DRAFTTOWER HAMLETS LOCAL DEVELOPMENT FRAMEWORK5.1 Core Strategy Spatial Policy 02 provides guidance about the provisionof specialist and supported housing to cater for the homeless,disabled, vulnerable, the elderly and staff accommodation ancillary to amodationand support new provision where necessary.5.2 Specialist and supported housing provides accommodation for manydifferent vulnerable groups within the borough in differing forms includinghostels, sheltered housing, gypsies and traveller sites and care homesand it is important to ensure we can help meet the range of specialisthousing needs. The relevant guidance referred to in part (1) includes theHAPPI Report (2009) and National Minimum Standards for Care Homesfor Older People (2003).5.3 In implementing the above, development will need to demonstrate anassessment relating to need for any new accommodation or converselylack of need for the loss of accommodation.5.4 All proposals for specialist and supported housing will be referred tothe Council’s Adults Health and Well Being Directorate to consider theapproach to safeguarding and to ensure that a good quality service canbe provided to vulnerable people.5.5 ellersaccommodation.
