the EDR report found in Appendix L.3.2.5 Rights of EntryPrior to mobilizing to the site, the Project Manager for the USACE Seattle District officeobtained the ROE for the property where the SI field activities were performed.3.3 Field WorkSI field activities, conducted the week of February 26, 2007, included visual reconnaissance,collection of surface soil and sediment samples. The following conditions were recorded in thefield log book (Appendix D) and/or by digital photographs (Appendix E): Presence or absence of evidence of MEC, Changes, if any, in sample location because of field constraints, Vegetative cover, and Presence or absence of water for sediment samples, and other conditions encountered thatimpacted sample collection.3.4 Sampling and AnalysisSamples were collected and analyzed in accordance with the SSWP (Shaw, 2007) using thestandard operating procedures (SOPs) from the Type I Work Plan (Shaw, 2006a). Table 3-1summarizes the soil and sediment sampling completed at Boardman AFR. Laboratory analysiswas performed by GPL Laboratories of Frederick, Maryland using methods defined in theBoardman AFR Final SI Report.doc 3-5 Contract No. W912DY-04-D-0010 Delivery Order No. 003September 2007
