THE COSTA BLANCA has<br />

been out in force at this<br />

week’s World Travel Market<br />

fair in London, with a one<br />

point six million euro plan<br />

unveiled by Valencian president<br />

Ximo Puig to deal with<br />

any negative effects caused<br />

by Brexit.<br />

Puig had talks with British<br />

tour operators and with representatives<br />

of the Association of<br />

British Travel Agents (ABTA),<br />

as he launched what he dubbed<br />

as his “Anti-Brexit Plan”,<br />

though no actual breakdown of<br />

the expenditure was produced.<br />

The president said the plan<br />

included having a strong<br />

presence this week for the<br />

Costa Blanca at the fair, with<br />

a number of councils from<br />

across the region represented<br />

including Benidorm, Altea,<br />

<strong>Alicante</strong>, Guardamar, and<br />

Torrevieja.<br />

Puig also said that as part<br />

of the plan, the Valencian government<br />

is to have a meeting<br />

with tour operators and local<br />

chambers of commerce on December<br />

3rd to push forward<br />

with a strategy, which would<br />

also include promoting the<br />

Costa Blanca as a winter holiday<br />

destination.<br />

He also pointed to recordbreaking<br />

figures for passengers<br />

flying into <strong>Alicante</strong>-Elche<br />

airport, and the upward turn<br />

in foreign tourist numbers<br />

choosing the Valencian region<br />

as a holiday destination.<br />

the news that ABTA are to<br />

hold their annual conference<br />

in Benidorm in 2021, and that<br />

operator Jet2 have said that<br />

their UK bookings for packages<br />

to the<br />

Summit moves to Spain<br />

THE offices of Pensions Life<br />

have issued the following<br />

statement to people affected<br />

by the collapse of Continental<br />

Wealth Management (CWM)<br />

and that are currently seeking<br />

legal redress.<br />

“It is now confirmed that Pension<br />

Life's lawyer, Antonio Bertomeu<br />

of Bertomeu Abogados in<br />

Denia, will be taking over the<br />

case of the three complainants<br />

against Continental Wealth Management<br />

(Trust); Jody Smart;<br />

Darren Kirby and Alan Gorringe.<br />

This case is a much simpler<br />

AFTER increasingly violent anti-government<br />

protests in Chile<br />

forced the country to step<br />

down from hosting COP25, the<br />

climate summit conference,<br />

Spain’s offer to stage it has<br />

been accepted.<br />

The high profile event will now be<br />

in Madrid from 2 to 13 December.<br />

This has thrown up some problems,<br />

not least for one of the highest<br />

profile attendees, Swedish<br />

teenager and activist Greta Thunberg<br />

who was travelling by boat<br />

and train to Santiago and now has<br />

to completely reroute and make<br />

her way to Madrid.<br />

Ms Thunberg refuses to use<br />

more obvious forms of transport<br />

such as flying and has asked if<br />

anyone can “give her a lift” in a<br />

low carbon fashion.<br />

change – think they may struggle<br />

to get here with new visas, transport<br />

and accommodation being<br />

among the issues.<br />

In turn they worry that the<br />

western countries will be disproportionately<br />

represented and spin<br />

an agenda that suits their high<br />

carbon style of existence.<br />

New lawyer for financial scandal victims<br />

than the 17-lead-case matter<br />

which was filed in the same court<br />

at the end of June. It is clear<br />

fraud and the judge will not have<br />

any difficulty coming to a decision.<br />

However, the 17-lead-case<br />

matter is considerably more complex<br />

and the judge had held back<br />

her acceptance of the case pending<br />

hearing the testimony of the<br />

defendants in the former case.<br />

This is extremely good news for<br />

all existing and future complainants<br />

as it means that Antonio will<br />

be able to have a dialogue with<br />

the judge to explain the parallels,<br />

similarities and differences between<br />

the two cases.<br />

Antonio will be preparing a short<br />

statement after his formal appointment<br />

tomorrow and we will be forwarding<br />

this on to all members.”<br />

Quicker residencias<br />

THE BRITISH embassy in<br />

Madrid has been told by the<br />

Spanish authorities about<br />

a new quick appointment<br />

system for people trying to<br />

get a residencia certificate<br />

in <strong>Alicante</strong> Province.<br />

I have been advising in Spain now<br />

for over 7 years, and during this<br />

time have seen many changes to<br />

pension rules. The biggest change<br />

by far was the introduction of<br />

Pension freedoms in 2015, where<br />

people now have the option to<br />

access their pension from 55 and<br />

essentially have the flexibility to<br />

take what they want, when they<br />

want it.<br />

Pension Freedoms extended to<br />

expats living here in Spain and I<br />

have sat down with hundreds of<br />

clients over the years and discussed<br />

their individual pension plans and<br />

advised them on their options.<br />

About a month ago, I sat down<br />

with a client who had a personal<br />

pension with Aegon. She has lived<br />

in Spain for many years and she<br />

contacted me as she was reaching<br />

retirement age and wanted to<br />

understand what her options were<br />

and how she went about accessing<br />

her pension. At the meeting she<br />

completed a letter of authority<br />

which allowed me to contact her<br />

pension company on her behalf<br />

and discuss her specific plan.<br />

A “next day” online booking<br />

service has been created<br />

in <strong>Alicante</strong> City, with 180<br />

appointments being opened<br />

up every day, with British<br />

When I received the information<br />

back from them I was shocked<br />

to understand that because<br />

she is a ‘non-UK resident’ her<br />

options were limited to either<br />

take the pension in full (her<br />

pension was over £100k so<br />

the tax implications would be<br />

catastrophic), to purchase an<br />

annuity (something which we<br />

wouldn’t advise with annuity<br />

rates so low), or to transfer to<br />

a different scheme. She had<br />

no option to leave her pension<br />

where it was and access it<br />

flexibly. I was convinced that<br />

they’d made a mistake so called<br />

them for clarification, and during<br />

the phone call, they confirmed<br />

that the member had limited<br />

options as she was a non-UK<br />

resident.<br />

This member had planned her<br />

whole retirement based on her<br />

having flexible access to her<br />

pension, so it potentially changed<br />

her entire future plans. For this<br />

client, I was able to find a solution<br />

by moving her pension to a UK<br />

based pension called a SIPP,<br />

where she could not only benefit<br />

officials saying that there is<br />

a lot of availability each day.<br />

It means anybody can take<br />

advantage of the new resource<br />

in <strong>Alicante</strong>, as opposed<br />

to going to the police stations<br />

in Orihuela, Torrevieja,<br />

Denia and Benidorm.<br />

The additional opening<br />

can also be used to apply<br />

for "caracter permanente" if<br />

you have been a resident for<br />

more than five years.<br />

for the elderly is<br />

one of only two in the Marina<br />

Alta that is run by the<br />

town hall and celebrates<br />

its 40th anniversary this<br />

Rafa’s Valencia move<br />

TENNIS STAR Rafa Nadal is<br />

to launch a new centre for<br />

needy children in Valencia<br />

City this month, as part of<br />

his charitable foundation.<br />

It has taken three months<br />

to renovate the councilowned<br />

building in the Natzaret<br />

area of the city, which<br />

has serious social exclusion<br />

problems, with the Nadal<br />

Foundation offering it as a<br />

centre for 40 children.<br />

It will not be a residential<br />

centre, but will offer<br />

day facilities including<br />

meals, hands-on play, and<br />

child counselling.<br />

This is the Foundation's<br />

second centre of its type,<br />

with the first one opened<br />

on Nadal’s home island of<br />

Mallorca five years ago,<br />

with a good track record of<br />

success helping hundreds<br />

of children.<br />

“The time has come to go<br />

forward and take the Mallorca<br />

experience to Valencia,<br />

where we have detected a<br />

specific need in the Natzaret<br />

area”, said María Francisca<br />

Perelló, head of strategy at<br />

the Foundation, who married<br />

the world number one<br />

41 Cluster<br />

in Calpe<br />

CALPE 41 Club is one of<br />

a number of clubs around<br />

Spain, Portugal and Gibraltar,<br />

where people who<br />

once served in the service<br />

club “Round Table” meet<br />

with friends and continue<br />

their fellowship.<br />

Each year members of<br />

these clubs in Iberia meet<br />

up to share their experiences<br />

and their fellowship, and this<br />

year this meeting, known as<br />

the Iberian Cluster, was held<br />

over the weekend of October<br />

31st to November 3rd.<br />

A hundred members and<br />

partners from all over the<br />

peninsular, with a few visitors<br />

from UK clubs met up<br />

in Calpe.<br />

The venue was the awardwinning<br />

Gran Hotel Sol y<br />

Mar, where everyone agreed<br />

that the planning was outstanding,<br />

and the service<br />

was superb. The wonderful<br />

facilities and the well-deserved<br />

reputation of the hotel<br />

helped to guarantee that<br />

a marvellous time was had<br />

by all.<br />

The plan included dinner<br />

at one of Calpe’s great Italian<br />

restaurants in “Little<br />

Italy” on the Thursday<br />

evening.<br />

On Friday the group were<br />

whisked away on a bus trip<br />

to Guadalest in glorious<br />

sunshine. And that evening<br />

everyone dressed up for the<br />

International Buffet evening<br />

at Suitopia (the sister hotel).<br />

The evening started with<br />

drinks in the SkyBar on the<br />

29th floor and ended with<br />

dancing to the ever-popular<br />

Barry “the Swingman”<br />

Peters.<br />

Saturday morning saw<br />

the business conducted<br />

very efficiently in the hotel<br />

Sportbar, in time to watch<br />

South Africa trounce England<br />

in the Rugby World<br />

Cup final.<br />

That evening everyone<br />

dressed in their finery for a<br />

of managing traffic in<br />

a city notorious for<br />

not always being a<br />

great place for drivers,<br />

especially when<br />

it comes to parking.<br />

They are now putting<br />

a tender out for the<br />

control of mobility that<br />

will include “smart”<br />

traffic solutions. Councillor<br />

Jose Ramon de<br />

Zarate explained the<br />

system saying “it improves<br />

mobility management<br />

by making it<br />

more sustainable, more<br />

effective and more operational<br />

for citizens so<br />

that at any given moment<br />

you can know the<br />

state of the traffic in the<br />

whole city and, therefore,<br />

know in which<br />

streets there may be<br />

a traffic jam or where<br />

there are parking<br />

spaces available.<br />

Internally, it will also<br />

allow the City Council<br />

to know what the flow of<br />

daily vehicles and traffic<br />

against Gender Violence<br />

which this year is being<br />

The date is 23 November,<br />

which is International Day<br />

representatives of local<br />

associations that seek to<br />

improve equality and end<br />

Fascist cross<br />

controversy<br />

RESIDENTS of Benissa<br />

have used the exhumation<br />

of General Franco to reignite<br />

the debate about the<br />

removal of a cross with fascist<br />

symbolism on it in the<br />

Marina Alta municipality.<br />

The monument is located<br />

outside the Pinos Hermitage<br />

and has the words “Año<br />

de La Victoria 1939” and<br />

was erected in celebration of<br />

Franco’s victory in that year<br />

after a brutal civil war that<br />

left tens of thousands dead<br />

for nothing more than their<br />

political beliefs.<br />

The three metre cross is<br />

difficult to miss, built almost<br />

on the front steps of the hermitage,<br />

which itself has no<br />

the AR Hotel is going up<br />

changes to the Maltese<br />

pension regulations came<br />

into force.<br />

The changes are designed to<br />

provide extra security for pension<br />

members by placing additional<br />

licencing requirements on<br />

advisers.<br />

Under the new rules, an EU<br />

or EEA based adviser must be<br />

authorised to provide investment<br />

advice both in the home country<br />

where the advisory firm is<br />

established and in the jurisdiction<br />

within the EU/EEA where the<br />

advice is being given.<br />

When the investment advice is<br />

being provided cross-border (i.e.<br />

the advisory company is regulated<br />

in a different country to where the<br />

advice is given) as is often the<br />

case in Spain, the adviser must<br />

be authorised to provide that<br />

service in accordance with the<br />

MiFID II (EU Directive 2014/65/<br />

EU) and, if a life assurance<br />

product is also used, the<br />

Insurance Distribution Directive<br />

‘IDD’ (EU Directive 2016/97).<br />

If the Advisory firm does not meet<br />

the above requirements, they<br />

will no longer be authorised to<br />

act as the member’s appointed<br />

Investment Adviser.<br />

This would mean you are unable<br />

to receive advice on your pension,<br />

no changes can be made to your<br />

investments and you may not<br />

be able to receive any payments<br />

from the pension until the<br />

position is rectified.<br />

If you are in any doubt about the<br />

status of your adviser, you should<br />

in the south of <strong>Alicante</strong> Province,<br />

more appointments are<br />

available in Orihuela City.<br />

To get an <strong>Alicante</strong> City<br />

appointment, you need the<br />

following requirements:-<br />

1. If you are pensioner, you<br />

need your state pension<br />

paid directly into a Spanish<br />

account, which has<br />

been used on a regular<br />

basis for three months,<br />

ahead of applying for a<br />

residencia. You also need<br />

a S-1 certificate.<br />

2. If you are not working,<br />

you need a seven thousand<br />

euro average balance<br />

per person in your<br />

Spanish account over the<br />

last three months.<br />

3. Married dependant applicants<br />

without their own<br />

health care provision or<br />

financial means will need<br />

an up-to-date marriage<br />

certificate(no older than<br />

three months from the<br />

issue date) plus a legal<br />

translation from a Spanish-registered<br />

translator.<br />

Don’t forget that you<br />

should apply for a Spanish<br />

residency card if:<br />

• You’ve spent more than<br />

90 days in Spain.<br />

• You want to be legal<br />

in Spain.<br />

• You want to be legible<br />

for the Spanish healthcare<br />

system.<br />

Let’s examine those three<br />

points in more detail.<br />

You’re staying in Spain<br />

for over 90 days<br />

It’s all down to the law, and<br />

clearly states that if you<br />

spend more than 90 days in<br />

a 180 day period in Spain<br />

(or any other country in the<br />

Schengen area), then you<br />

must apply for a residency<br />

card, which in effect is a stay<br />

permit. The embassies of<br />

the EU have stipulated that<br />

as long as no other citizens<br />

from the Schengen area are<br />

obliged to obtain a Visa for<br />

the UK, then British citizens<br />

will have a reciprocal agreement<br />

to not require a Visa for<br />

the Schengen zone, but the<br />

90 day rule will still apply.<br />

If you are from the UK,<br />

the Brexit issue is clouding<br />

the waters, but essentially<br />

you have to get yourself covered<br />

with a residencia, pure<br />

and simple, and we at Sun<br />

Lawyers can get that sorted<br />

for you and your partner<br />

The proposed UK-EU withdrawal<br />

agreement allows<br />

residencias to continue, but<br />

they will then be swapped<br />

over to a different card, which<br />

the Spanish government said<br />

earlier this year would be a<br />

straight-forward process.<br />

That looks like being the<br />

case as well in a no-deal Brexit<br />

scenario according to Madrid,<br />

but you must get a residencia<br />

right now, and time is<br />

ticking by quickly, with under<br />

three months to go before the<br />

new January deadline.<br />

You want to be legal<br />

in Spain<br />

This is a simple matter of<br />

“peace of mind”, as doing everything<br />

according to Spanish<br />

rules can only bring benefits,<br />

and Sun Lawyers have the expertise<br />

to tell you what’s what!<br />

As an example, an EU person<br />

that is residing in Spain,<br />

once you have obtained your<br />

Spanish residency card, you<br />

then you have a period to<br />

switch your EU licence for a<br />

Spanish driving licence.<br />

Yes, EU driving licences are<br />

valid in Spain (as long as they<br />

have not expired), but since it<br />

looks likely that the UK will<br />

be leaving soon the EU, then<br />

you will see on the British<br />

Consulate website a recommendation<br />

that if you are resident<br />

in Spain, you need to stay<br />

within the law and swap over<br />

to a Spanish licence, rather<br />

than going through all kinds<br />

of hassles, some of which could<br />

cost you time and money.<br />

That’s just one example<br />

over being legal, and we<br />

at Sun Lawyers have the<br />

checklist that you need to<br />

make sure that you will be<br />

fine for many years to come.<br />

You want to use the<br />

Spanish healthcare<br />

system<br />

Essentially there are two<br />

main categories here:<br />

• Limited and temporary<br />

healthcare in Spain. At<br />

present, this must be done<br />

through the EHIC health<br />

card, but this does not include<br />

ongoing treatments<br />

and as, yet no bi-lateral<br />

agreement has been<br />

signed to continue with<br />

this for UK citizens once<br />

the UK leaves the EU.<br />

• Permanent all-inclusive<br />

healthcare in Spain. Right<br />

now, state pensioners<br />

from other EU member<br />

states can transfer their<br />

rights to health care from<br />

their country of origin<br />

with the S1, E121 & E106.<br />

In the future, we will see<br />

if it is still the case for<br />

UK citizens, depending on<br />

negotiations between UK<br />

and Spain in the case of<br />

a no-Brexit deal and what<br />

future deals are struck<br />

with the EU.<br />

Requirements for nonworkers<br />

and early retirees<br />

to qualify is to have proof<br />

of Spanish residence during<br />

at least a year and then<br />

they can begin contributions<br />

(Convenio Especial).<br />

GARDENERS are being<br />

urged to change their<br />

growing habits and ditch<br />

the use of peat to protect<br />

the planet.<br />

The Garden Organic charity<br />

has launched a campaign<br />

for peat-free gardening and<br />

horticulture.<br />

Announcing the new drive,<br />

its chief executive James<br />

Campbell said: “Thousands<br />

of plants are purchased<br />

which have been grown in a<br />

peat-based medium.<br />

“We believe most gardeners,<br />

organic or otherwise,<br />

would turn their back on peat<br />

if they knew the full picture.”<br />

He added: “Reducing peat<br />

use in horticulture is absolutely<br />

vital for protecting<br />

our planet.”<br />

Launching it’s ‘For Peat’s<br />

Sake’ campaign the organisation<br />

warns that the use<br />

of peat is wiping out rare<br />

ecosystems – wild areas<br />

which are home to a wealth<br />

of plants, birds and insects –<br />

and is also rapidly increasing<br />

carbon emissions.<br />

It says that peat is the<br />

largest and most efficient<br />

land-based store of carbon,<br />

and the world’s second<br />

largest carbon store after<br />

the oceans.<br />

The charity is now urging<br />

gardeners to go peat-free<br />

in their own growing and to<br />

spread the word in their local<br />

communities.<br />

James Campbell added:<br />

“We wholeheartedly believe<br />

that if consumers are provided<br />

with the facts, they<br />

will readily swap their peatbased<br />

compost for homemade<br />

or peat-free.”<br />

The organisation says:<br />

“You can make your own potting<br />

composts. It’s not difficult,<br />

it saves money and it<br />

saves peat!”<br />

Peat has traditionally been<br />

used in compost because it is<br />

good at both holding water<br />

and retaining nutrients.<br />

But Garden Organic says<br />

that garden plants don’t<br />

need peat. And it is urging<br />

gardeners to create their<br />

own potting mixes using<br />

compost they have created.<br />

It adds that if people do<br />

need to buy a bag of ‘compost’<br />

because they haven’t<br />

the space to create their<br />

own, they need to make sure<br />

it is ‘peat free’. The organisation<br />

says alternatives have<br />

“improved hugely” over the<br />

past few years and many<br />

are now outperforming<br />

peat products.<br />

And that is a message<br />

backed by the RHS, which<br />

says: “Peat-free compost can<br />

perform very well.”

GARDENING has long had<br />

the reputation of being a<br />

pastime for older people.<br />

However, it appears that is<br />

no longer the case.<br />

Research has revealed<br />

that millennials aged 35 and<br />

under are actually more passionate<br />

about gardens than<br />

their older counterparts, but<br />

have less time to enjoy their<br />

benefits.<br />

Abstaining from other relaxation<br />

trends such as yoga<br />

and meditation, the research<br />

found that 53 per cent of<br />

young people wish they had<br />

more time to spend in their<br />

garden, walk outside or<br />

simply sit in a park.<br />

Researchers say youngsters<br />

are increasingly recog-<br />

nising the positive impact<br />

that nature has on combating<br />

the stresses of modern life.<br />

However, the study revealed<br />

that less than 61 per<br />

cent spend time in their gardens<br />

at least once every two<br />

to three months specifically<br />

to help them relax.<br />

Often stereotyped as addicted<br />

to social media and<br />

technology, the study also<br />

highlighted that 68 per cent<br />

of under-35s enjoy looking<br />

after the humble houseplant<br />

and are happier with their<br />

lives as a result.<br />

Millennials value their<br />

plants, gardens and green<br />

spaces. And highlighting the<br />

positive impact of gardens<br />

on the nation's well-being,<br />

the findings suggest a link<br />

between happiness, purpose<br />

and gardens.<br />

People who consider themselves<br />

happy are 53 per cent<br />

more likely to say that spending<br />

time in the garden makes<br />

them feel more positive<br />

about life. And 46 per cent<br />

of respondents said that gardens,<br />

parks and green spaces<br />

make them less lonely.<br />

The survey of 3,000 people<br />

was commissioned by community<br />

benefit project Garden<br />

Day, which was held<br />

earlier this year.<br />

Its aim was to encourage<br />

people - regardless of age -<br />

to down tools and spend the<br />

day with family, friends and<br />

neighbours celebrating the<br />

joy and benefits that gardens<br />

offer.<br />

artist Damien Hirst has<br />

been attending the opening<br />

of a hotel suite he designed,<br />

which will be rented out for<br />

a cool $200,000 a weekend,<br />

supposedly the most<br />

expensive on the planet.<br />

The “room” is basically the<br />

upper floor of the 40 storey<br />

Palms Casino Resort in the<br />

heart of the (in)famous Las<br />

Vegas strip.<br />

Called the Empathy Suite<br />

it is dotted with original Hirst<br />

works, themselves valued at<br />

$10 million.<br />

These include his iconic<br />

sharks in formaldehyde,<br />

which greet you as you enter,<br />

and a pill cabinet filled with<br />

real diamonds.<br />

While some critics hate it,<br />

others say it is the best thing<br />

he has ever done, essentially<br />

a hotel room doubling up as<br />

a modern art museum.<br />

Whatever your opinion,<br />

few can doubt that Vegas<br />

and Hirst are in many ways<br />

an ideal match.<br />

Mixed messages<br />

from property stats<br />

THE housing market for<br />

the Valencian Community<br />

still seems to be largely on<br />

the rise according to the<br />

latest figures, although<br />

there are one or two negative<br />

indicators in amongst<br />

decrease (0.19%) in the second-hand<br />

property market<br />

for last month while overall<br />

An important first licence<br />

IF you are buying a brandnew<br />

off-plan property in<br />

Spain, then you have to<br />

get hold of a Licence of<br />

First Occupancy (LFO).<br />

This is a vital certificate<br />

as it essentially certifies<br />

that all the legal hoops<br />

have been gone through,<br />

and it is issued by the local<br />

Town Hall.<br />

The LFO or Licencia de<br />

Primera Ocupación must be<br />

in place before you sign any<br />

sales contract, and is also<br />

sometimes referred to as a<br />

Cédula de Hab it ab il idad.<br />

The Licence of First Occupation<br />

generally needs to<br />

be renewed after 10 years,<br />

although in some regions of<br />

Spain it can be five or even<br />

15 years.<br />

Once the building of the<br />

property has been completed,<br />

the developer of the property<br />

will need to apply to the<br />

Town Hall for its Licence of<br />

First Occupation or LFO.<br />

If the authorities are satisfied<br />

that the development<br />

complies with local planning<br />

laws and what was specified<br />

in the original building<br />

licence, the Licence of First<br />

Occupation can be granted<br />

and will indicate that the<br />

developer has fulfilled all of<br />

their obligations.<br />

The granting of the licence<br />

shows that the property is<br />

fit for human habitation and<br />

may now be occupied for residential<br />

use. It also verifies<br />

that the property has now<br />

been fully legalised.<br />

An individual property<br />

will have its own LFO,<br />

whereas if the property is<br />

part of a complex, for example<br />

an apartment in a<br />

phase of an urbanisation,<br />

it will have a grouped or<br />

shared LFO to cover all of<br />

the properties within that<br />

particular phase.<br />

It’s important to reiterate<br />

that the Licence of First Occupation<br />

only applies to new<br />

build or off-plan properties<br />

and not to resale properties.<br />

It is unlikely that you will<br />

ever be asked for one if for<br />

example the property is 20<br />

or 30 years old.<br />

This is because firstly,<br />

LFO’s did not exist until<br />

after 1979. Secondly, without<br />

an LFO you are unable<br />

to get connected to<br />

the utility services such as<br />

for water, electricity and<br />

telecommunications.<br />

Instead, you would have<br />

to use the builders supply,<br />

which would be minimal<br />

and definitely not sufficient<br />

enough for you to live<br />

off long-term. Besides, the<br />

builders supply would eventually<br />

be cut off leaving you<br />

with no water or electricity<br />

and in effect, in limbo.<br />

After the first 10 years,<br />

you will need to replace the<br />

Licence of First Occupation<br />

with a Habitation Licence,<br />

also referred to as a Licencia<br />

de Habitabilidad.<br />

If you previously purchased<br />

a property and do<br />

not have a habitation certificate,<br />

you can check with<br />

your local town hall to see if<br />

they have a copy, which they<br />

should have if there is one.<br />

If there isn’t one, you will<br />

need to pay for this and may<br />

also need a technical report<br />

from a professional architect<br />

to confirm that the property<br />

is habitable.<br />

If you are looking to buy a<br />

new property, then you simply<br />

have to get an LFO to<br />

live there legally.<br />

What is a<br />

biopsy?<br />

A BIOPSY is a procedure<br />

that involves taking a<br />

small sample of body tissue<br />

so it can be examined<br />

under a microscope.<br />

A tissue sample can be<br />

taken from almost anywhere<br />

on or in your body, including<br />

the skin, organs and<br />

other structures.<br />

The term biopsy is used to<br />

refer to both the act of taking<br />

the sample and the tissue<br />

sample itself.<br />

When might a<br />

biopsy be needed?<br />

A biopsy can be used to investigate<br />

abnormalities,<br />

which can be:<br />

• Functional – such as<br />

kidney or liver problems<br />

• Structural – such as<br />

swelling in a particular<br />

organ<br />

When the tissue sample is<br />

examined under the microscope,<br />

abnormal cells may<br />

be identified, which can<br />

help to diagnose a specific<br />

condition.<br />

If a condition has already<br />

been diagnosed, a biopsy can<br />

also be used to assess its severity<br />

(such as the degree<br />

of inflammation) and grade<br />

(such as the aggressiveness<br />

of a cancer).<br />

This information can be<br />

very useful when deciding on<br />

the most appropriate treatment,<br />

and assessing how<br />

well a person responds to a<br />

Why we should all like to<br />

be beside<br />

the seaside<br />

could support better<br />

mental health, a major<br />

new study has revealed.<br />

Researchers from the<br />

BlueHealth team used<br />

information from nearly<br />

26,000 people in their<br />

analysis, which marks one<br />

of the most detailed investigations<br />

ever into the<br />

wellbeing effects of being<br />

beside the sea.<br />

BlueHealth is looking<br />

at how coastal environments<br />

across Europe can<br />

affect health promotion<br />

and disease.<br />

Its latest research used<br />

data from the Health<br />

Survey for England and<br />

compared people’s health<br />

to their proximity to the<br />

coast; from those living less<br />

than 1km away, to those<br />

more than 50km away.<br />

Its findings add to the<br />

growing evidence that access<br />

to “blue spaces” - particularly<br />

coastal environment<br />

- might improve people’s<br />

health and wellbeing.<br />

Dr Jo Garrett, one of the<br />

BlueHealth researchers,<br />

led the University of Exeter<br />

study team and believes<br />

the results could have<br />

important implications.<br />

She said: “Our research<br />

suggests, for the first<br />

time, that people in poorer<br />

households living close to<br />

the coast experience fewer<br />

symptoms of mental health<br />

disorders.<br />

“When it comes to mental<br />

health, this ‘protective’<br />

PEOPLE should not make<br />

health decisions based on<br />

genetic tests bought online<br />

or in shops, medical<br />

experts have warned.<br />

They argue that finding a<br />

“health risk” through these<br />

tests often does not mean that<br />

a person will go on to develop<br />

the problem in question.<br />

And the team of geneticists<br />

from Southampton University<br />

add that “reassuring”<br />

results might be unreliable.<br />

Anneke Lucassen, professor<br />

of clinical genetics<br />

at the University of Southampton,<br />

led the research<br />

into direct-to-consumer<br />

(DTC) genetic tests.<br />

She says they are advertised<br />

as a way to “find out<br />

what your DNA says.” However,<br />

she told the BBC: “Genetic<br />

tests sold online and in shops<br />

should absolutely not be used<br />

to inform health decisions<br />

without further scrutiny.<br />

“Finding a ‘health risk’<br />

via these tests often does<br />

not mean a person will go<br />

on to develop the health<br />

problem in question, while<br />

‘reassuring’ results might<br />

be unreliable.”<br />

Some tests promise insights<br />

into ancestry or disease<br />

risks, while others claim<br />

to provide information on personality,<br />

athletic ability, and<br />

child talent.<br />

And although most manufacturers<br />

warn against making<br />

healthcare decisions<br />

based on the results of DTC<br />

tests, some people do, Prof<br />

Lucassen added.<br />

The Southampton researchers<br />

say some people<br />

might be drawn to DTC genetic<br />

testing in the hope that<br />

it will provide “clear cut information”<br />

about their future<br />

health.<br />

But they warn that interpretation<br />

of genetic data “is<br />

complex and context dependent”<br />

and DTC genetic tests<br />

might report false positive<br />

and false negative results.<br />

A false positive result indicates<br />

that a person has a high<br />

genetic risk of a disease or<br />

condition when they actually<br />

don’t.<br />

While a false negative result<br />

indicates a person has a<br />

low genetic risk of a disease<br />

or condition when the person<br />

actually does have it.<br />

Results found via third<br />

party interpretation services<br />

need particular care, they say.<br />

This is because the “raw<br />

data” that such services interpret<br />

will contain errors,<br />

and because the databases<br />

used to interpret the data<br />

may not be up to date, the<br />

researchers added.<br />

When people receive a “bad<br />

news” result from a DTC genetic<br />

test, many will turn to<br />

their GP for advice, the report<br />

authors wrote in the BMJ.<br />

They advise doctors to put<br />

the results in context for<br />

their patients, discussing<br />

possible sources of error and,<br />

if appropriate, shifting the<br />

conversation from genetic<br />

risk to lifestyle changes that<br />

could help to reduce future<br />

disease risk.<br />

However, for patients with<br />

a personal or family history<br />

suggestive of a genetic<br />

condition, doctors should<br />

refer to a clinical genetics<br />

service even if they have<br />

a reassuring DTC genetic<br />

test result.

THE Norwegian Encore<br />

is the latest ship to be<br />

launched in the fleet of<br />

Norwegian Cruise Lines. If<br />

you don’t already know of<br />

them, they are one of the<br />

best cruise lines, operating<br />

on a completely difference<br />

style of holiday onboard.<br />

Norwegian Cruise Lines<br />

are known for their relaxed<br />

‘Freestyle’ cruising, meaning<br />

that the guest chooses when<br />

to eat (no set dining times),<br />

with over 1100 feet of pedalto-the-metal<br />

action around<br />

the high speed curves suspended<br />

13 feet off the side<br />

of the ship. Its not all fast<br />

paced action of course! You<br />

can also take advantage of<br />

their outside pools, hot tubs<br />

& for the children, aqua park<br />

with slides, tipping buckets<br />

or water cannons.<br />

On the top deck you will<br />

also discover the private<br />

retreat Vibe Beach Club,<br />

exclusively for those 18 and<br />

over, take in the incredible<br />

ocean views while sipping on<br />

a cocktail in their hot tubs<br />

that extend over the side of<br />

the ship.<br />

Norwegians´s cuisine is<br />

second to none, whether in<br />

the main dining room or any<br />

of the speciality dining restaurants<br />

on board - there<br />

are numerous different venues<br />

to provide cuisines from<br />

around the world and every<br />

dish has been crafted to tantalize<br />

your taste buds with<br />

the freshest, highest quality<br />

There are many fantastic<br />

bars & lounges on board,<br />

all with different styles and<br />

beverage options, The Observation<br />

Deck with spectacular<br />

sunset views while<br />

will always go that extra<br />

THE Golf is the most successful<br />

European car for<br />

more than four decades.<br />

A new chapter in the history<br />

of this best-seller has<br />

begun, with the world premiere<br />

of the eighth Golf<br />

– digitalised, connected,<br />

and intuitive to operate.<br />

Never before has a Golf<br />

been so progressive. With<br />

hybrid versions launched<br />

at the same time, it is electrifying<br />

the compact class.<br />

Its digital interior enables<br />

a new dimension of intuitive<br />

operation. Speeds of<br />

up to 210 km/h are possible<br />

with assisted driving. It is<br />

the first Volkswagen to use<br />

swarm intelligence from<br />

traffic via Car2X, meaning it<br />

can warn against hazards on<br />

an anticipatory basis.<br />

Its world premiere took<br />

place in Wolfsburg, where the<br />

Golf was invented, and where<br />

it has been built and refined<br />

for the last 45 years. The new<br />

Golf will be available on the<br />

market in December.<br />

“Over the course of seven<br />

generations, the Golf has<br />

impressed more than 35<br />

million customers. The entire<br />

automobile industry expects<br />

a new Golf to set the<br />

Five hybrid drives<br />

for the new Golf<br />

With the new Golf, Volkswagen<br />

has started a hybrid offensive.<br />

As the first model of the<br />

brand, the eighth Golf will be<br />

available in no less than five<br />

hybrid drive versions.<br />

Its debut also celebrates<br />

48V technology: a belt starter<br />

generator, 48V lithium-ion<br />

battery and the latest generation<br />

of efficient TSI engines<br />

form a new mild hybrid drive<br />

in the eTSI. Tangible benefits:<br />

consumption has been<br />

cut by up to 10% (on the basis<br />

of WLTP) and the vehicle is<br />

extremely agile and comfortable<br />

when moving off. Volkswagen<br />

will offer the Golf in<br />

three eTSI output stages: 81<br />

kW/110 PS, 96 kW/130 PS<br />

and 110 kW/150 PS.<br />

The eighth generation of<br />

the best-seller will also be<br />

available as two plug-in hybrid<br />

drive variants. A new<br />

efficiency version generates<br />

150 kW/204 PS while the<br />

very sporty GTE delivers<br />

180 kW/245 PS. Both Golf<br />

versions with plug-in hybrid<br />

drives will launch with a<br />

new 13 kWh lithium-ion battery<br />

on board that enables<br />

larger electrically powered<br />

ranges of approximately 60<br />

kilometres, and temporarily<br />

turns the Golf into a zeroemissions<br />

vehicle.<br />

Efficient petrol and<br />

diesel – consumption<br />

savings of up to 17%<br />

The drive options for the<br />

new Golf also include a petrol<br />

(TSI), diesel (TDI) and<br />

natural gas drive (TGI),<br />

two four-cylinder petrol<br />

engines with 66 kW/90 PS<br />

and 81 kW/110 PS, two<br />

four-cylinder diesel engines<br />

with 85 kW/115 PS and 110<br />

kW/150 PS, and a TGI with<br />

96 kW/130 PS.<br />

The new TSI variants have<br />

particularly low consumption<br />

values and emissions thanks<br />

to elements including the<br />

innovative TSI Miller combustion<br />

process. An innovation<br />

in the TDI powertrains:<br />

Volkswagen uses twin-dosing<br />

technology (two SCR catalytic<br />

converters) to significantly reduce<br />

nitrogen oxide emissions<br />

(NOx) by up to 80%; in addition,<br />

TDI consumption is lowered<br />

by up to 17% compared<br />

with its predecessor.<br />

Consistently<br />

connected and<br />

Car2X as standard<br />

The systems have not only<br />

been linked to each other,<br />

but thanks to an online connectivity<br />

unit (OCU), they<br />

have also been connected to<br />

the world outside the Golf.<br />

The standard OCU featuring<br />

integrated eSIM links to<br />

“We Connect” and “We Connect<br />

Plus” online functions<br />

and services.<br />

The new Golf is also the<br />

first Volkswagen to connect<br />

with its environment as<br />

standard, via Car2X: signals<br />

from the traffic infrastructure<br />

and information from<br />

other vehicles up to 800 metres<br />

away are notified to the<br />

driver via a display. The Golf<br />

also shares these warnings<br />

with other Car2X models.<br />

Soldier stabbing and suicide<br />

A 25-year-old woman remains<br />

in hospital after<br />

being stabbed by her partner,<br />

a soldier, who killed<br />

himself shortly after the<br />

incident.<br />

The incident happened<br />

earlier this week in Zaragoza<br />

when neighbours called<br />

the police after hearing<br />

what sounded like a violent<br />

by Simon Russell<br />

fight.<br />

They went to the address<br />

and found the injured<br />

woman who was taken to<br />

the city’s Miguel Servet<br />

Hospital.<br />

The police then went to<br />

look for the aggressor and<br />

were alerted to another incident<br />

where a man was on top<br />

of a crane.<br />

He threw himself off, dying<br />

immediately, and was<br />

later confirmed as the soldier<br />

that the police had been<br />

Captain’s Cup<br />

THE annual Captain’s Cup<br />

competition was enjoyed<br />

by 72 members on a gloriously<br />

sunny day.<br />

This triples event had a<br />

twist, as all teams played<br />

three matches with each<br />

player having to play at lead,<br />

two and skip. This can be a<br />

little daunting for our newer<br />

bowlers, but it also gives<br />

them the chance to experience<br />

the pressure that all<br />

positions offer.<br />

The winners, Dave Carvath,<br />

Iris Lees and Gary<br />

Kent, won all three matches<br />

with a shot difference of plus<br />

15 and can be seen with Club<br />

make for good golfing conditions,<br />

back in the club house, the<br />

on countback, playing off<br />

a 20 handicap.<br />

Peter Gardiner has been<br />

playing golf for the last three<br />

days before this game in a<br />

Spanish Golf Federation<br />

pairs better ball tournament,<br />

at the Aguilon Golf<br />

course, near Mojacar. Peter<br />

and his partner Shaun<br />

OGorman (non-society member)<br />

were with 27 other pairs<br />

present for this part of the<br />

tournament.<br />

Just 28 pairs left out of the<br />

420 pairs who first entered<br />

the tournament a few months<br />

ago. Peter, who has never<br />

been shy in blowing his own<br />

trumpet, kept his progress in<br />

the tournament quiet from<br />

fellow Society members until<br />

Champagne<br />

moment<br />

just the other week.<br />

The first two days saw the<br />

players (in pairs) playing 27<br />

holes each day, followed by<br />

18 holes on the last day in a<br />

singles tournament, in what<br />

turned out to be a very windy<br />

day in that part of Spain.<br />

Peter and Shaun managed<br />

to be placed 10th in this pairing<br />

part of the tournament,<br />

while in the singles tournament<br />

Peter had 32 points<br />

and was placed second.<br />

Picking up prizes and<br />

their gifts from their goody<br />

bags, both had a good time<br />

and highly recommended<br />

the golf course.<br />

On reflection Peter, blow<br />

your trumpet loud and long,<br />

you deserve it. Well done both.<br />

THE Moraira/Teulada U3A<br />

Bowls Competition was<br />

held on Thursday 31st<br />

October, at the Inn on the<br />

Green, Javea.<br />

This annual competition<br />

is held in memory of Pamela<br />

Kershaw, founder and former<br />

vice-president of the U3A.<br />

The competition was organised<br />

by the Group Leaders of<br />

the Wednesday Group, David<br />

and Eileen Haxon, in conjunction<br />

with the Group Leaders<br />

of the Monday Group, Ray<br />

and Pauline Durrant.<br />

A total of 28 members<br />

participated in the<br />

competition.<br />

The U3A President, David<br />

Haxon, welcomed everyone<br />

and hoped that the members<br />

by John Hopwood,<br />

Press Officer<br />

would have an enjoyable and<br />

successful day.<br />

The knockout competition<br />

then proceeded.<br />

Schauffele, 26, sunk a sixfoot<br />

birdie putt on the last<br />

to force the play-off with the<br />

four-time major champion.<br />

In the first play-off hole,<br />

McIlroy's birdie was enough<br />

to secure his fourth title of<br />

the year after the American<br />

CRUNCH TIME FOR CITY<br />
