years. His term of office has expired but<br />

he will continue to serve as a committee<br />

member. During his term, he was instrumental<br />

in developing ESCA’s Customer<br />

Service Training as well as setting policy<br />

for much of the interaction between show<br />

managers, exhibitors and workers on the<br />

show floor.<br />

The ESCA meeting is held in conjunction<br />

with the IAEE Expo! Expo! The<br />

International regularly participates in that<br />

trade show, staffing the <strong>IATSE</strong> exhibit. It<br />

provides an opportunity to network with<br />

many of our general service contractors.<br />

Local 76 provided the labor for the event<br />

which was a total success.<br />

Vice President Faye Harper and International<br />

Representative Dan’l Cook attended<br />

the Experiential Designers and Producers<br />

Association (EDPA) conference in<br />

Carlsbad, CA November 29th through December<br />

1st. The EDPA serves as a network<br />

for groups engaged in face to face customer<br />

experiences like tradeshows, corporate<br />

events and other forms of entertainment.<br />

The group produces industry education<br />

programs and networking events throughout<br />

the year. This year’s EDPA agenda included<br />

a Management Issues Forum covering<br />

safety at show site, customer service,<br />

and subcontracting. The CFO Roundtable,<br />

included a discussion about industry<br />

trends and changes, offering business<br />

models to address current issues.<br />

training/education seminars for the<br />

In addition to the training delivered by<br />

the Department, Representatives also attended<br />

training. Namely, Representatives<br />

Cota and Gorey attended the Officers’<br />

Institute in Los Angeles. The Department<br />

also recently developed an Orientation<br />

for New Tradeshow Representatives. Representative<br />

Gorey attended this training<br />

after joining the Department.<br />

Canada<br />

PSAV<br />

In October of 2016, <strong>IATSE</strong> Local 58 -<br />

Toronto filed its first application for certification<br />

seeking to represent all full-time and<br />

part-time PSAV employed at the Sheraton<br />

Centre Toronto. Based on the response<br />

filed by PSAV, and in particular the number<br />

of employees identified on the employee<br />

list by PSAV, Local 58 made a strategic decision<br />

to withdraw this first application.<br />

In January 2017, Local 58 filed a<br />

second application for certification<br />

against PSAV seeking to represent all<br />

house crew audio-visual technicians and<br />

riggers regularly employed by PSAV at<br />

the Sheraton Centre. The bargaining unit<br />

sought by Local 58 was aimed at securing<br />

bargaining rights for all full-time regular<br />

and part-time regular audio-visual technicians<br />

working only at PSAV’s Sheraton<br />

Centre location. PSAV took issue with<br />

the bargaining unit sought by the Local,<br />

and in particular, the Local’s attempt to<br />

narrow the bargaining unit description<br />

to only one of the alleged 19-plus PSAV<br />

venues in Toronto. Given the nature of the<br />

dispute, all ballots cast by voters have been<br />

segregated and the ballot box sealed.<br />

In September 2017, after four days of<br />

hearings at the Ontario Labour Relations<br />

Board, the Board issued a decision confirming<br />

the appropriateness of the Local’s<br />

single venue bargaining unit. PSAV immediately<br />

filed a lengthy request for reconsideration,<br />

seeking to have the Board<br />

overturn its original decision. The Local<br />

filed detailed submissions in opposition.<br />

In December 2017, the Board issued a decision<br />

denying PSAV’s request for reconsideration<br />

and confirming its original decision.<br />

It remains open to PSAV to file for<br />

judicial review of the Board’s decision but<br />

no such application has been filed to date.<br />

The parties are now in the process of<br />

determining the number of employees<br />

that are properly on the PSAV employee<br />

list at the Sheraton Centre. At issue is the<br />

employee status of 71 individuals in addition<br />

to the 14 employees that are already<br />

agreed to be on the employee list. To date,<br />

the parties have filed detailed and lengthy<br />

submissions on the employee list issue.<br />

Additional hearing dates to finally deal<br />

with this issue are likely to be scheduled in<br />

the spring of <strong>2018</strong>. Once the disputes over<br />

the employee list are finally determined by<br />

the Board, the Local expects the ballot box<br />

will be opened and the votes cast counted.<br />

The Local is confident it is well positioned<br />
