THREE MISSIONS
ONE VISION
Community Governance Overview

The DC Ranch Vision
From the outset, DC Ranch was envisioned
as a special community. Its fruition is the
result of thoughtful planning and careful
consideration of how the elements that
create a community fit together.
Architectural integrity and design,
maintenance of roads and security, and
developing a sense of connectedness
among residents are integral components
of the DC Ranch experience. And though
these three operational areas are certainly
interconnected, they are distinct services
that require a range of expertise. As a
result, three governance entities oversee
the delivery of the three separate services.
All three entities work toward the same
goal: to serve residents and create a
community that is beautiful, functions well,
and creates a deep sense of belonging.

Community Council
Mission
The mission of the Community Council is to
facilitate a connected and welcoming community
that instills pride and a sense of belonging in
each DC Ranch resident. The Council’s work
includes visioning and facilitating initiatives that
enhance residents’ quality of life, serve collective
interests and promote the DC Ranch brand.
These benefits make DC Ranch a very special
place to live and work.
Primary Services
• Brand Management
• Commercial Center Oversight
• Communications
• Community Centers
• Events, Programs and Clubs
• Financial Operations
• Liaison to the Greater Scottsdale Community
• New Resident Welcome
• Paths & Trails and Market Street Park
Organizational Structure
The Community Council is a 501©(4)
organization; it is not a standard homeowners
association as it does not have any members.
A seven-member Community Council Board
of Directors sets policy and hires the Council’s
Executive Director. Directors are self-elected with
three-year terms starting in April. Two-thirds
of the Directors are required to be DC Ranch
property owners or residents and one Director
must be a Covenant Commissioner.

Ranch Association
Mission
The mission of the Ranch Association is to serve
DC Ranch stakeholders through the professional
management and protection of the community’s
fiscal and environmental assets. The Ranch
Association delivers high quality and consistent
operations that result in sustained property
values and an exceptional quality of life.
Primary Services
• Community Standards Administration
• Financial Operations
• Landscape & Maintenance of Common Areas
Organizational Structure
The Ranch Association is a homeowner’s
association and operates under the Arizona
Planned Communities Statutes. Every residential
unit or lot in DC Ranch has one membership
in the Association. A seven-member Ranch
Association Board of Directors sets policy and
hires the Association’s Executive Director. Board
members must be DC Ranch property owners or
residents. The board is elected by Neighborhood
Voting Members who are elected by owners to
represent each of DC Ranch’s 44 neighborhoods.
Board members serve two-year terms that start
in April.

Covenant Commission
Mission
The mission of the Covenant Commission is to
ensure quality design within DC Ranch and to
maintain harmony with our desert environment.
The Commission establishes guidelines for
architectural and landscape design for both
residential and commercial properties. Its work
provides DC Ranch with a distinctive community
character that enhances property values. The
Commission’s responsibilities include design
review, inspection and approvals throughout the
building process.
Primary Services
• Architect and Builder Relations
• Commercial Building and Landscape Design
Review
• Commercial Modifications
• Custom Home and Landscape Design Review
• Custom Home Modifications
Organizational Structure
The Covenant Commission is the only DC Ranch
governing entity that remains under the
developer’s control. The five-member Covenant
Commission is appointed by the developer
(DMB) with each member serving a three-year
term. They review design submissions for quality
and harmony.
