<strong>The</strong> <strong>Hidden</strong> <strong>Gulag</strong> Second Editionsel when provided by law, shall have access tothe <strong>in</strong><strong>for</strong>mation described <strong>in</strong> paragraph 1 of thepresent pr<strong>in</strong>ciple.Pr<strong>in</strong>ciple 24A proper medical exam<strong>in</strong>ation shall be offeredto a deta<strong>in</strong>ed or imprisoned person as promptlyas possible after his admission to the place ofdetention or imprisonment, and thereafter medicalcare and treatment shall be provided whenevernecessary. This care and treatment shall beprovided free of charge.Pr<strong>in</strong>ciple 25A deta<strong>in</strong>ed or imprisoned person or his counselshall, subject only to reasonable conditions toensure security and good order <strong>in</strong> the place ofdetention or imprisonment, have the right torequest or petition a judicial or other authority<strong>for</strong> a second medical exam<strong>in</strong>ation or op<strong>in</strong>ion.Pr<strong>in</strong>ciple 26<strong>The</strong> fact that a deta<strong>in</strong>ed or imprisoned personunderwent a medical exam<strong>in</strong>ation, the name ofthe physician and the results of such an exam<strong>in</strong>ationshall be duly recorded. Access to suchrecords shall be ensured. Modalities there<strong>for</strong>shall be <strong>in</strong> accordance with relevant rules ofdomestic law.Pr<strong>in</strong>ciple 27Non-compliance with these pr<strong>in</strong>ciples <strong>in</strong> obta<strong>in</strong><strong>in</strong>gevidence shall be taken <strong>in</strong>to account <strong>in</strong>determ<strong>in</strong><strong>in</strong>g the admissibility of such evidenceaga<strong>in</strong>st a deta<strong>in</strong>ed or imprisoned person.Pr<strong>in</strong>ciple 28A deta<strong>in</strong>ed or imprisoned person shall have theright to obta<strong>in</strong> with<strong>in</strong> the limits of availableresources, if from public sources, reasonablequantities of educational, cultural and <strong>in</strong><strong>for</strong>mationalmaterial, subject to reasonable conditionsto ensure security and good order <strong>in</strong> the place ofdetention or imprisonment.Pr<strong>in</strong>ciple 291. In order to supervise the strict observance ofrelevant laws and regulations, places of detentionshall be visited regularly by qualified andexperienced persons appo<strong>in</strong>ted by, and responsibleto, a competent authority dist<strong>in</strong>ct from theauthority directly <strong>in</strong> charge of the adm<strong>in</strong>istrationof the place of detention or imprisonment.2. A deta<strong>in</strong>ed or imprisoned person shall havethe right to communicate freely and <strong>in</strong> full confidentialitywith the persons who visit the placesof detention or imprisonment <strong>in</strong> accordancewith paragraph l of the present pr<strong>in</strong>ciple, subjectto reasonable conditions to ensure security andgood order <strong>in</strong> such places.Pr<strong>in</strong>ciple 301. <strong>The</strong> types of conduct of the deta<strong>in</strong>ed orimprisoned person that constitute discipl<strong>in</strong>aryoffences dur<strong>in</strong>g detention or imprisonment, thedescription and duration of discipl<strong>in</strong>ary punishmentthat may be <strong>in</strong>flicted and the authoritiescompetent to impose such punishment shall bespecified by law or lawful regulations and dulypublished.2. A deta<strong>in</strong>ed or imprisoned person shall havethe right to be heard be<strong>for</strong>e discipl<strong>in</strong>ary actionis taken. He shall have the right to br<strong>in</strong>g suchaction to higher authorities <strong>for</strong> review.Pr<strong>in</strong>ciple 31<strong>The</strong> appropriate authorities shall endeavour toensure, accord<strong>in</strong>g to domestic law, assistancewhen needed to dependent and, <strong>in</strong> particular,m<strong>in</strong>or members of the families of deta<strong>in</strong>ed or194
