TOWER HAMLETS LOCAL DEVELOPMENT FRAMEWORKThe Core StrategyS.6 The Core Strategy sets out the spatial strategy for the borough toachieve the ‘Big Spatial Vision’ of ‘Reinventing the Hamlets’ and deliverthe aspirations set out in the Community Plan. All other <strong>DPD</strong>s, supplementaryguidance and Neighbourhood Plans need to be in generalconformity with the Core Strategy as well as the London Plan.Managing Development <strong>DPD</strong>S.7 The MD <strong>DPD</strong> provides the detail which the Core Strategy is notable to deliver (e.g. paragraph 1.2 of the Core Strategy). It helps tomanage development across the borough through development managementpolicies and provides strategic guidance for key developmentsites within site allocations.S.8 The Core Strategy (2010) refers to a Development Management<strong>DPD</strong> and a Sites and Placemaking <strong>DPD</strong>, these have been combinedto form the Managing Development <strong>DPD</strong> (MD <strong>DPD</strong>) to help streamlineDevelopmentManagement<strong>DPD</strong>Sites andPlacemaking<strong>DPD</strong>ManagingDevelopment<strong>DPD</strong>S.9 The development management policies are required to help ensurethe delivery of sustainable development, in terms of sustainable communities,supporting the local and regional economy and protectingand enhancing the borough’s environment.ing<strong>DPD</strong> to form the Managing Development <strong>DPD</strong>S.10 developments (i.e. sites that can provide over 500 new net-additionalhomes) which will help the borough meet its housing targets and forborough has the adequate space and capacity for physical, social andties.S.11 The MD <strong>DPD</strong> has been prepared using a proportionate evidencebase to ensure it plans positively to meet the development and infrastructureneeds of communities, as set out in the Core Strategy.13
