the quality of the provided indicators may also be complemented by qualitativefieldwork.- Combining the <str<strong>on</strong>g>PODES</str<strong>on</strong>g> indicators with other socio-ec<strong>on</strong>omic datasets will facilitateresearch into the determinants of local service supply, demand, and outcomes.- To this end, it is not <strong>on</strong>ly desirable to regularly c<strong>on</strong>duct the <str<strong>on</strong>g>PODES</str<strong>on</strong>g> core census, butalso to repeat the infrastructure census in the future, thus enabling c<strong>on</strong>tinuousm<strong>on</strong>itoring of the quantity and quality of village infrastructure. Keeping track ofchanges over time will enable a more rigorous evaluati<strong>on</strong> of social programs.If the infrastructure census is c<strong>on</strong>ducted again in the future, we suggest the following changes andamendments:The health census covers a subset of public health facilities. Subject to budget restricti<strong>on</strong>s,other public and private facilities, such as hospitals or polyclinics, should be included forcompleteness.The informati<strong>on</strong> <strong>on</strong> the services offered by health facilities could be expanded and, in part,be rendered more precisely. In particular, further informati<strong>on</strong> <strong>on</strong> available medicalequipment, supplies, and treatments would provide an interesting supplement to assess thequality of services.The educati<strong>on</strong> census is c<strong>on</strong>fined to public facilities. Again subject to budgetaryc<strong>on</strong>straints, the inclusi<strong>on</strong> of private facilities would be particularly useful in the area ofsec<strong>on</strong>dary schooling, where private schools account for a substantial share of the existentfacilities. Moreover, no facility-level informati<strong>on</strong> is collected <strong>on</strong> early childhood educati<strong>on</strong>facilities.53
