<strong>Mini</strong> <strong>Holland</strong> •<br />

Walthamstow Town Centre, continued<br />

• Rationalisation of waiting and loading along Hoe Street<br />

• Improved bus stops with enhanced accessibility for<br />

passengers<br />

PROPOSALS<br />

We propose to make Walthamstow a destination for cyclists,<br />

known for its attractive, safe and convenient network of<br />

cycle routes, with plentiful and secure cycle parking. We<br />

think this will widen access to our diverse range of shops,<br />

cafes, cultural centres and green spaces, and catalyse new<br />

economic activity to support cycling.<br />

Walthamstow Gyratory<br />

Walthamstow Gyratory and Hoe Street are barriers to cycling<br />

due to the traffic dominated landscape and the limited and<br />

complicated junction facilities provided for cyclists. One<br />

of the key elements of our proposals to radically improve<br />

conditions for cyclists in Walthamstow is a major redesign<br />

of the gyratory. This will also have significant benefits for<br />

pedestrians.<br />

This junction links several important elements of our bid. It<br />

is where a key ”marshes to forest” route crosses from a<br />

redesigned and greener Selborne Road into Walthamstow<br />

village and meets our north-south route from Chingford to<br />

Leyton.<br />

A cycle parking hub at Walthamstow Central Station for 160<br />

bikes is already proposed as part of the improvements to<br />

the station. We will focus on providing smaller cycle parking<br />

locations throughout the town centre area so cyclists find<br />

it easy to park their bikes near the shops and other places<br />

they wish to visit, and businesses can take advantage of the<br />

increase passing trade.<br />

Potential on-street cycle parking solutions for the town centre<br />

include:<br />

Banks of Sheffield stands in existing car parking bays as<br />

is commonplace in most major European cities and many<br />

London Boroughs (see picture overleaf).<br />

We propose the following specific measures to complement<br />

the regeneration programme already underway in the Town<br />

Centre:<br />

Improved access for cyclists and pedestrians<br />

Our network of segregated and semi segregated cycle routes<br />

will mean most residents of the borough are within 15 minutes<br />

cycle ride of Walthamstow.<br />

Building upon feasibility work already carried out, we propose<br />

to close the western section of the bridge to vehicular traffic<br />

and introduce a linear park with areas for recreation and an<br />

outdoor market. The revised junction design will provide much<br />

improved crossing facilities for cyclists and pedestrians from<br />

Selborne Road, alleviating severance issues caused by the<br />

busy Hoe Street and ensuring continuity to the Coppermill to<br />

Wood Street link into St Mary’s Road.<br />

Pictures 3 and 4 (overleaf): Architectural cycle parking<br />

such as the car bike port from cyclehoop which shows how<br />

many bikes can fit in a standard car space or the cycle plant<br />

lock which combines cycle parking with greening.<br />

We intend to produce our own eye catching cycle parking<br />

design which will make a statement about the borough and<br />

cycling being at the heart of a new Waltham Forest, these will be<br />

developed further through a design competition that will allow<br />

The incorporation of the Coppermill to Wood Street (marshes<br />

to forest) link through the town centre via the Selborne Road<br />

Air Quality scheme, providing a walking and cycling spine into<br />

the heart of the town centre.<br />

A new cycle track from Selborne Road to the High Street<br />

through the Town Square Gardens, addressing the<br />

severance issues created by the impermeable nature of the<br />

pedestrianised High Street, the market and the Mall Shopping<br />

Centre.<br />

Cycle parking<br />

We know that the key to cycle parking is providing the right<br />

levels of the right provision in the right places. We therefore<br />

propose to introduce a range of cycle parking options into the<br />

streetscape in the town centre.<br />

We have a number of locations specifically in mind including<br />

Walthamstow Central Station and Town Square, Blackhorse<br />

Road Station and Leyton Town Centre, with the recent<br />

Waltham Forest Cycle Survey providing information on where<br />

the community opportunities to get involved in the design.<br />

As part of this process we will look to declutter the public<br />

realm, removing unnecessary street furniture and wherever<br />

possible, replace with cycle parking facilities and greening<br />

including planters and trees. We hope to engage the<br />

local business community in this part of the mini <strong>Holland</strong><br />

programme and develop shared investment and maintenance<br />

agreements.<br />
