This document details the response from the Commercial Passenger Vehicle Association of Australia submitted to Transport for Victoria, in relation to government’s proposed regulations for the Victorian Commercial Passenger Vehicle Industry legislation which will be effective July 2018. CATEGORIES OF COMMERCIAL PASSENGER VEHICLES The CPVAA believes it is imperative that we keep the distinction between the traditional “HIRE CAR” and “TAXI” categories of Commercial Passenger Vehicles. In keeping with this we suggest the addition of a new CPV category – namely “ON DEMAND TRANSPORT” vehicles. VEHICLE IDENTIFICATION For the purpose of this document we have abbreviated some terms. The CPVAA wishes to maintain the VHA - VHZ series of plates for those hire car operators who want to keep them – for other CPVs there needs to be a form of permanent visible signage on the exterior of the CPV, to ensure the public’s safety. The public have a right to know that they are getting into an accredited CPV and external identification is one of the best ways to achieve this. Our thousands of customers, in myriads of conversations over the last several years, unanimously support this position. The CPVAA also believes that if a vehicle doesn’t meet all the requirements applicable to the provision of unbooked CPV services then it should not be allowed to operate and should be prohibited from being identified as a TAXI.
