DRAFTTOWER HAMLETS LOCAL DEVELOPMENT FRAMEWORK15.1 Core Strategy Spatial Policy 06 provides the basis to support thehow new development will contribute to delivering growth in locationsoutside designated employment policy areas.15.2 For the purposes of this policy, spatial policy areas refers to desig-calIndustrial Locations (LIL). Part (1), (2) and (3) of this policy providesguidance for the development of land outside of these designations. Part(4) of this policy provides guidance for development anywhere in theborough. Employment uses include all uses within the B Use Classes.15.3 supported in suitable locations. In order to demonstrate that sites are nolonger suitable for employment use outside of spatial policy areas theCouncil will require under part (1) of the policy, evidence that the accessibilityand location of the site render it unviable for continued employmentuse. This evidence would need to include how the site has beenactively marketed, information as to why the site no longer suits this typeof business and evidence that other types of employment uses havebeen considered for the site and why they would not be viable. Finally,consideration should also be given to the size and condition of the buildingson the site. Reports demonstrating that the buildings are no longerof accommodation would not be viable should also be provided.15.4 Through applying part (2) of the policy the Council will require infor-sultof development would be accommodated elsewhere in the borough.If the business is to be located in an out of borough location it would benecessary to demonstrate that this is the best option for the business,cess,that the quality and quantity of such facilities is improved and thata suitable site within the borough could not be found.15.5 Within the borough there is a need for smaller unit sizes which allowlocal businesses to grow and generate employment. This is also known as live-workunits or work-live units depending on the ratio of residential to commercialaccommodation. Through applying part (4) of the policy the Counciland ultimately result in the loss of the employment use.
