Village Voice December 2017/January 2018 ASHWELLS / GOMM VALLEY / COCK LANE The Local Plan has now been approved by WDC and the public consultation period ended on 27 November... The Plan has to be submitted to the Planning Inspectorate by the end of next March. In the summer of next year an Inspector will examine the Local Plan, including the comments and concerns from the community, for soundness and legality. There will be hearings to allow the public to put their case directly to the Inspector. The Residents Society will have sent comments on the Plan, agreed with the Ashwells Forum, as well as a request to put our case to the Inspector Our greatest concern has always been the proposal for a Spine Road through the new Gomm Valley development from the London Road to a widened Cock Lane, which would triple a.m. peak hour traffic past the Middle School. The P&TG Residents Society, and the Ashwells Forum, which has representatives from all the resident groups adjoining the ‘new’ Ashwells, joined forces for a useful meeting on 7th November with the Head of Planning and the Corporate Director of Wycombe Council, at which a paper summarising our serious concerns was used as the background to the discussion. Our District Councillors were not present at the meeting. The County Highway Authority has broadly accepted the traffic figures that we have researched. The advice we have received from an experienced traffic consultant, who attended our meeting with WDC, is that traffic calming measures proposed by WDC will slow traffic but not deter many of the c.700 additional vehicles. WDC said that they will need to see the Traffic Impact Assessment, which must accompany any planning application, before they can make a judgment, but undertook that if they conclude that traffic calming cannot achieve their objective of no significant increase in traffic flow through the village, they will take whatever measures are necessary, including not connecting the Spine Road to Cock Lane. An outline planning application for about 120 dwellings on Ashwells is likely to be submitted at the end of November before the Inspector has considered the Local Plan. This means that there will be a Traffic Impact Assessment for Ashwells at the end of this month, but the one for the main Gomm Valley development is likely to be a year or two away. Work on site for the infrastructure and services could start this coming summer with access for construction vehicles via the village and initially up the existing Ashwells road. Cock Lane will be closed while the new lower access is put in. Great credit must go to the three Carter Walk/ Wheeler Avenue members of the Ashwells Forum for their active involvement, particularly for their energetic and determined success in establishing the figures for increased traffic flow and obtaining the essential services of a first-class traffic consultant. They will shortly be closing their e-petition ‘KEEP COCK LANE SINGLE’ with 538 signatures and submitting this as part of their response to the consultation on the Local Plan. Given that it is a single ward issue, it also means that a short debate should be permitted at a full Council meeting. Miles Green www.pennandtylersgreen.org.uk
