The Hidden Gulag Second Editionsel when provided by law, shall have access tothe information described in paragraph 1 of thepresent principle.Principle 24A proper medical examination shall be offeredto a detained or imprisoned person as promptlyas possible after his admission to the place ofdetention or imprisonment, and thereafter medicalcare and treatment shall be provided whenevernecessary. This care and treatment shall beprovided free of charge.Principle 25A detained or imprisoned person or his counselshall, subject only to reasonable conditions toensure security and good order in the place ofdetention or imprisonment, have the right torequest or petition a judicial or other authorityfor a second medical examination or opinion.Principle 26The fact that a detained or imprisoned personunderwent a medical examination, the name ofthe physician and the results of such an examinationshall be duly recorded. Access to suchrecords shall be ensured. Modalities thereforshall be in accordance with relevant rules ofdomestic law.Principle 27Non-compliance with these principles in obtainingevidence shall be taken into account indetermining the admissibility of such evidenceagainst a detained or imprisoned person.Principle 28A detained or imprisoned person shall have theright to obtain within the limits of availableresources, if from public sources, reasonablequantities of educational, cultural and informationalmaterial, subject to reasonable conditionsto ensure security and good order in the place ofdetention or imprisonment.Principle 291. In order to supervise the strict observance ofrelevant laws and regulations, places of detentionshall be visited regularly by qualified andexperienced persons appointed by, and responsibleto, a competent authority distinct from theauthority directly in charge of the administrationof the place of detention or imprisonment.2. A detained or imprisoned person shall havethe right to communicate freely and in full confidentialitywith the persons who visit the placesof detention or imprisonment in accordancewith paragraph l of the present principle, subjectto reasonable conditions to ensure security andgood order in such places.Principle 301. The types of conduct of the detained orimprisoned person that constitute disciplinaryoffences during detention or imprisonment, thedescription and duration of disciplinary punishmentthat may be inflicted and the authoritiescompetent to impose such punishment shall bespecified by law or lawful regulations and dulypublished.2. A detained or imprisoned person shall havethe right to be heard before disciplinary actionis taken. He shall have the right to bring suchaction to higher authorities for review.Principle 31The appropriate authorities shall endeavour toensure, according to domestic law, assistancewhen needed to dependent and, in particular,minor members of the families of detained or194
