DRAFTTOWER HAMLETS LOCAL DEVELOPMENT FRAMEWORK2.1 Core Strategy Spatial Policy 01 sets out the policy framework for thetown centre hierarchy. Further guidance is required for local shops whichare not located within a town centre. These shops serve a local retailneed and are especially important for people with mobility issues. Theyplay an important social role in the community as well as contributing tothe character and function of the local area.2.2 Part (1) seeks to manage the amount of local shops to ensure theyare not replaced by other uses which would result in the need to travelfurther for basic goods and services. Development resulting in the lossof local shops will be required to provide robust evidence, in the form ofthe loss will not have a detrimental impact on the ability of local peopleto access basic goods and services. The distance of 300m representsinner London borough such as Tower Hamlets.2.3 Part (2) seeks to manage the risk of larger retail shops comingforward outside of designated centres. This could not only threaten thevitality and viability of the borough’s town centres but could also have anesses)which are serving the needs of the local community. The introductionof larger shops may also be unsuitable to the local area in termscongestion, parking and noise. For the purposes of part (2) of this policy,of no more than 100 sqm (which is the equivalent of two small shopunits).
