COMMUNITY Speed Watch Lewes’ human traffic calmers “This one’s going at 42, dammit!” I’m pointing a speed ‘gun’ at oncoming traffic, standing at the top of Malling Hill, where vehicles tend to hit way over the 30mph limit as they reach the outskirts of town. I’m with Kevin, David and Miranda (pictured) who regularly check the speed of traffic in a number of different locations, wearing their Lewes Community Speed Watchlogoed high–vis jackets. “If anything’s doing anything more than 10% over the limit, plus 2mph, then we note them down.” The machine looks like a hand-held video camera: you look through an eye-hole, line up a red dot with a car coming towards you, and press a red button on the side. Pretty soon a figure – the speed in miles-an-hour the vehicle is travelling – appears on the screen, too. Anything 36 and above on this road, and the car’s number plate, make, colour and offending speed gets noted down on a form - along with details of the other offenders recorded that session - and handed to the police. I say ‘dammit’ because I’m not registered to use the machine, so in this case the driver gets away scot-free. I hand the contraption to Miranda, and watch the three of them go about their business. Most traffic – especially if it has spotted us and sussed out what we’re up to - is travelling within the limit. Occasionally a vehicle hasn’t noticed, reacts too slowly, or just doesn’t care, at which point Miranda shouts out the offending speed, Kevin reads out the first half of the registration number, David adds the last four digits, and they all concur on the make and colour of the car. David jots down all the information on a form. “We usually get about 30 in an hour’s session,” explains Kevin, “and afterwards the police write to the offenders, to warn them they’ve been caught. The third time anyone is caught, further action will be taken against them.” There are a number of participants in the group, and they stand in various speeding blackspots, including Nevill Road, Offham Road and Kingston Road, once a week, or so. “We’re not vigilantes or do-gooders,” says David. “We’re just decent citizens who are concerned about the dangers caused by vehicles speeding on the road, and the impact speeding cars have on the quality of life of pedestrians.” The three all belong to a group with a wider remit, ‘Lewes Living Streets’ who are dedicated to ‘civilising Lewes for pedestrians’. “We campaigned for and secured the 20mph limit in much of the centre of town, and generally we want to make the roads safer for pedestrians and cyclists, easier to cross, less busy and less noisy,” says David. I wonder if the team ever get abuse for what they’re doing, and am answered by the passenger in a van that Miranda clocks doing 48mph, who gives us all the finger as they pass. The vehicle’s details go onto the record; the driver’s letter will be in the post soon. Serves him right. Alex Leith 94
