Consultation, engagement and involvement, continued<br />

Health<br />

The opportunities to work on improving health and fitness levels<br />

we ask for the views of the emergency services during the<br />

development of proposals.<br />

Working with schools<br />

in the borough are obvious but there are a number of specific<br />

initiatives which we would like to introduce as part of the mini<br />

<strong>Holland</strong> programme. We already work closely with Whipps Cross<br />

Hospital on both encouraging staff to cycle to work and.<br />

The Borough Commander of the Metropolitan Police has<br />

provided a letter of support to this bid and is in full support of<br />

the proposals. We are currently working with the Police as part<br />

of Operation Safeway at a number of locations in the borough.<br />

Waltham Forest – Work with schools to promote walking and<br />

cycling<br />

The Road Safety Team at Waltham Forest provides the main<br />

contact with schools and the public in relation to cycling and<br />

Whipps Cross hospital has supported the development of this<br />

bid recognising the wide range of health benefits that cycling<br />

can bring to the individual and wider society. We will work<br />

closely with the hospital and the wider public health industry.<br />

The operation is aimed at cyclists and HGVs drivers and<br />

involves the stopping of both groups, checking vehicle safety<br />

and reminding road users of their responsibilities under the<br />

Highway Code and other relevant legislation.<br />

Under the TfL framework contract with Cycle Confident,<br />

we provide free cycle training for adults living, working or<br />

studying in the borough.<br />

Lambeth council has successfully incorporated cycle training<br />

into its Exercise on Referral scheme. Cycling was added to the<br />

scheme which includes gym, pilates and tai chi to give users of<br />

the scheme more choice.<br />

The scheme is open to people with high risk cardiac and low to<br />

mid mental health issues who are referred by their GP in addition to<br />

hospital referral cases of pulmonary diseases/cardiac rehabilitation.<br />

Cyclists are taken through the national standards cycle training<br />

programme from Level 1 (off-road) to Level 3 (busy roads).<br />

Working with neighbouring authorities<br />

We already have good working relationships with our<br />

neighbouring boroughs and realise that these relationships<br />

and cross border working are crucial if London is to effectively<br />

deal with issues associated with cycling. This is of particular<br />

importance for the mini <strong>Holland</strong> programme as cycling<br />

facilities cannot stop at borough boundaries nor be developed<br />

in isolation without consideration of the issues and proposals<br />

of neighbouring authorities.<br />

All primary schools are invited to arrange Bikeability training<br />

for Years 5 and 6.<br />

Since this contract was established in July 2013, over 120<br />

adults and more than 120 children have received training.<br />

The Council’s revised road safety strategy reflects the<br />

reduction in staff resources in recent years, and the road<br />

safety team will aim to provide a more targeted resource to<br />

schools. This includes:<br />

We would like to replicate the GP referral scheme in Waltham<br />

forest as part of the mini <strong>Holland</strong> programme learning from our<br />

colleagues experience south of the river.<br />

The emergency services<br />

We have a good working relationship with the Police and other<br />

emergency services in the borough and wish to further develop<br />

this relationship as part of the roll-out of the mini <strong>Holland</strong><br />

programme.<br />

We support and have received reciprocal support from our<br />

neighbours in Newham and Hackney. Our major cycle routes<br />

including Lea Bridge Road, the north-south routes from<br />

Leyton and our marshes to forest route have all been designed<br />

to be contiguous with proposals from our border colleagues.<br />

We will continue to develop this working relationship through<br />

the mini <strong>Holland</strong> programme and will look to agree targets for<br />

cross border cycling as part of the monitoring of the success<br />

of the programme.<br />

A library of downloadable guidance for teachers, parents,<br />

young adults and the public. Play equipment to help primary<br />

pupils learn about road safety, such as road layouts, traffic<br />

signals and zebra crossings, are available for free loan to<br />

schools.<br />

We promote the Youth Travel Ambassador and Childrens<br />

Traffic Club schemes and will provide a more targeted<br />

approach to the schools within the <strong>Mini</strong> <strong>Holland</strong> area.<br />

students aware of issues such as distraction, speed, drink
