The waste apportionment targets set out in the London Plan willbe met by:a. the proposals map, unless it can be demonstrated this capac-b. safeguarding the potential for a future waste management facilityat Ailsa Street in accordance with the site allocation. Thissite will only be able to come forward for alternative uses if itcan be demonstrated this will not compromise the ability of theCouncil to meet its waste apportionment targets;c. supporting other waste management facilities within StrategicIndustrial Locations and Local Industrial Locations; andd. working with partners outside of the borough.2. Development should demonstrate how it will provide appropriatestorage facilities for residual waste and recycling as a componentelement to implement the waste management hierarchy of reduce,reuse and recycle.3. Major development should provide a Waste Reduction ManagementPlan for the construction and operation stages.14.1 To meet London Plan requirements and implement Core StrategySpatial Policy 05 the Council needs to identify how it will meet its wasteapportionment targets and how development will manage the waste itgenerates.14.2 Core Strategy Spatial Policy 05 sets out a framework for how wewill ensure the borough manages its waste in a sustainable manner; part(1) updates this information by providing further guidance for how wewill meet our waste apportionment targets by identifying a prioritised fourstage process:14.3 Part (a) seeks the use of safeguarded waste management sites.borough (Waste Evidence Base Report, 2009) which are required to besafeguarded by the London Plan and Core Strategy. These sites provide4.99 hectares of land to meet our waste apportionment which requires acomparison of the land required within the Waste Evidence Base Report(2009) and the reduced London Plan waste apportionment target). However,these sites may not be the best long term solution for the sustainablemanagement of waste. The Council is therefore looking to allocatenew waste management sites.14.4 search for new waste management facilities. These were based on 6 po-Following further detailed analysis of these sites within the Waste Evi-ducedto the most appropriate location at Ailsa Street14.5 Part (c) guides windfall waste sites to industrial areas. Other nonallocatedwaste management facilities may be proposed which will alsocontribute to the apportionment target. Guiding these to Strategic IndustrialLocations and Local Industrial Locations will ensure they are in themost appropriate locations for their activities.46
