Programme Support & MonitoringIn order to support the ERTR programme, <strong>UNDP</strong> has established offices inB<strong>and</strong>a <strong>Aceh</strong>, Calang (<strong>Aceh</strong> Jaya), Meulaboh (<strong>Aceh</strong> Barat), Sigli (Pidie), <strong>and</strong> inNias. Additionally, <strong>UNDP</strong> has established a logistics office for itself <strong>and</strong> otheragencies in Medan to facilitate procurement, transport <strong>and</strong> other logisticalprocesses. These teams provide programme support, supervision <strong>and</strong> monitoringto project activities across the tsunami-affected areas, as well as provision of technicalassistance to programme activities. The team is comprised of programme coordinator<strong>and</strong> managers, project support officers, monitoring officers, technical personnel,as well as logistical, administrative <strong>and</strong> finance staff.Support for Increased Operational Effectiveness<strong>Response</strong> efforts to the tsunami disaster have demonstrated that there is a continualneed to review <strong>and</strong> improve programming frameworks <strong>and</strong> operational systemsin order to respond rapidly <strong>and</strong> flexibly in times of crisis. A number of system reviewshave been undertaken both internally <strong>and</strong> externally (including with probono support through Deloitte). These reviews have recommended measures tostrengthen operational effectiveness, in such areas as: strengthening procurementcapacity <strong>and</strong> streamlining processes; human resource management; improving theuse <strong>and</strong> implementation of <strong>UNDP</strong>'s "Enterprise Resource Management" system(Atlas); strengthening Monitoring <strong>and</strong> Evaluation processes;New measures have been or are being put in place to address many of these issues,including new training regimes for procurement, the <strong>UNDP</strong> Contracts, Assets <strong>and</strong>Procurement Committee (CAPC), Atlas implementation, accounting, <strong>and</strong> monitoring,as well as work flow improvements in areas such as procurement, salary, travel<strong>and</strong> DSA payments. Broader lessons learned are being systematized for sharingwith other <strong>UNDP</strong> offices <strong>and</strong> counterparts. These efforts should heighten performancein response to future crisis situations.Support for increased operational effectiveness has included the following:• Deloitte Financial Advisory Services LLP (Deloitte FAS) providedover 17,000 pro-bono hours to assist <strong>UNDP</strong> Country Offices in Tsunamiaffected countries. The Deloitte team deployed to Indonesia provided a varietyof operational supports, developing <strong>and</strong> facilitating trainings on theATLAS financial system in order to improve use of the system as an accounting<strong>and</strong> financial management tool. The Deloitte team also conducteda review <strong>and</strong> assessment of the procurement process, provided Accountingsupport <strong>and</strong> worked closely with the Country Office team to developMonitoring <strong>and</strong> Evaluation tools.35
