just such a trial in <strong>the</strong> quest for world peace, one that cannot be achieved ifwe are defeated by a sense of helplessness. <strong>The</strong> crucial element is <strong>to</strong> ensurethat any struggle against evil is rooted firmly in a consciousness of <strong>the</strong>unity of <strong>the</strong> human family, something only gained through <strong>the</strong> mastery ofour own inner contradictions.It is this kind of reconfiguration of our thinking that will make possible askilled and restrained approach <strong>to</strong> <strong>the</strong> options of dialogue and pressure. <strong>The</strong>stronger our sense of connection as members of <strong>the</strong> human family, <strong>the</strong> moreeffectively we can reduce <strong>to</strong> an absolute minimum any application of <strong>the</strong>hard power of pressure, while making <strong>the</strong> greatest possible use of <strong>the</strong> softpower of dialogue. Tragically, <strong>the</strong> weighting in <strong>the</strong> case of Iraq has beenexactly <strong>the</strong> reverse.<strong>The</strong> need for such a shift has been confirmed by many of <strong>the</strong> concernedthinkers I have met. Norman Cousins (1915–90), <strong>the</strong> writer known as <strong>the</strong>“conscience of America” with whom I published a dialogue, stated withdismay in his work <strong>Human</strong> Options: “<strong>The</strong> great failure of education—notjust in <strong>the</strong> United States but throughout most of <strong>the</strong> world—is that it hasmade people tribe-conscious ra<strong>the</strong>r than species-conscious.” 8Similarly, when I met with Mohamed ElBaradei, direc<strong>to</strong>r general of <strong>the</strong>International A<strong>to</strong>mic Energy Agency (IAEA), in November of last year, hedeclared powerfully: “… we continue <strong>to</strong> emphasize our differences insteadof what we have in common. We continue <strong>to</strong> talk about ‘us’ versus ‘<strong>the</strong>m.’Only when we can start <strong>to</strong> talk about ‘us’ as including all of humanity willwe truly be at peace….”In our correspondence, Joseph Rotblat posed <strong>the</strong> question, “Can we master<strong>the</strong> necessary arts of global security and loyalty <strong>to</strong> <strong>the</strong> human race?” 9 Threemonths after writing <strong>the</strong>se words <strong>to</strong> me, Dr. Rotblat passed away. I believehis choice <strong>to</strong> leave this most crucial matter in <strong>the</strong> form of an open question9
