Peabody Institute Library hosts basic gardening with Dan Tremblay Dan, who is also the filmmaker from Heritage Films, who many of you may remember, is bringing an informational gardening program to the West Branch. Dan will cover soil prep, planting, maintenance, fertilizing, and harvest. This program will be running once on March 24, and once in April on the 14th, both sessions are the same. Both sessions are on a Saturday morning from 10-11 a.m., and will be held at the Peabody Institute Library West Branch located at 603 Lowell Street. At 12:15 p.m., there was an automobile fire on Newbury Street. At 12:27 p.m., there was a wire down on Aberdeen Avenue. At 4:07 p.m., there was a motor vehicle accident on Webster Street. Sunday, March 18 At 12:26 a.m. there was a motor vehicle accident on Aborn Street. At 10:24 a.m., there was a motor vehicle accident on Lynnfield Street. At 3:30 p.m., there was a report of an unwanted person knocking on a door on Tracey Street. The caller reported that the man opened her back door and then left the area. He was said to be wearing all black, carrying a backpack and a jug of iced tea. At 7:54 p.m., police arrested Jeffrey S. Miller, 37, of 53 Brook St. in Manchester for operating with a revoked license. Monday, March 19 At 11:12 a.m., there was a motor vehicle accident on Centennial Drive. At 2:50 p.m., there was a motor vehicle accident on Andover Street. At 2:58 p.m., there was a motor vehicle accident on Elmwood Circle. At 3:10 p.m., there was a motor vehicle accident on Foster Street. Local Student Named to Dean’s List at University of Rochester Paige Hayward, a sophomore majoring in statistics at the University of Rochester, has been named to the Dean’s List for academic achievement for the fall 2017 semester. Hayward, a resident of Peabody is the child of Lynne Hayward and William Hayward, and a graduate of Peabody High School in Peabody, Mass. MARCH 22, 2018 WEEKLYNEWS.NET - 978-532-5880 5 FAIRWAYS EDGE at Sagamore PROJECT OVERVIEW FREQUENTLY ASKED QUESTIONS Fairways Edge at Sagamore is a proposed 55+ residential community consisting of 154 attached residences built around Sagamore Spring Golf Club. The project would be built under the Lynnfield Elderly Housing Bylaw if approved by voters at the April 30 th Town Meeting. Voters are being asked to rezone 105 acres on the first nine holes of the course from singlefamily residential into a senior housing zone. The additional 66 acres across the street which comprise the back nine holes,is not a part of this project or proposed rezoning. The attached townhomes would be carefully nestled along the fairways and be built in clusters of duplexes, triplexes and quads. They would range in size from 2,400-3,000 square feet. Each residence would feature a first floor master suite and an attached garage. Will ownership of the Golf Course change? No. Under this plan, the Luff and Strobel/ Thompson families would continue to own the land and operate the Course as they have done since 1929. They are providing development rights and partnering with Ron Bonvie of Bonvie Construction, one of the nation’s premier active adult community developers. Will the Course be reconfigured? According to the current plan, all existing holes and fairways will remain essentially untouched in their current location while the driving range and maintenance facility will be relocated across the street. A great deal of time and thought has been devoted to ensuring that this 5,972-yard, Par 70 course will continue to remain one of the most popular and well maintained daily fee golf courses on the North Shore. How is the land currently zoned? The entire parcel of land is designated as a Single-Family Residence D. That zoning requires a minimum lot size of 60,000 square feet and 210 feet of frontage per home. Based on current zoning, engineering surveys indicate the site could support the construction of up to 82 new homes. Hayes Engineering estimated that 30 homes could be built on the westerly side of the parcel while the bulk of the total, 52, could be built on the easterly side, where the rezoning is being proposed. The golf course would not exist under this particular plan. What about traffic concerns? Compared to other development options, a 55+ community is the least impactful. That’s because residents of these types of communities tend not to travel during peak morning and afternoon periods. Traffic counts are more evenly spread out throughout the day and there are fewer of them compared to households with children. In order to enhance public safety, this plan would provide for the construction of an underground crossing tunnel to alleviate golf cart crossings which currently take place across Main Street. How will this development impact our local schools? This rezoning proposal will create a “Senior Housing Zone” at the site. All of the residences in the development will be deed restricted to buyers who are at least 55 years of age. Additionally, the condominium association’s rules and regulations would prohibit anyone under 18 from residing in the development. The new property taxes that are generated as result of this development will provide needed resources to help support education and other municipal services. How will this project affect the Town’s Finances? The project is estimated to generate $1,695,232 in yearly property tax revenue and $168,750 in excise taxes, for a total yearly revenue of $1,863,982. An estimated $700,000 in building permit fees will also be generated. Measurable Town department impacts will be limited to the fire and police departments. No school age children will reside within the development, limiting impact to the school system. All roads will be private along with all trash disposal. Positive economic impacts will accrue to the community and region from the proposed building activity and new residents. What specifically are you asking residents to vote on at the April 30 th Town Meeting? We are requesting three changes to the zoning bylaw. First, we are asking that Town Meeting vote to rezone the easterly parcel of the course to a Senior Housing District. Secondly, we are asking the Town to allow golf courses to be part of a Senior Housing District. Third, we are asking the Town to increase the number of units permitted in a Senior Housing District from 136 to 154. Is this type of housing needed? Over 55+ is one of the fastest growing demographic groups. That’s true especially in the greater Boston area which boasts one of the highest concentrations of 55+ households in the nation. Lynnfield alone has more than 2500 households in this group, many of whom are empty nesters and longtime residents looking to downsize. The limited amount of this type of housing locally, has resulted in many longtime residents reluctantly moving to other areas. This development will provide an additional option to some of those individuals. Are there other over 55+ projects being proposed? Yes, there is another 55+ project that will seek a zoning change at the April 30th Town Meeting. This project is located further down Main Street closer to the Middleton border. This is a separate proposal that is not related to the Fairways Edge at Sagamore proposal.
