CHILDREN’S HEALTH & SCHOOL HEALTH<br />

HF 543 DRUG ENDANGERED CHILDREN (formerly HF 276)<br />

Deems that an unmarried child who is drug-endangered can be the subject of a Ch<strong>INA</strong>. Deems it child<br />

abuse for the parent responsible for the child to allow the child to be drug endangered. Defines drug<br />

endangered as the child being in the presence or the house of dangerous drug use or manufacture (meth<br />

lab). Passed House and Senate unanimously.<br />

SF 51 CYTOMEGALOVIRUS (Similar to SF 68, which did not move)<br />

Requires the Center for Congenital and Inherited Disorders to work with health agencies and other<br />

organizations to develop materials on the cytomegalovirus and the dangers to pregnant women. Requires<br />

healthcare providers to make the information available to women in the first trimester of pregnancy. Requires<br />

DPH to make the materials available to health care providers and to publish information on the internet.<br />

Screening: Requires that newborns who show hearing loss be screened for congenital cytomegalovirus,<br />

unless the parent objects. The Senate and House passed unanimously. <strong>INA</strong> supported this bill.<br />

SF 475 CHILDREN’S HEALTH SCREENINGS<br />

Among other provisions, repeals provisions on dental and vision screening, and related provisions on dental<br />

clinics and vision cards. INSO (Iowa School Nurse Organization) was vocal about the need for screening<br />

students. <strong>INA</strong> also opposed the bill.<br />

HF 7 VACC<strong>INA</strong>TION EXEMPTION<br />

Establishes an exemption for school vaccinations for children based on the personal convictions of the<br />

parent or guardian. Passed out of Subcommittee even with substantial resistance from health care providers.<br />

<strong>INA</strong> and ISNO both oppose this bill as do all health care groups. Bill died.<br />

WOMEN’S HEALTH<br />

SF 250 BREAST DENSITY<br />

Requires the DPH to adopt rules requiring that mammogram facilities give patients information on breast<br />

density and inform patients if they have dense breasts per national standards, that dense breasts may<br />

make cancer detection more difficult. Requires mammography facilities to comply by January 2018. Does<br />

not change any existing liability. Passed Senate 49-0 and House passed 95-2.<br />

SF 2 FAMILY PLANNING<br />

Addressed state family planning services program and Medicaid funding. This bill resulted in a dramatic<br />

and abrupt change in the availability of women’s health care services in Iowa.<br />

PUBLIC HEALTH & SAFETY<br />

SF 234 TEXTING AS PRIMARY OFFENSE<br />

A bill that prohibits a person from using a hand held electronic communications device to write, send or<br />

view an electronic message while driving a motor vehicle, unless the motor vehicle is at a complete stop<br />

off of the traveled portion of the roadway. Senate passed 43-6 and House passed 90-6.<br />

SF 489 FIREWORKS SALES<br />

Requires the State Fire Marshal to develop rules regarding licenses for fireworks sellers. Maintains current<br />
