DRAFTTOWER HAMLETS LOCAL DEVELOPMENT FRAMEWORK3.9 If no suitable sites are available for off-site affordable housing andpayment in-lieu is to be acceptable then the developer must demonstratethat the payment will result in the equivalent of a minimum of 50%affordable housing. The Council may use these resources to enable theinghousing estates.of the borough as set out in the most up to date housing needs assessment.3.10 Affordable housing is calculated using habitable rooms as it ensuresthe provision of a range of housing sizes more likely to achieve thePart (4) is also needed to ensure that a housing development takingplace on different sites and/or within different phases contributes anddelivers its appropriate level of affordable housing.3.11 Given the high targets for the provision of new housing in the borough,part (5) is a critical development management tool, ensuring housingis not lost through development, thereby having a detrimental impacton reaching these targets.
