(1) Provision shall be made <strong>for</strong> the furthereducation of all prisoners capable of profit<strong>in</strong>gthereby, <strong>in</strong>clud<strong>in</strong>g religious <strong>in</strong>struction <strong>in</strong> thecountries where this is possible. <strong>The</strong> educationof illiterates and young prisoners shall becompulsory and special attention shall be paid toit by the adm<strong>in</strong>istration.(2) So far as practicable, the education of prisonersshall be <strong>in</strong>tegrated with the educationalsystem of the country so that after their releasethey may cont<strong>in</strong>ue their education without difficulty.78. Recreational and cultural activities shall beprovided <strong>in</strong> all <strong>in</strong>stitutions <strong>for</strong> the benefit of themental and physical health of prisoners.Social Relations and after-care79. Special attention shall be paid to the ma<strong>in</strong>tenanceand improvement of such relationsbetween a prisoner and his family as are desirable<strong>in</strong> the best <strong>in</strong>terests of both.80. From the beg<strong>in</strong>n<strong>in</strong>g of a prisoner’s sentenceconsideration shall be given to his future afterrelease and he shall be encouraged and assistedto ma<strong>in</strong>ta<strong>in</strong> or establish such relations withpersons or agencies outside the <strong>in</strong>stitution asmay promote the best <strong>in</strong>terests of his family andhis own social rehabilitation.81. (1) Services and agencies, governmental orotherwise, which assist released prisoners tore-establish themselves <strong>in</strong> society shall ensure,so far as is possible and necessary, that releasedprisoners be provided with appropriate documentsand identification papers, have suitable sand work to go to, are suitably and adequatelyclothed hav<strong>in</strong>g regard to the climate and season,and have sufficient means to reach their dest<strong>in</strong>ationand ma<strong>in</strong>ta<strong>in</strong> themselves <strong>in</strong> the periodimmediately follow<strong>in</strong>g their release.(2) <strong>The</strong> approved representatives of such agenciesshall have all necessary access to the <strong>in</strong>stitutionand to prisoners and shall be taken <strong>in</strong>toconsultation as to the future of a prisoner fromthe beg<strong>in</strong>n<strong>in</strong>g of his sentence.(3) It is desirable that the activities of such agenciesshall be centralized or co-ord<strong>in</strong>ated as far as possible<strong>in</strong> order to secure the best use of their ef<strong>for</strong>ts.B. Insane and Mentally Abnormal Prisoners82. (1) Persons who are found to be <strong>in</strong>sane shallnot be deta<strong>in</strong>ed <strong>in</strong> prisons and arrangementsshall be made to remove them to mental <strong>in</strong>stitutionsas soon as possible.(2) Prisoners who suffer from other mentaldiseases or abnormalities shall be observed andtreated <strong>in</strong> specialized <strong>in</strong>stitutions under medicalmanagement.(3) Dur<strong>in</strong>g their stay <strong>in</strong> a prison, such prisonersshall be placed under the special supervision of amedical officer.(4) <strong>The</strong> medical or psychiatric service of thepenal <strong>in</strong>stitutions shall provide <strong>for</strong> the psychiatrictreatment of all other prisoners who are <strong>in</strong>need of such treatment.83. It is desirable that steps should be taken, byarrangement with the appropriate agencies, toensure if necessary the cont<strong>in</strong>uation of psychiatrictreatment after release and the provision ofsocial-psychiatric after-care.C. Prisoners Under Arrest or Await<strong>in</strong>g Trial84. (1) Persons arrested or imprisoned by reasonof a crim<strong>in</strong>al charge aga<strong>in</strong>st them, who aredeta<strong>in</strong>ed either <strong>in</strong> police custody or <strong>in</strong> prisoncustody (jail) but have not yet been tried andsentenced, will be referred to as “untried prison-187
