<strong>The</strong> <strong>Hidden</strong> <strong>Gulag</strong> Second Editionduties as to <strong>in</strong>fluence the prisoners <strong>for</strong> good bytheir example and to command their respect.49. (1) So far as possible, the personnel shall<strong>in</strong>clude a sufficient number of specialists suchas psychiatrists, psychologists, social workers,teachers and trade <strong>in</strong>structors.(2) <strong>The</strong> services of social workers, teachers andtrade <strong>in</strong>structors shall be secured on a permanentbasis, without thereby exclud<strong>in</strong>g part-timeor voluntary workers.50. (1) <strong>The</strong> director of an <strong>in</strong>stitution shouldbe adequately qualified <strong>for</strong> his task by character,adm<strong>in</strong>istrative ability, suitable tra<strong>in</strong><strong>in</strong>gand experience.(2) He shall devote his entire time to his officialduties and shall not be appo<strong>in</strong>ted on a parttimebasis.(3) He shall reside on the premises of the <strong>in</strong>stitutionor <strong>in</strong> its immediate vic<strong>in</strong>ity.(4) When two or more <strong>in</strong>stitutions are under theauthority of one director, he shall visit each of themat frequent <strong>in</strong>tervals. A responsible resident officialshall be <strong>in</strong> charge of each of these <strong>in</strong>stitutions.51. (1) <strong>The</strong> director, his deputy, and the majorityof the other personnel of the <strong>in</strong>stitution shallbe able to speak the language of the greatestnumber of prisoners, or a language understoodby the greatest number of them.(2) Whenever necessary, the services of an <strong>in</strong>terpretershall be used.52. (1) In <strong>in</strong>stitutions which are large enoughto require the services of one or more full-timemedical officers, at least one of them shall resideon the premises of the <strong>in</strong>stitution or <strong>in</strong> itsimmediate vic<strong>in</strong>ity.(2) In other <strong>in</strong>stitutions the medical officer shallvisit daily and shall reside near enough to be ableto attend without delay <strong>in</strong> cases of urgency.53. (1) In an <strong>in</strong>stitution <strong>for</strong> both men andwomen, the part of the <strong>in</strong>stitution set aside <strong>for</strong>women shall be under the authority of a responsiblewoman officer who shall have the custodyof the keys of all that part of the <strong>in</strong>stitution.(2) No male member of the staff shall enter thepart of the <strong>in</strong>stitution set aside <strong>for</strong> women unlessaccompanied by a woman officer.(3) Women prisoners shall be attended andsupervised only by women officers. This doesnot, however, preclude male members of thestaff, particularly doctors and teachers, fromcarry<strong>in</strong>g out their professional duties <strong>in</strong> <strong>in</strong>stitutionsor parts of <strong>in</strong>stitutions set aside <strong>for</strong> women.54. (1) Officers of the <strong>in</strong>stitutions shall not, <strong>in</strong>their relations with the prisoners, use <strong>for</strong>ceexcept <strong>in</strong> self-defence or <strong>in</strong> cases of attemptedescape, or active or passive physical resistanceto an order based on law or regulations. Officerswho have recourse to <strong>for</strong>ce must use nomore than is strictly necessary and must reportthe <strong>in</strong>cident immediately to the director of the<strong>in</strong>stitution.(2) Prison officers shall be given special physicaltra<strong>in</strong><strong>in</strong>g to enable them to restra<strong>in</strong> aggressiveprisoners.(3) Except <strong>in</strong> special circumstances, staffper<strong>for</strong>m<strong>in</strong>g duties which br<strong>in</strong>g them <strong>in</strong>to directcontact with prisoners should not be armed.Furthermore, staff should <strong>in</strong> no circumstancesbe provided with arms unless they have beentra<strong>in</strong>ed <strong>in</strong> their use.Inspection55. <strong>The</strong>re shall be a regular <strong>in</strong>spection of penal<strong>in</strong>stitutions and services by qualified and experienced<strong>in</strong>spectors appo<strong>in</strong>ted by a competentauthority. <strong>The</strong>ir task shall be <strong>in</strong> particular toensure that these <strong>in</strong>stitutions are adm<strong>in</strong>istered<strong>in</strong> accordance with exist<strong>in</strong>g laws and regulationsand with a view to br<strong>in</strong>g<strong>in</strong>g about the objectivesof penal and correctional services.183
