Health, leisure and social and community facilities will be protect-considered suitable for their use.2. Where development proposals are likely to adversely impact onredevelopment unless it can be demonstrated that a new off siteplieswith part (3) of this policy.3. The loss of a facility will only be considered if it can be demonstratedthat there is no longer a need for the facility within thelocal community and the building is no longer suitable.4. New health, leisure and social and community facilities should belocated in or at the edge of town centres. The provision of newsupported where they are local in nature and scale and where alocal need can be demonstrated.8.1 Core Strategy Spatial Policy 03 sets the framework for deliveringhealthy and liveable neighbourhoods across the borough through pro-social and community facilities. DM8 sets out how new development willbe required to contribute to delivering such a network of facilities.8.2 For the purposes of this policy, health facilities can include:hospitals;walk in health centres;local health centres;doctors surgeries;health and wellbeing centres; andcommunity health services.8.3 For the purposes of this policy, leisure facilities can include:leisure centres;indoor and outdoor sports facilities; andswimming pools.8.4 For the purposes of this policy, social and community facilities caninclude:policing facilities;public houses;libraries;youth facilities;community halls;meeting places;places of worship;public conveniences; andother uses in Use Class D1 that provide a service to the local community.38
