This standard is intended to ensure that the equipment supplied is constructed, maintained,repaired and employed in a manner that assures the safe and effective transportation ofequipment.1. The supplier shall, on delivery of the equipment to the project site, provide to the site managerdocumentary evidence that: Identifies each assembly or major component by a unique identifier;Lists each assembly supplied by its common description and its unique identifier; and is certified bythe signature of an authorized representative of the supplier that the equipment supplied isreleased for service. The name of the authorized person shall be legible, the certification shall bedated and the conditions for continued certification and duration of certification specified.2. The supplier shall ensure that each assembly remains in serviceable condition during use inaccordance with the certification. Where serviceability cannot be assured, the assembly shallbe removed from service.3. The Prime Contractor reserves the right to inspect and audit the methods, systems andprocedures employed by the supplier to:Certify supplied equipment;Inspect, maintain and repair any assembly;Manage and control each assembly and its components.4. The Prime Contractor reserves the right to specify a particular assembly by manufacturer ormodel and to require the repair or removal from service of any assembly not judged to besuitable for task or not in condition to effectively or safely fulfill any requirement.Each bag assembly shall attach a metal ring onto its closure lanyard to facilitate the attachmentof the bag assembly to a carousel bag deployment mechanism.5. All components of a system (the automatic bag runners and bag assemblies are examples of asystem) shall be comprised of compatible components. Where assemblies are employed incombination, no combination of assemblies shall impair the operation of the system.6. The supplier shall, on request, provide documentary evidence that the supplied equipment iscapable of safely and effectively fulfilling its function.OGC IBP | Revision Date: Sept 2009 DRAFT51
ANNEX C FIRE SAFETYC 1C.1.1GENERALSuitable firefighting equipment should be provided at fuel storage, refueling, staging and base camplanding areas. It may not be practical to provide such equipment at the line helipads, but whereremote refueling and fuel handling is performed essential firefighting equipment should be available.C.1 2 A designated firefighter should be established for these areas. The firefighter should be givensuitable fire fighting training with regular refresher training and emergency exercises. At least onetrained firefighter should be present and ready for action during refueling operations, starting ofhelicopter engines and landing / take off.C.1.3Where fuel storage and refueling areas are adjacent, there is no need for duplicate equipment,provided the equipment is suitably located and mobile.C 2C.2.1FIRE-FIGHTER EQUIPMENTFirefighters should have the following equipment:1. Firefighter helmet, suit and boots, suitable for quick donning.2. Emergency equipment as listed under 12.3.C 3C.3.1C.3.2C.3.3C.3.4FIRE EXTINGUISHING EQUIPMENTExamples of the required equipment can be found in; ICAO Annex 14 for airports, airstrips, heliportsand helidecks; and The National Fire Protection Association “NFPA41 Standard for Heliports”.Some of the above may not be practical for temporary installations, such as staging areas or evenseismic base camps.The preferred fire extinguishing system for fuel storage, refueling and landing/take off areas is waterbased foam (AFFF). Hoses should be of suitable length to cover the area. Pumps should preferablybe spark proof of a similar rating to fuel pumps. Pumps should have adequate delivery capacity (atleast 5.5 l/m2/min) and throw (at least 10 m). Nozzles should allow dual use, i.e. (foam) jet and firewall. Water supply should be adequate to sustain continuous delivery for at least 10 minutes.A very practical system consists of a carted water pump and foam mixing assembly. On the intakeside this should be connected to a pressurized water system or have a non collapsing intake hosewhich can be inserted into a water supply (tank, pond, river). On the outlet side 15 – 50 m deliveryhose can be used, depending on pump output pressure.In addition to the above, at least two 12 kg dry powder or CO2 (ABC) portable fire extinguishersshould be available for use on small, incipient fires.C.3.5 Where no adequate water supply is available and for more temporary locations, the use of portablefire extinguishers is acceptable.1. Portable fire extinguishers can only fight incipient, small fires and a “burn down policy” shouldbe adopted for larger fires.2. For protection of the Helicopter (refueling, landing/take off) an additional capacity of portable drypowder, CO2 and/or foam extinguisher(s) should be provided of at least:a. 50 kg dry powder, orb. 90 kg CO 2 , orc. 90 L foam (AFFF)C.3.6 A trained firefighter should be stand by during:1. Starting of the engines.3. Refueling of the aircraft.C.3.7 Further considerations:1.
