Community Governance Overview
The DC Ranch <strong>Vision</strong><br />
From the outset, DC Ranch was envisioned<br />
as a special community. Its fruition is the<br />
result of thoughtful planning and careful<br />
consideration of how the elements that<br />
create a community fit together.<br />
Architectural integrity and design,<br />
maintenance of roads and security, and<br />
developing a sense of connectedness<br />
among residents are integral components<br />
of the DC Ranch experience. And though<br />
these three operational areas are certainly<br />
interconnected, they are distinct services<br />
that require a range of expertise. As a<br />
result, three governance entities oversee<br />
the delivery of the three separate services.<br />
All three entities work toward the same<br />
goal: to serve residents and create a<br />
community that is beautiful, functions well,<br />
and creates a deep sense of belonging.
Community Council<br />
Mission<br />
The mission of the Community Council is to<br />
facilitate a connected and welcoming community<br />
that instills pride and a sense of belonging in<br />
each DC Ranch resident. The Council’s work<br />
includes visioning and facilitating initiatives that<br />
enhance residents’ quality of life, serve collective<br />
interests and promote the DC Ranch brand.<br />
These benefits make DC Ranch a very special<br />
place to live and work.<br />

Organizational Structure<br />
The Community Council is a 501©(4)<br />
organization; it is not a standard homeowners<br />
association as it does not have any members.<br />
A seven-member Community Council Board<br />
of Directors sets policy and hires the Council’s<br />
Executive Director. Directors are self-elected with<br />
three-year terms starting in April. Two-thirds<br />
of the Directors are required to be DC Ranch<br />
property owners or residents and one Director<br />
must be a Covenant Commissioner.
Ranch Association<br />
Mission<br />
The mission of the Ranch Association is to serve<br />
DC Ranch stakeholders through the professional<br />
management and protection of the community’s<br />
fiscal and environmental assets. The Ranch<br />
Association delivers high quality and consistent<br />
operations that result in sustained property<br />
values and an exceptional quality of life.<br />

Organizational Structure<br />
The Ranch Association is a homeowner’s<br />
association and operates under the Arizona<br />
Planned Communities Statutes. Every residential<br />
unit or lot in DC Ranch has one membership<br />
in the Association. A seven-member Ranch<br />
Association Board of Directors sets policy and<br />
hires the Association’s Executive Director. Board<br />
members must be DC Ranch property owners or<br />
residents. The board is elected by Neighborhood<br />
Voting Members who are elected by owners to<br />
represent each of DC Ranch’s 44 neighborhoods.<br />
Board members serve two-year terms that start<br />
in April.
Covenant Commission<br />
Mission<br />
The mission of the Covenant Commission is to<br />
ensure quality design within DC Ranch and to<br />
maintain harmony with our desert environment.<br />
The Commission establishes guidelines for<br />
architectural and landscape design for both<br />
residential and commercial properties. Its work<br />
provides DC Ranch with a distinctive community<br />
character that enhances property values. The<br />
Commission’s responsibilities include design<br />
review, inspection and approvals throughout the<br />
building process.<br />

Organizational Structure<br />
The Covenant Commission is the only DC Ranch<br />
governing entity that remains under the<br />
developer’s control. The five-member Covenant<br />
Commission is appointed by the developer<br />
(DMB) with each member serving a three-year<br />
term. They review design submissions for quality<br />
and harmony.
