V. Transportati<strong>on</strong> <str<strong>on</strong>g>Infrastructure</str<strong>on</strong>g>V.1. Selecti<strong>on</strong> of Supply Readiness IndicatorsThe analysis of transportati<strong>on</strong> infrastructure draws <strong>on</strong> the transportati<strong>on</strong> module of the <str<strong>on</strong>g>PODES</str<strong>on</strong>g>core, which provides some informati<strong>on</strong> <strong>on</strong> the physical availability and accessibility ofinfrastructure. Within this dimensi<strong>on</strong> we discern three categories and six indicators. Characteristics of Main RoadsThe informati<strong>on</strong> available <strong>on</strong> road characteristics is based <strong>on</strong> subjective assessment of the type andquality of the main road in a village. Surface of the Main Road: This indicator reflects the share of villages for which the mainroad has a hardened surface, made of either asphalt/c<strong>on</strong>crete or gravel/st<strong>on</strong>e. The main roadis defined as the widest road heading to the highway that leads to the nearest district head’soffice. C<strong>on</strong>diti<strong>on</strong> of the Main Road: share of the villages for which the main road is c<strong>on</strong>sidered tobe in “good” c<strong>on</strong>diti<strong>on</strong>, which implies that the road suffers from no or just minor damages(in c<strong>on</strong>trast to damage al<strong>on</strong>g most or all of the road). Characteristics of BridgesThe village census asks village heads about the c<strong>on</strong>diti<strong>on</strong> of the existing bridges in the village andthe requirements for new bridges in the villages, providing the following indicators: C<strong>on</strong>diti<strong>on</strong> of the Bridges: share of the villages for which the bridges are c<strong>on</strong>sidered to be in“good” c<strong>on</strong>diti<strong>on</strong> or to suffer from just minor damage (in c<strong>on</strong>trast to moderate or heavydamages). 18 Need for New Bridges: share of the villages that indicate that additi<strong>on</strong>al bridges arerequired. Availability of Public TransportFinally, we use informati<strong>on</strong> <strong>on</strong> the availability of public transport from the village head’s office to(i) the offices of the sub-district head; and (ii) the district regent or major. We focus <strong>on</strong>ly <strong>on</strong> publictransport that follows a fixed route.18Only villages with at least <strong>on</strong>e bridge are c<strong>on</strong>sidered for this indicator, which prevents us from calculatingthis indicator for a total of 301 sub-districts that lack any bridges.46
