The fund failed to deliver the
Government’s stated intention
of immediate financial
assistance for those who were
put into severe financial duress,
because of Minister Allan’s
decisions. Only 20% of those
who could apply to the Fairness
Fund did so.
This was because of the lack of
confidence in the management
of the fund and the complexity
of the application.
New management for the
Fairness Fund should be
appointed.
This might restore
the confidence of the
industry.
Also, an independent review
should be done immediately,
recommendations made and
the Fairness Fund should
be reopened to the industry
urgently.
The Victorian Ombudsman
is currently investigating the
roll-out of this unfair fund.
We have asked the Victorian
Ombudsman, Ms Glass, to
widen the scope of the enquiry
to all aspects of this Unfairness
fund.
The inconsistency of payments,
what was the criteria? There
was no transparency or even a
right of appeal.
We have also asked Ms Glass to
investigate the role of the TSC
in the Commercial Passenger
Vehicle Industry reforms. The
taxi and hire car industry have
no confidence in the TSC, and
nor should the public.
The public expects law
(legislation) to be enforced.
The TSC chose not to enforce
legislation against an American
multi-national, but actively
enforced legislation against the
local industry.
We have a right to
be protected by law
from those who
break it.
The TSC deliberately turned
a blind eye and failed in
its obligations to enforce
legislation, failing the taxi
and hire car industry, and the
travelling public who use these
services.
The Taxi Services Commission
needs to be transparent and
explain its decisions. This is
imperative to restore industry
and public confidence in the
regulator the Taxi Services
Commission.
