This year I have a list of CITY<br />
RESOLUTIONS I would like to<br />
suggest.<br />
They don't have to be implemented the<br />
same day but with a little innovation, we<br />
can make a better future for all of us. I am<br />
sure there are other city problems urgently<br />
pressing our attention, but this also helps<br />
make a livable city.<br />
Here and elsewhere the trend of causebased<br />
police cars is growing among<br />
departments around the country. Autism<br />
and mental heath awareness should be front<br />
and center and until we see it next to serve<br />
and protect, we may not realize the person<br />
acting like a criminal may just need a quiet<br />
place to calm down. We used to fund teddy<br />
bears in the cars as well, I am not sure we<br />
are still doing that.<br />
Fee schedules<br />
Today we see another trend of micro fees. I<br />
would like to see those fees waived or made<br />
tax deductible when you make under some<br />
amount, like 60K, which seems about the<br />
average for our retirees. The goal is to make<br />
life better with one job and have a new<br />
minim wage. I would hate to see new fees<br />
eat that up. Other real life things like STEM<br />
investments, at all ages, should also be tax<br />
deductible.<br />
Free Internet<br />
The Internet is not like pay TV. Pay TV<br />
is a luxury but the base Internet has been<br />
bundled as a service, partly because the<br />
cable companies are allowed monopolize<br />
our option, then raise the rate. This is<br />
preventing access or worse, having to<br />
choose between necessities. We need to<br />
provide free wifi in the city and act as a<br />
wireless Internet service provider. All we<br />
need to do is buy a router and most homes<br />
already have one. The cost is estimated at 10<br />
-15 million, cheap, considering how much<br />
we pay now.<br />
Wi-Fi networks can also help save millions<br />
of dollars in operational costs by providing<br />
broadband connectivity for public-safety<br />
and other agencies within city government.<br />
Wireless can be deployed for about $20 to<br />
$25 per household.<br />
When I worked at Digital Equipment, I<br />
won a design award to use wireless hotspots<br />
with solar panels, so that even a<br />
lights out disaster can be managed more<br />
efficiently. By placing these, for example at a<br />
bus stop, you can find the nearest hot-spot<br />
that has been programed to assist you, even<br />
if all the cell towers are knocked out. The<br />
unit is inconspicuous, unless needed with a<br />
folding solar curtain and charging stations.<br />
The city should also begin to investigate<br />
home automation requirements and<br />
options. All around me are people that are<br />
not mobile, some or bed ridden and may<br />
are elderly. With home automation, we can<br />
make their lives richer and more fulfilling.<br />

Visual artists referred to in this article are<br />

have been recognized for their creative<br />

Paul Richmond previously featured in<br />
DDG is a gay artist living in Monterey,<br />
California with his partner. He paints<br />
primarily figures and portraits and is also<br />
responsible for the web site YOU WILL<br />
RISE committed to helping LGBTQ<br />
youth rebuke bullying. He is also the<br />
founder of Dreamspinner Press.<br />
Louis Fratino another artist previously<br />
featured in DDG is an emerging gay<br />
artist living and working in New York<br />
City. His painting are mostly figurative<br />
and of intimate subjective topics<br />
involving sexuality showing lovers, and<br />
friends. His work has been compared to<br />
artists such as Piccaso and Matisse.<br />
The artist Jordan Mejias who creates<br />
watercolor figures in a freestyle that uses<br />
the medium of watercolor to express<br />
his view of Michelangelo figures in<br />
contemporary terms<br />
Christine Gutierrez, previously from<br />
L.A., now working in New York, creates<br />
her version of "her own fluid identity"<br />
as she describes it. Using video and<br />
photography to create visuals for<br />

Angeles and the U.K. The painting sold for<br />

Zanel Muholi, an artist-photographer from<br />
South Africa who says, she is, "Challenging<br />
the myth that says, being gay, being tans, is<br />
un-African" and risking her life to portray<br />
the legitimacy of LGBTQ individuals in<br />

long, turquoise twintails. Ah... what... and a<br />
what.... with.... oh never mind.<br />

the e-cigarette, or vaping, product useassociated<br />
lung injury (EVALI) outbreak<br />
began in June 2019.<br />
Cases have been declining since a peak in<br />
September. These data align with recently<br />
released CDC national epidemiologic data<br />
among EVALI patients suggesting that the<br />
number of new hospitalized EVALI cases<br />
has also been declining since a peak in<br />
September. While ED visits associated with<br />
possible EVALI have declined, they have<br />
not returned to levels before June 2019 and<br />
EVALI remains a concern.<br />

closely associated with EVALI.<br />
This study analyzed samples from 51 EVALI<br />
cases from 16 states and a comparison<br />
group of samples from 99 healthy people<br />
for vitamin E acetate, plant oils, medium<br />
chain triglyceride (MCT) oil, coconut oil,<br />
petroleum distillates, and diluent terpenes.<br />
Vitamin E acetate was identified in<br />
bronchoalveolar lavage (BAL) fluid samples<br />

from 48 of the 51 EVALI patients, but<br />
not in the BAL fluid from the healthy<br />
comparison group.<br />
Although we are seeing progress in the<br />
investigation and response, we must remain<br />
vigilant. National data show that certain<br />
groups of EVALI patients released from the<br />
hospital are more likely to be rehospitalized<br />
or die.<br />
Characteristics of EVALI patients who<br />
were readmitted or died following hospital<br />
discharge indicate that some chronic<br />
medical conditions, including cardiac<br />
disease, chronic pulmonary disease, and<br />
diabetes as well as increasing age might be<br />
risk factors leading to higher morbidity and<br />
mortality among some EVALI patients.<br />
Based on the findings on EVALI patient<br />
rehospitalization and death, CDC has<br />
updated its guidance to clinicians to<br />
minimize these outcomes.<br />
The updated clinical guidance recommends<br />
that hospitalized patients be documented<br />
as clinically stable for 24–48 hours prior to<br />
discharge.<br />
Patients should have a follow-up visit with<br />
a primary care provider or pulmonary<br />
specialist, optimally within 48 hours of<br />
discharge—a shorter follow-up time than<br />
the previous recommendation of 1–2<br />
weeks.<br />
Healthcare providers should continue to<br />
report cases of EVALI to their state or local<br />
health department. CDC will continue to<br />
update guidance as we learn more about<br />
EVALI.<br />
