Organizational Innovation for EquitableSolar Deployment with ElectricCooperativesA virtual kick-off workshop for the OrganizationalInnovation for Equitable Solar Deployment withElectric Cooperatives partnership was held April7-9, 2020. The research project is being led by theUniversity of Minnesota, East River and several ofour member systems to study cross-subsidization ofsolar. The collaboration was selected as one of onlyfour teams across the country in the area of solar inrural communities.Employees of East River, Renville-Sibley, Lyon-Lincoln,Bon Homme Yankton, Sioux Valley Energy and Clay-Union Electric joined other experts from nationallaboratories, universities and other groups for thekickoff workshop. The workshop’s intent was to set abaseline of the project proposal, discuss the meaningof equitable solar, explore models that may be usedto leverage a better understanding of our project anddetermine areas where our technical experts need tobuild new models for equitable solar deployment.“The kickoff workshop was very productive, withbeneficial conversations and sharing of informationamong the group’s members,” said Chief FinancialOfficer Dustin Zubke. “Equitable solar deployment isa pertinent topic for our industry and this researchproject includes several crucial objectives that willbring much value for all involved parties.”The project includes three main phases with thefirst including the development of an analyticaltool to understand how different solar deploymentorganizational models shift costs and values in thedifferent tiers of the electric cooperative energydelivery structure. The second phase will involvedeveloping an electric cooperative playbook forcapturing value from various solar deploymentmodels, including voluntary, member-driven andshared solar. The third phase will include developingtwo pilot organizational models for deploying solar,selected from the playbook, that meet the goals ofEast River, our power suppliers and our membersystems.Former South Dakota Governor Dennis Daugaard (left),U.S. Representative Dusty Johnson and Linda Daugaardvisited with East River Chief Member and Public RelationsOfficer Chris Studer about the Connected Home ResearchProject.“We are looking forward to engaging with theUniversity of Minnesota researchers as well as theother involved stakeholders through this project’sphases,” said Zubke. “Many questions currentlysurround the equitable deployment of solar and amain goal of this project is to develop a path forwardthat is fiscally responsible and in the best long-terminterests of our cooperative family.”The project will span 15 to 18 months and will includea detailed collaboration of numerous stakeholdersand technical experts from national laboratories andother research institutions.19
