Part 1 – General Requirements and ProceduresDISTRICT PLAN - Means the Franklin District Council’s District Plan pursuant tothe Resource Management Act 1991 and includes operativeand proposed plan changes or variations once notified.DRAINAGE - Means waste water drainage or storm water drainage, and"drain" has a corresponding meaning.EARTHWORKS - Means earthmoving operations, other than quarrying, carriedout by any means for development purposes and includes:the disturbance of land surfaces by moving, removing,placing or replacing soil or earth; or by excavation, cutting orfilling operations; contouring; road, driveway and accessconstruction.ENGINEER - Means the Engineer, the Engineer’s deputy, the Engineer’snominated inspecting Engineer, or assistant or any otherofficer or other person appointed by the Council to control theengineering work of the District.FOOTPATH - Means so much of any road, pedestrian accessway or publicreserve as is laid out or constructed by authority of theCouncil primarily for pedestrians; and may include the edging,kerbing and channelling thereof.GROUND - Is used to describe the material in the vicinity of the surface ofthe earth whether soil or rock.HOUSEHOLD UNIT - Means a building or part of a building intended to be used asan independent residence and includes any apartment,townhouse, dwelling house or home unit.DWELLING - Means a building or part thereof designed and usedprincipally as a self-contained residence.INDEPENDENTQUALIFIED PERSON(IQP)L<strong>AND</strong> DRAINAGESYSTEM- Means a specialist approved by the Council and having theappropriate skills and qualification to carry out specificprocedures.- Refers to the flow of surface and ground water butconcentrates mainly on peak surface discharges and theirregulation under urban conditions.LOOSE SOIL - Means cohesionless soil (for example, having a low StandardPenetration resistance, for example, of less than 10 blows per300 mm). Also refers to uncompacted or poorly compactedfill.LOW FLOW PATH - Refers to the path taken by runoff resulting from ground waterdischarge and light rainfall. The low flow path is to be kept tothe minimum size consistent with ease of maintenance andmay be considered to be 2% to 5% of the primary designflow.NEIGHBOURHOODRESERVES- Are public reserves for the local community recreation.Code of Practice for Subdivision and Development – Edition 5 October 2010 Page 3
