Our route: being a leader in maritime
industry
“Our ministry has not only supported infrastructure in
maritime, but also backed up this industry in all respects every
time. In order to relieve the global financial crisis, the support
from Credit Guarantee Fund has been provided and the scope
of incentives for ship investment has been extended so as to
support both our shipyards and ship owners.”
M. Cahit Turhan
Minister of Transport and Infrastructure
All of the major civilisations on
earth are associated with maritime.
Especially, Mediterranean Basin,
which also includes our country,
makes up the mother lode of the
world’s common knowledge.
To tell the truth, what makes
our existence in this geography
meaningful is our capability of
having a feeling for sea. Therefore,
our history, culture and habits have
strong smell of sea; all have the
colour of sea. Besides, how we see
the sea is not independent from
how we see ourselves.
However, as you know, this
country witnessed the years
when the sea and maritime were
forgotten. Even in our poetry,
we see the verse “Those fish,
living in the sea, yet not aware
of it”. And, we did not know the
sea, despite living in a country
whose sea border is three times
longer than its land border and
which is known as a “peninsula”.
Here, I will not talk about the old
days and the forgotten days. We
experienced those days altogether.
Nevertheless, today our maritime
industry has experienced great
progress thanks to the vision of
our Honourable President, son of
a seaman as well, and initiatives
of our Ministry. It has reached
up a crucial position in the
international arena.
When we analyse the status of
our maritime in the recent period,
we observe that the capacity of
Turkish Mercantile Navy has
achieved nearly 75 percent more
growth than the world’s mercantile
navy in the last 10 years in spite of
the global crisis occurred in 2008.
In this globally depressive period,
we are witnessing altogether that
our Ministry has successfully
realized numerous projects, legal
regulations and infrastructure
investments. Hence, we have
managed to enter the 1st league
in 16 years. We have moved from
the black list to the white list. In
world’s yacht production, we have
become a brand, and provided
significant and efficient services
with our marinas, ports and
build-operate-transfer models.
Furthermore, we have achieved
to be among the world’s leader
countries in maritime industry
by meeting the EU standards.
We have enabled Turkey to turn
its face back to the sea, and being
able to use the advantages of a
land surrounded by the sea on
three sides.
Likewise, the Turkish mercantile
navy has climbed to the 15th place
in the world which was the 19th
in 2002. Considering the fact that
30 countries lead 94 percent of
the world, being the 15th in this
respect is quite important. Our
ports have stated to work with a
high capacity. The load amount
handled in our ports increased
from 189.4 million tons in 2003
to 471.2 million tons in 2017,
showing an increase by more
than 2 times. While foreign trade
transportation was 149 million
tons, it increased to 347 million
tons, again rising by 2 times. Also,
the nominal value of the seaway
in the total foreign trade amount
of our country increased nearly 5
times compared to the year 2003.
It rose from 57 billion dollars to
228 billion dollars. The amount
of containers handled in our
ports increased from 2 million
492 thousand TEUs to 10 million
TEUs.
Moreover, among the sectors
having a higher added value and
requiring advanced technology,
Turkey has made the most
significant progress in shipbuilding
industry. The number of shipyards
has risen to 78, which was 37 in
2003. And the established capacity
of these shipyards has reached to
4.5 million DWT. In our shipyards,
our market share in maintenance
and repair has also increased.
Turkey has become the 3rd yacht
producer in the world.
Besides our physical infrastructure
in maritime, we also rely on our
human force. In order to have
the required trained personnel
in our maritime industry and
to guarantee the future of our
maritime, a number of regulations
have been made to not only
increase the number of naval
education institutes, but also to
increase their quality. Today,
our seamen over 110 thousand,
trained and skilled in their subject,
serve both in our country’s and
the world’s maritime.
Our ministry has not only
supported infrastructure in
maritime, but also backed up
this industry in all respects
every time. In order to relieve the
global financial crisis, the support
from Credit Guarantee Fund has
been provided and the scope of
incentives for ship investment has
been extended so as to support
both our shipyards and ship
owners. In addition, easement
rights of shipyards have been
regulated. Design support has been
provided for ship investments. In
short, our maritime has been saved
from stormy passages in the last
16 years. We take the justifiable
pride in reconciling our people
with their seas, promoting rapid
growth and strengthening of the
maritime industry. We know that
sea always pays back. If you get
one step closer to it, it will get five
steps closer to you. However, we
are aware of the fact that we still
have a lot to do. And w are capable
of doing it. We are working more
to prevent our maritime industry
from going back to those black
days. Our route is clear; to be the
leader in the maritime industry.
It is not a dream as long as we
believe, wish and work with
determination.
Wind of 3 million dollars from sea
The project of ‘Renewable Energy
Resource Areas (YEKA)’, first
wind farms of Turkeycomes to an
end. The head of TÜREB, Mustafa
Serdar Ataseven said “ We expect an
investment more than 3 million dollars”.
The head of Turkish Wind Energy
Association (TÜREB), Mustafa
Serdar Ataseven answered the
questions of the journalists about
the wind farms to be installed in
sea. Stating offshore regulations
were published in official gazette,
Ataseven said: “The offers will
end on October 23. Coastal areas
of Saros, Gelibolu-Şarköy and
Kıyıköy were nominated. We
specified the capacity as 1200
MW. First phase is 840 MW.
The rest will be completed in 72
months from the contract date.
The rate of turbine unit will be
6 MW because it is required to
be applied by new technology. 60
percent of the turbine equipment
will be local. 80 percent of local
engineers will be required to be
employed. The term of the licence
will be 30 years. For eligibility, a
letter of guarantee in the amount
of 100 million dollars will be
demanded.”
Ataseven said there is an interest
in offshore from many countries
of the world such as Germany,
Denmark, India, China, South
Korea and Japan.
