Hampshire’s Climate Action PlanMy first New Year’s visit to Hampshire CountyCouncil was to attend a Cabinet meeting whereprogress on the council’s Climate ChangeStrategy and Action Plan was reported. Thestrategy is based on “stretching but achievable”targets to 2050, in line with the national target,with an eye to bringing that target forward, ifassessed as realistically and effectivelyattainable.Only 1% of emissions from Hampshire comefrom the activities of the county council itself,so it will require close partnering with borderingcounties, district, town and parish councils,community groups, businesses and residents toachieve carbon neutrality for the Hampshirearea by 2050.The county council will be looking to earlyaction by the government to guide on largerscale projects, such as a new recycling system.HCC’s Local Transport Plan will be reviewed,plus new, robust and sustainable planningpolicies developed, in liaison with districts, toencourage less car dependency. The council hasalso taken advice from Forestry England, TheWoodland Trust and Plantlife and will investsignificantly in tree and wildflower planting onHighways verges and amenity land to supportinsects and wildlife, funded by the sale ofsurplus Highways land.Community resilience and preparing the countyfor expected changes in climate will also be avital part of the council’s strategy. Autumn 2019was the wettest autumn for more than 100years, creating exceptionally high ground waterlevels. HCC will be prioritising an early review ofits Flood Risk Management Strategy, given thecounty’s considerable coastline and rivernetworks.However, council actions will have limitedimpact unless local businesses and householdsmake changes. I prefer to think of thesechanges simply as: helping wildlife; reducingwaste; reducing pollution. So, when I visit agarden centre, I choose plants that supportinsects - and I’m going to feed the birds in mygarden more regularly. Rather than buy newshampoo, I refill a bottle at The Naked Pantryplastic-free shop in New Milton - and I am goingto write to my local supermarkets to ask if theycan reduce the plastic-wrapped food they sell.And though I haven’t yet got an electric car, Itake the train more often - and I’m going todust off my bike from the shed... I’m not perfectyet, but I’m having a go! There are many lists ofsimple changes you can make, if you google.I’ve recently set up the ‘New ForestEnvironment Alliance’ on Twitter and Facebook,to encourage more residents to join in localenvironmental projects this year.
