Property for the substationwas purchased and grading was completed in 2011as part of a series of land purchases preparing forfuture Sioux Falls area growth. This substation is nowneeded by Sioux Valley Energy and SoutheasternElectric to serve expanding loads around Sioux Fallsand Hartford and will also improve the reliability ofEast River’s transmission system. This project is alsoan important step to bring additional facilities intoSPP.substation. This tie line is currently under constructionand will provide a secondary feed eliminating a 30-mile radial line serving two East River substations.When the tie line is complete, East River plans todisconnect its Veblen and Hillhead substations fromOtter Tail Power’s transmission system and connectRoberts County AreaIn December 2019, WAPA finished construction on anew 115/69 kV delivery point substation in RobertsCounty. This new Roberts County substation providesa new delivery source for Lake Region Electric,Traverse Electric and Whetstone Valley Electric.Along with this project, East River is constructing twonew tie lines that will connect the Roberts Countysubstation to East River’s transmission system. The2-mile Roberts County to Sisseton line connects to theEast River system at the Sisseton substation and wasenergized in December 2019. The construction of thisproject was directed by SPP through a Notification toConstruct and provides a secondary delivery point toour system in that area, eliminating a 40-mile radialline serving five East River substations.The second new tie line will be a 45-mile line stretchingfrom the Roberts County substation to our BrittonApprentice Lineman James Wold joined other East Rivercrews to work on a stretch of transmission line betweenPukwana and Plankinton. The project is part of a series torebuild one of East River’s backbone transmission lines.those substations to East River’s transmission system,a move that will bring greater control of the level ofservice. As part of the project, East River upgradedthe Veblen substation for the voltage change andrebuilt the 1969 vintage Hillhead substation.Yankton Area ImprovementsSeveral projects are planned in the Yankton area toimprove service for Bon Homme Yankton Electric.The new 115/69 kV Lancer substation is planned forcompletion in the summer of 2020 and is neededto address load growth and reliability needs in theYankton area. In 2021, East River is also planning a new25
