<strong>The</strong> <strong>Hidden</strong> <strong>Gulag</strong> Second Editionsend any such property out of the <strong>in</strong>stitution, orit has been found necessary on hygienic groundsto destroy any article of cloth<strong>in</strong>g. <strong>The</strong> prisonershall sign a receipt <strong>for</strong> the articles and moneyreturned to him.(3) Any money or effects received <strong>for</strong> a prisonerfrom outside shall be treated <strong>in</strong> the same way.(4) If a prisoner br<strong>in</strong>gs <strong>in</strong> any drugs or medic<strong>in</strong>e,the medical officer shall decide what use shall bemade of them.Notification of Death, Illness, Transfer, etc.44. (1) Upon the death or serious illness of, orserious <strong>in</strong>jury to a prisoner, or his removal to an<strong>in</strong>stitution <strong>for</strong> the treatment of mental affections,the director shall at once <strong>in</strong><strong>for</strong>m the spouse, ifthe prisoner is married, or the nearest relativeand shall <strong>in</strong> any event <strong>in</strong><strong>for</strong>m any other personpreviously designated by the prisoner.(2) A prisoner shall be <strong>in</strong><strong>for</strong>med at once of thedeath or serious illness of any near relative. Incase of the critical illness of a near relative, theprisoner should be authorized, whenever circumstancesallow, to go to his bedside either underescort or alone.(3) Every prisoner shall have the right to <strong>in</strong><strong>for</strong>mat once his family of his imprisonment or histransfer to another <strong>in</strong>stitution.Removal of Prisoners45. (1) When the prisoners are be<strong>in</strong>g removedto or from an <strong>in</strong>stitution, they shall be exposedto public view as little as possible, and propersafeguards shall be adopted to protect them from<strong>in</strong>sult, curiosity and publicity <strong>in</strong> any <strong>for</strong>m.(2) <strong>The</strong> transport of prisoners <strong>in</strong> conveyanceswith <strong>in</strong>adequate ventilation or light, or <strong>in</strong> anyway which would subject them to unnecessaryphysical hardship, shall be prohibited.(3) <strong>The</strong> transport of prisoners shall be carriedout at the expense of the adm<strong>in</strong>istration andequal conditions shall obta<strong>in</strong> <strong>for</strong> all of them.Institutional Personnel46. (1) <strong>The</strong> prison adm<strong>in</strong>istration shall provide<strong>for</strong> the careful selection of every grade of thepersonnel, s<strong>in</strong>ce it is on their <strong>in</strong>tegrity, humanity,professional capacity and personal suitability <strong>for</strong>the work that the proper adm<strong>in</strong>istration of the<strong>in</strong>stitutions depends.(2) <strong>The</strong> prison adm<strong>in</strong>istration shall constantlyseek to awaken and ma<strong>in</strong>ta<strong>in</strong> <strong>in</strong> the m<strong>in</strong>ds bothof the personnel and of the public the convictionthat this work is a social service of great importance,and to this end all appropriate means of<strong>in</strong><strong>for</strong>m<strong>in</strong>g the public should be used.(3) To secure the <strong>for</strong>ego<strong>in</strong>g ends, personnel shallbe appo<strong>in</strong>ted on a full-time basis as professionalprison officers and have civil service status withsecurity of tenure subject only to good conduct,efficiency and physical fitness. Salaries shall beadequate to attract and reta<strong>in</strong> suitable men andwomen; employment benefits and conditions ofservice shall be favourable <strong>in</strong> view of the exact<strong>in</strong>gnature of the work.47. (1) <strong>The</strong> personnel shall possess an adequatestandard of education and <strong>in</strong>telligence.(2) Be<strong>for</strong>e enter<strong>in</strong>g on duty, the personnel shallbe given a course of tra<strong>in</strong><strong>in</strong>g <strong>in</strong> their general andspecific duties and be required to pass theoreticaland practical tests.(3) After enter<strong>in</strong>g on duty and dur<strong>in</strong>g their career,the personnel shall ma<strong>in</strong>ta<strong>in</strong> and improve theirknowledge and professional capacity by attend<strong>in</strong>gcourses of <strong>in</strong>-service tra<strong>in</strong><strong>in</strong>g to be organizedat suitable <strong>in</strong>tervals.48.
