History<br />

Over the past 53 years there have been many<br />

different taxi and hire car industry State<br />

magazines (primarily produced under the<br />

banners of State taxi organisations), reporting<br />

on the issues in and surrounding the taxi<br />

industry, but they have all since disappeared.<br />

<strong>DRIVE</strong> <strong>A2B</strong> magazine was born in May 2017<br />

and its inspiration was TAXI TALK – Voice<br />

of the Victorian Taxi Industry which was<br />

foundered by Stanley White and published<br />

from May 1966 to April 2017. <strong>DRIVE</strong> <strong>A2B</strong><br />

is owned, produced and published by Trade<br />

Promotions Pty Ltd – a family business owned<br />

by Toni Peters, Stanley White and Isobel White.<br />

There is a need all around the country for<br />

industry stakeholders to be kept informed<br />

of the happenings within the taxi / hire car /<br />

on demand transport industry and in Victoria<br />

<strong>DRIVE</strong> <strong>A2B</strong> magazine has been filling this<br />

niche.<br />

WELL ACCEPTED<br />

So they claim that the price of<br />

a taxi fare should actually be<br />

reduced, not increased. But it is<br />

not the operators per se that the<br />

fare increase should assist, it is<br />

the drivers.<br />

The ESC agrees that drivers<br />

earnings should be increased to<br />

government a wonderful $5000 a<br />

year each licence in lease fees -<br />

totalling $710,000 a year.<br />

It is suggested that the<br />

government could be doing this<br />

so as to raise some lost revenue<br />

from the decrease in lease fees<br />

on government owned taxi plates<br />

passenger transport booking<br />

services and display of<br />

identifications. It also suggests<br />

an unrestricted release of future<br />

authorised hire and reward<br />

passenger service vehicles,<br />

and proposes that the area<br />

restrictions be abolished.<br />

out to northern Queensland and<br />

they will now be receiving <strong>DRIVE</strong><br />

<strong>A2B</strong> for distribution.<br />

No fare increase<br />

The Victorian Essential Services<br />

Commission (ESC) has reviewed<br />

the data on the Victorian taxi<br />

industry maximum fare charges<br />

and has decided that no increase<br />

is warranted.<br />

Their findings stated:<br />

"We have observed that demand<br />

for taxis decreased despite<br />

growth in Melbourne’s population<br />

and economy since 2014. As<br />

fares for taxis did not increase<br />

between 2014 and 2016, the drop<br />

in demand for unbooked taxis is<br />

most likely due to passengers<br />

switching to new ridesharing<br />

services."<br />

They certainly analysed that<br />

correctly. Yes, the demand for<br />

taxis has lessened since ride<br />

sharing came to town (firstly<br />

Uber, then others). But also<br />

over the past 12 months the<br />

government has released some<br />

extra 5,200 taxi licences. And on<br />

top of that there has been some<br />

extra Commercial Passenger<br />

(CPV) Licences issued to the<br />

tune of 44,283.<br />

Yes, you read correctly 44<br />

thousand extra CPV licences for<br />

ride sharing vehicles.<br />

The ESC reviewed the cost of<br />

operating a taxi and found that<br />

the overall costs had actually<br />

decreased in the past 4 years by<br />

4 per cent.<br />

but unfortunately they don't<br />

determine the drivers' earnings.<br />

The ESC suggests that due to<br />

the fact that Operators' costs<br />

have decreased they could give<br />

more than the 55% split of the<br />

fare box to the drivers.<br />

Can't see too many Operators<br />

offering to do this though!<br />

Canberra taxi plates<br />

In Canberra the government is<br />

thinking about releasing a further<br />

142 taxi plates. Not quite sure<br />

why they would want to add to<br />

the already saturated taxi and<br />

ride-sharing market. Has the<br />

demand for taxis increased so<br />

much that this is truly warranted?<br />

We do know that the release of<br />

the extra plates will net the ACT<br />

Okay, so the government lost<br />

some money! But do they really<br />

have to potentially ruin other<br />

people's livelihoods just so they<br />

can recoup some? Surely not!<br />

Over in the West<br />

Now it seems that the Western<br />

Australia government has a<br />

handle on the fact that taxi plate<br />

owners are being hard done<br />

by elsewhere in Australia. It<br />

appears that they have learnt<br />

a few things by watching what<br />

has been tried in other Australian<br />

states.<br />

Yes, they are also suggesting<br />

a reform of the taxi industry,<br />

including:- safety reform,<br />

establishment of accountability<br />

by providers, authorisation of<br />

all providers of on-demand<br />

to put a reasonable buy-back<br />

package together. It is currently<br />

sitting in parliament waiting<br />

for the second reading, and<br />

if passed it will most likely be<br />

implemented before Christmas.<br />

The Essential Services Commission (ESC) is<br />

The ESC found that passengers are using<br />

taxis less often in Melbourne, probably<br />

primarily due to the introduction of ride-share<br />

businesses. Also the number of unbooked<br />

taxi trips has declined significantly since 2014<br />

when fares were last changed.<br />

Following deregulation of entry into the CPV<br />

market the number of licensed unbooked CPVs<br />

in the metropolitan zone has more than doubled.<br />

Research by the ESC established that<br />

consumers are using taxis less but there are<br />

more taxis registered. The ESC believes<br />

that increasing maximum fares in this<br />

environment is not likely to benefit the public.<br />

unbooked taxis that begin in<br />

the Melbourne Metropolitan<br />

zone and the Urban and Large<br />

Regional zone remain the same.<br />

Time AND distance tariffs<br />

OR<br />

Time OR distance tariffs<br />

‘Time and distance’ tariffs<br />

are the tariffs that rideshare<br />

companies base their charges<br />

on: passengers are charged<br />

per minute and per kilometre<br />

travelled.<br />

This is different to the ‘time or<br />

distance’ tariffs, currently used by<br />

taxis, which swap between a time<br />

or distance charge depending on<br />

the speed of the vehicle.<br />

CPV service providers may charge<br />

a reasonable cleaning fee.<br />

A maximum<br />

of $120 may be<br />

charged if a passenger soils the<br />

vehicle with: food, drink or bodily<br />

fluids.<br />

Soiling a vehicle imposes real<br />

costs on unbooked CPV providers.<br />

A cleaning fee ensures that the<br />

person responsible bears at least<br />

some of the costs associated with<br />

cleaning a soiled vehicle.<br />

The taxi industry performs a<br />

vital social and community<br />

role. It is an integral part of<br />

Victoria’s essential services<br />

and public transport mix.<br />

Taxis play a key role in covering<br />

the transportation needs of<br />

the elderly and those with<br />

disability; and are often used<br />

for ‘first and last mile’ trips, that<br />

is the trip from home or work<br />

to the nearest public transport<br />

access point.<br />

It is no longer acceptable for<br />

those in the taxi industry to<br />

work under a set of conditions<br />

that would be unacceptable to<br />

the vast majority of Victorians.<br />

It would be great to see a<br />

change in this industry where<br />

driving a taxi is seen as a<br />

profession; a profession that<br />

drivers can be proud of and,<br />

more importantly, one where<br />

they can achieve a sustainable<br />

and fair income – whether<br />

their work is done as a driver/<br />

operator or drive for someone<br />

else.<br />

The uncontrolled release<br />

of Commercial Passenger<br />

Vehicle (CPV) licences has,<br />

and continues to, severely<br />

impact the already established<br />

drivers’ income. It has ruined<br />

many small businesses and<br />

made many others unviable;<br />

unfairly causing financial harm<br />

to thousands of Victorian<br />

families.<br />

The taxi and hire car industries<br />

have been in a state of flux,<br />

since the Allan Fels’ Inquiry, the<br />

Andrews Government Taxi and<br />

Hire Car Ministerial Forum and<br />

its Ride Share Working Group.<br />

The Industry has had to endure<br />

a Parliamentary Inquiry and an<br />

Ombudsman Inquiry into the<br />

roll-out of the Fairness Fund<br />

and it continues.<br />

Transport Matters Party (Transport Matters) understands that the taxi industry performs a<br />

vital social and community role. It is an integral part of Victoria’s essential services and public<br />

transport mix.<br />

Before the industry can move forward the appalling treatment by the Andrews’ Government of<br />

past taxi and hire car licence holders must be addressed.<br />

We must also recognise the impact on both the established drivers and new drivers entering<br />

the industry. We must tackle the irresponsible, uncontrolled release of Commercial Passenger<br />

Vehicle (CPV) licences into the Victorian market.<br />

Transport Matters proposes a<br />

number of changes to address<br />

the past misdeeds, improve<br />

taxi driver income and move<br />

to a more environmentally<br />

sustainable taxi fleet.<br />

Taxi and hire car licence holders<br />

GREENER VEHICLES<br />

The taxi industry has been leading<br />

the take up of hybrid vehicles.<br />

Transport Matters proposes<br />

that following the natural vehicle<br />

replacement process, from<br />

November 2022 it will become<br />

a licence condition to replace<br />

vehicles with a hybrid or an electric<br />

vehicle. Then from November<br />

2026 as vehicles are replaced, we<br />

should be striving to move to an<br />

all electric fleet. We have no doubt<br />

that come those time frames there<br />

will be plenty of vehicle choice<br />

and at price points to meet these<br />

proposals.<br />

The Federal and State Government<br />

must bring down the cost of<br />

electricity to encourage more take<br />

up of electric vehicles.<br />

As part of Victoria’s public<br />

transport mix we propose that<br />

the State Government should<br />

provide free charging points for all<br />

taxis which are hybrid or electric<br />

vehicles. This could be achieved<br />

by having rapid charging points on<br />

taxi ranks, taxi depots, shopping<br />

centres and at Melbourne Airport<br />

etc.<br />

This would be beneficial to the<br />

travelling public by reducing the<br />

costs of taxi travel and would be<br />

beneficial to drivers to lower their<br />

operating costs.<br />

State Government should<br />

renegotiate the very small<br />

discount that is currently given to<br />

taxi drivers by toll road operators.<br />

Transurban has recently<br />

submitted a proposal to extend<br />

their existing Citilink contract by<br />

an additional 15 years. This would<br />

give Transurban billions of extra<br />

dollars in income over the term of<br />

their contract!<br />

We propose that Transurban and<br />

East Link act as a good corporate<br />

citizen and reduce the cost of tolls<br />

by 50% to the Victorian taxi fleet.<br />

The State Government should then<br />

pick up the cost of those tolls.<br />

CPVV (previously TSC)<br />

The Commercial Passenger<br />

Vehicles Victoria Commissioners<br />

should include experienced<br />

representatives from the taxi, hire<br />

car and ride-share industries. There<br />

should also be a Commissioner<br />

with special focus on the public<br />

transport needs of those with<br />

a disability. The Chair of these<br />

Commissioners needs to be<br />

someone with significant political<br />

Canberra's taxi operators could be forgiven<br />

for thinking they an endangered species<br />

following the Australian Capital Territory's (ACT)<br />

government's decision to release another 142<br />

taxi plates when the industry is already under<br />

existential threat from Uber.<br />

The new plates are expected to net the Barr<br />

government $5000 a year each in lease fees; an<br />

eventual total of $710,000 a year. This should<br />

help offset the revenue lost when the lease fees<br />

for government-owned plates were slashed<br />

from $20,000 to $5,000 in 2015/2016.<br />

compensation is at odds with<br />

what has occurred in other<br />

jurisdictions.<br />

Victoria gave eligible owners<br />

$100,000 for their first plate and<br />

$50,000 for second, third and<br />

fourth plates.<br />

South Australia was offering<br />

$30,000 and NSW and Western<br />

Australia were offering $20,000.<br />

While these sums were well below<br />

what most plate holders had paid,<br />

they did represent a recognition that<br />

by allowing ride-share operators<br />

into what was once a tightly<br />

regulated market, governments had<br />

caused economic harm.<br />

The irony, that this harm was<br />

caused by a government that has<br />

been happy to make substantial<br />

sums of money off them for years,<br />

is not lost on Canberra's taxi plate<br />

owners.<br />

PRICE FIXERS<br />

"Over the past 10 years the ACT<br />

Government has been in the<br />

business of operating taxis by<br />

releasing taxi plates over time and<br />

becoming a major player and "price<br />

fixer," according to Mr Button.<br />

"It has shown little regard for the<br />

plate owners who invested in a<br />

product sold to them as a going<br />

concern in a regulated industry by<br />

that very same ACT Government."<br />

Mr Button, and his fellows, want<br />

the government to acknowledge<br />

plate owners had entered the<br />

industry with the reasonable<br />

expectation their interests would<br />

be protected.<br />

While the government cannot<br />

be blamed for the technological<br />

disruption that has wrought havoc<br />

on the taxi industry worldwide, it<br />

does have to take ownership of<br />

the way in which ride sharing was<br />

introduced to Canberra.<br />

Given many of the decisions that<br />

were made seem to have been less<br />

than optimal, and to the detriment<br />

of existing stakeholders, the claim<br />

for compensation seems fair.<br />

That said, it is also incumbent<br />

on taxi operators to adopt new<br />

technologies, including upgrading<br />

some of the older inventory in their<br />

vehicle fleets and adopting smart<br />

phone friendly booking services, to<br />

maximise user flexibility and make<br />

their service as competitive as it<br />

can be.<br />

Because the government lease fee effectively<br />

dictates what private plate owners can charge<br />

taxi operators to lease their plates their incomes<br />

have also plummeted.<br />

While the latest releases will be staged there<br />

is no doubt their creation will further dilute the<br />

value of ACT taxi plates which were changing<br />

hands for up to $300,000 pre-Uber.<br />

Those prices are apparently now just a memory.<br />

Within 12 months of Uber's local launch there<br />

were more than 1000 operators on local roads.<br />

The release of the extra plates, which will lift the<br />

cap to 500 from 358, is the first part of a double<br />

whammy ACT Taxi Plate Owners Association<br />

chair, Phil Button fears could bankrupt some of<br />

his members.<br />

He fears for the mental health of many, citing<br />

cases where they had broken down in despair.<br />

for NSW (TfNSW) did review the fare<br />

structure earlier this year, but determined that<br />

they would not change in <strong>2018</strong><br />

With the many changes in the New South Wales taxi and hire car industry, now known as the Point to<br />

Point Transport Industry, there have been new words and new acronyms created.<br />

We have compiled a list of the more common words and phrases now used within the NSW Point to<br />

Point Transport Industry for your information and reference.<br />

changes to fares. These included the removal<br />

of a booking fee, changes to the cleaning<br />

Tunnel northbound trips.<br />

The provision for Taxi Service Providers<br />

(TSPs) to pass on the cost of the temporary<br />

$1 Passenger Service Levy plus 10 cents GST<br />

(totalling $1.10) to their passengers was also<br />

regulated.<br />

TSPs have until 1 November <strong>2018</strong> to ensure<br />

they comply with the new requirements set<br />

out in the Point to Point Transport (Taxis<br />

and Hire Vehicles) Regulation 2017, which<br />

includes the fitment of taximeters.<br />

As far as safety goes, all taxis in NSW are<br />

required to have security cameras.<br />

Also NSW taxis that are used to provide a taxi<br />

service in Metropolitan Sydney, Newcastle or<br />

Wollongong transport district or within the<br />

Central Coast local government area, and that<br />

commenced on 1 February <strong>2018</strong> and will end in 2023. It will fund the NSW Government’s industry adjustment<br />

assistance package of up to $250 million designed to help taxi and hire car licence holders adjust to the new<br />

regulatory framework.<br />

For TSPs it means $1 for every passenger service provided where a customer hails down a taxi in the street or<br />

takes a taxi from a taxi rank.<br />

For BSPs it means $1 for every booking for a taxi or hire vehicle which results in the provision of a passenger<br />

service.<br />

The Regulation outlines safety standards that must be met by different industry participants. If a person is a<br />

responsible person for a particular safety standard, then they must ensure, so far as is reasonably practicable,<br />

that the safety standard is complied with.<br />

United Kingdom analysts<br />

GoCompare found Australia is the<br />

worst-equipped country for electric<br />

vehicles, performing poorly across<br />

several key measures.<br />

Of the 30 member nations of the<br />

International Energy Agency (IEA),<br />

Australia has the highest ratio of<br />

cars per charging points at 15.42<br />

and one of the lowest total number<br />

of public charging stations, with just<br />

476 across the country.<br />

The report stated “Additionally, there<br />

are a shocking 14.3 petrol stations<br />

to each publicly accessible electric<br />

car charging point. Australia has<br />

been one of the slowest countries<br />

to adapt to electric cars”.<br />

News Corporation reports that<br />

Behyad Jafari, chief executive of<br />

the Electric Vehicle Council, isn’t<br />

surprised and said Australia is<br />

almost a decade behind the rest of<br />

the world.<br />

“While everybody else has access<br />

to a broad range of charging<br />

infrastructure, different priced<br />

models of electric vehicles and a<br />

lot of investment supporting the<br />

industry, Australia isn’t getting any<br />

of those benefits,” Mr Jafari said.<br />

He said embracing electric cars<br />

could lead to improved public<br />

health, better energy security and<br />

increased economic activity.<br />

Aside from some “outliers” like<br />

Norway, where electric cars account<br />

for 20 per cent of new sales each<br />

year, the global average is about two<br />

per cent at the moment.<br />

“In Australia, it’s just 0.2 per cent,”<br />

Mr Jafari said.<br />

The technology is still relatively new<br />

and the price points quite high, but<br />

Australians are intrigued by electric<br />

cars.<br />

A survey conducted by Roy Morgan<br />

of more than 37,000 motorists<br />

found half would seriously consider<br />

buying a hybrid or fully electric<br />

vehicle.<br />

“There were 2284 electric vehicles<br />

sold in Australia in 2017, representing<br />

a 67 per cent increase from the<br />

previous year,” Mr Jafari said.<br />

There are now more than three<br />

million electric vehicles on the road<br />

around the world, but that figure is<br />

expected to treble in the next five<br />

years.<br />

Demand for electric<br />

cars is on the rise but<br />

consumers are nervous<br />

about the lack of charging<br />

stations.<br />

The number of electric car models<br />

available for sale in Australia has<br />

also jumped in the past year, from<br />

16 to 23.<br />

Lobby group NRMA said the<br />

looming transition to electric<br />

vehicles is inevitable, but there’s a<br />

lot of work to do.<br />

“We must now embrace the<br />

future and co-ordinate efforts<br />

across government and industry<br />

in preparation for this exciting<br />

revolution,” it said.<br />

The most important factor affecting<br />

a consumer’s decision to go electric<br />

is the state of a public recharging<br />

network, according to research by<br />

the University of New South Wales.<br />

“This was far more important than<br />

the availability of cheaper vehicles,<br />

the second most cited barrier to<br />

uptake,” research report co-author<br />

Professor Graciela Matternicht said.<br />

Another barrier to buying is charging<br />

at home. Australians who have a<br />

garage are covered, but the rising<br />

number of people who live in<br />

apartments or houses with only<br />

street parking leaves a possible gap.<br />

WHY WE’RE<br />

LAGGING<br />

"Government policy is failing to<br />

support the transition from petrol to<br />

electric cars, and each year Australia<br />

falls further behind," Mr Jafari said.<br />

“Governments apply a whole bunch<br />

of taxes to car purchasing, so what<br />

they ought to do is maybe not apply<br />

those taxes to electric vehicles for<br />

a few years. That will attract more<br />

people and help prices come down".<br />

“Around the rest of the world,<br />

governments have recognised the<br />

benefits of electric vehicles and<br />

taken action to support the change,”<br />

he continued.<br />

Prof Matternicht agrees, saying the<br />

industry alone can’t support the<br />

“electric car revolution” in Australia.<br />

“Funding infrastructure, creating<br />

industry standards, legislating to<br />

reward and cheaper less-polluting<br />

cars, and educating the public are all<br />

part of the challenge,” she said.<br />

The recently introduced passenger ban by<br />

Uber is only the tip of the iceberg as the<br />

public and platform’s own drivers continue to<br />

be disadvantaged, warns the Taxi Council of<br />

Queensland (TCQ).<br />

Earlier this week, Uber, introduced a six<br />

month ban for any of its passengers with a<br />

rating of less than four out of five. Uber, with<br />

more than 7,000 drivers on busy Brisbane<br />

roads, says it’s introducing the ban following<br />

feedback from its drivers.<br />

However, TCQ doesn’t believe the ban<br />

is being brought in through concern for<br />

its drivers as recent events around the<br />

globe show Uber continues to act with<br />

only superficial regard for the safety of its<br />

passengers and drivers.<br />

TCQ CEO, Blair Davies, is all for safeguarding<br />

drivers from abusive and dangerous<br />

passengers but believes Uber’s ban is little<br />

more than a publicity stunt which will have<br />

little real benefit.<br />

“This ban is really just another example of<br />

Uber washing its hands of responsibility<br />

for looking after its drivers,” he said. “If they<br />

were serious about addressing that issue<br />

then they would make safety technology<br />

compulsory in their vehicles, just like taxis do<br />

with their high quality tamperproof security<br />

cameras and hardwired GPS tracking.<br />

“Instead, they are introducing a temporary<br />

ban which still leaves their drivers and<br />

passengers extremely vulnerable, as this is<br />

just more window dressing and distraction<br />

rather than a serious effort to address very<br />

serious safety problems. Uber and other<br />

booked-hire platforms continue to<br />

refuse to make that investment,<br />

placing everyone at risk for the sake<br />

of profits.<br />

“Profits which do not stay in and<br />

contribute to Australia but which<br />

leach out of the country,” said Mr<br />

Davies.<br />

Yet Uber has only trialed passenger<br />

bans in Brazil, and now Australia<br />

and New Zealand. That fact,<br />

coupled with Uber’s refusal to<br />

introduce a new passenger<br />

safety report to these shores, as<br />

it has in the USA, has led TCQ to<br />

question whether the company<br />

sees its Australian operation and<br />

passengers as anything other than<br />

a cash cow.<br />

Uber will pay US$148 million<br />

to settle a USA nationwide<br />

investigation into a 2016 data<br />

breach, in which a hacker managed<br />

to gain access to information<br />

belonging to 57 million riders and<br />

drivers. The breach included names<br />

and driver’s license numbers for<br />

600,000 drivers.<br />

The investigation, led by state<br />

attorneys general across the United<br />

States, focused on whether Uber<br />

had violated data breach notification<br />

laws by not informing consumers<br />

that their information had been<br />

compromised.<br />

Rather than disclosing the breach<br />

when it occurred, Uber paid the<br />

hacker $100,000 through its bug<br />

bounty program, which financially<br />

rewards hackers for discovering and<br />

disclosing software flaws.<br />

The ride-hailing company persuaded<br />

him to delete the data and stay<br />

quiet about it with a nondisclosure<br />

agreement.<br />

The incident became public a year<br />

later when Uber’s chief executive,<br />

Dara Khosrowshahi, announced<br />

it as a “failure” and fired the two<br />

employees who had signed off on<br />

the payment.<br />

“Uber’s decision to cover up this<br />

breach was a blatant violation of<br />

the public’s trust,” Xavier Becerra,<br />

California’s attorney general, said in a<br />

statement.<br />

“The company failed to safeguard<br />

user data and notify authorities when<br />

it was exposed,” said Mr Becerra.<br />

Uber infiltrated the taxi industry in Perth in 2014.<br />

Since then the industry has become very uneven,<br />

with taxis still having to pay for their licence plate<br />

and abide by the regulations set down by the WA<br />

government, while others apply to Uber to be a<br />

driver, get into their private vehicles and ply for<br />

work.<br />

The value of taxi plates has dropped<br />

substantially over the past 4 years and the<br />

current government has introduced a Bill to<br />

parliament which proposes a 10% levy on all<br />

metropolitan On-demand vehicle trips (taxi,<br />

hire car and ride share). This levy will be<br />

implemented for four years and will fund the<br />

money necessary to buy-back taxi licence<br />

plates from owners who wish to sell them. It<br />

is envisaged that the biggest buyback will be<br />

capped at $250,000.<br />

Regional operators, vehicles with 12 seats or<br />

more, and operators who solely provided special<br />

event services, such as weddings or school balls,<br />

would be exempted from the levy. Also taxi and<br />

charter operators taking fares outside a defined<br />

Perth/Peel area will be exempt.<br />

The value of the buy-back will vary according<br />

to individual circumstances, such as monies<br />

already paid as part of the Transition Assistance<br />

Package or the Hardship Fund.<br />

The minimum buy-back amounts proposed are:<br />

• Perth metropolitan Conventional or Multi-<br />

Purpose taxi plate - $100,000.<br />

• Perth metropolitan Area Restricted plates -<br />

$40,000.<br />

• Perth metropolitan Peak Period plates -<br />

$28,000.<br />

• Authorised taxis required to<br />

public liability insurance - this<br />

will now be at the discretion of<br />

the vehicle owner.<br />

• Fees that recover the full<br />

cost of Department of<br />

Transport administration and<br />

compliance will be introduced.<br />

• An annual authorisation fee<br />

will be charged for each<br />

vehicle nominated for use as<br />

a taxi or charter vehicle.<br />

It is envisaged that the legislation<br />

will come into effect in the latter<br />

part of <strong>2018</strong>.<br />

Perth is now home to Australia's first driverless, on-demand vehicles, after<br />

the official unveiling of the Royal Automobile Club of Western Australia<br />

(RAC) Intellicar last month.<br />

Designed as a shared mobility service, the RAC Intellicar will become the<br />

newest addition to RAC’s automated vehicle program, supported by the<br />

State Government and vehicle manufacturer, NAVYA.<br />

RAC Group CEO, Terry Agnew, said the arrival of the prototype vehicle<br />

was a significant transportation milestone for both Western Australia and<br />

Australia.<br />

“How we move around is rapidly evolving and being able to test emerging<br />

vehicle technologies right here in WA will help us adapt to these changes<br />

in the safest way possible,” Mr Agnew said.<br />

“Human error is the cause of the vast majority of road deaths and serious<br />

injuries, so if we can help WA and Australia safely transition to driverless<br />

vehicles sooner, hundreds of Australian lives could be saved."<br />

“Every year, the cars we drive are becoming increasingly automated,<br />

and the adoption of these new technologies by manufacturers is only<br />

accelerating."<br />

“Over coming years, vehicle automation will become more prolific within<br />

our transport network, which is why it’s critical we conduct trials like<br />

these to better understand the potential impacts and opportunities," he<br />

continued.<br />

“Providing a way for our members and the community to get involved is<br />

central to our trials, and the feedback we’ve gathered from participants<br />

since starting this journey with the RAC Intellibus® in 2015 has been very<br />

insightful," concluded Mr Agnew.<br />

by funding crisis<br />

Adelaide‘s award-winning Managed Taxi Rank<br />

Program, accessed by 350,000 people annually,<br />

will be wound back and may be shut down if a<br />

secure funding source can’t be identified as a<br />

matter of priority.<br />

Taxi Council South Australia (TCSA) has been<br />

operating the Managed Taxi Rank Program<br />

since late 2002, providing a safe and secure<br />

environment for the public and particularly young<br />

people, to find a taxi ride home.<br />

The current funding is being phased out over<br />

the next few months, prompting some service<br />

changes while an alternative source of funding<br />

is sought.<br />

Existing funding sources used to operate<br />

the program through the provision of trained<br />

concierges and security staff on ranks including<br />

Hindley Street, Morphett Street, North Terrace<br />

(Adelaide Casino), Pulteney Street, King William<br />

Street and Glenelg are not guaranteed after<br />

November/December.<br />

The program also extends to Adelaide Oval<br />

for AFL, cricket and major events, Fringe<br />

WomAdelaide, the Cruise Ship Season and the<br />

Adelaide 500 – each of which are expected to be<br />

impacted.<br />

“Sadly, unless an alternative can be found, the<br />

Taxi Council will have to adjust and wind back<br />

the number and frequency of managed rank<br />

operations,” says TCSA President Steve Savas.<br />

“It’s just another blow for our industry which has<br />

had an incredibly tough run since<br />

the introduction of ride-share.”<br />

The Managed Taxi Rank Program<br />

was so highly regarded, that it<br />

was awarded a Certificate of<br />

Merit for Crime and Violence<br />

Prevention in 2010 by the<br />

Australian Heads of Government<br />

and the Ministerial Council<br />

for Police and Emergency<br />

Management.<br />

“If we’re forced to scale back<br />

or, worse still, shut down the<br />

program it will have serious<br />

safety consequences for the<br />

public and visitors to the city in<br />

terms of the safe dispersal of<br />

people from key entertainment<br />

precincts," said Mr Savas.<br />

“People have come to rely on<br />

the security and safety they<br />

associate with managed ranks<br />

and the public has a right to be<br />

concerned about the demise of<br />

the program," he continued.<br />

Seeking funding<br />

After the TCSA made the<br />

announcement that the loss<br />

of all current funding would<br />

mean managed ranks will likely<br />

cease to operate by the end of<br />

<strong>2018</strong>, there has been continued<br />

discussions with key people and<br />

organisations in relation to new<br />

funding sources.<br />

This has included seeking<br />

support from the State<br />

government (e.g. Transport,<br />

SA Police, Tourism & Attorney<br />

General), local government,<br />

Members of Parliament and key<br />

businesses. Despite broad in<br />

principle support for managed<br />

ranks, especially around the<br />

significant proven benefits<br />

related to safety for passengers<br />

and drivers, we unfortunately<br />

still have no confirmed new<br />

funding. The state government,<br />

in its recently released budget,<br />

confirmed there is no further<br />

government funding for Managed<br />

Taxi Ranks.<br />

The TCSA will continue to<br />

encourage alternative funding<br />

sources but in the absence of any<br />

commitment to date, it is time<br />

to restructure existing services<br />

to ensure the busiest managed<br />

ranks will be able to operate<br />

through the busy Christmas and<br />

New Year period.<br />

It will be interesting to consider<br />

the impact of the phased closure<br />

of managed ranks and if it<br />

brings greater attention to their<br />

importance in crime prevention<br />

and public safety.<br />

Managed ranks are important<br />

around Australia because of<br />

the obvious benefits we have<br />

outlined, sadly after Christmas/<br />

New Year this may no longer be<br />

the case for South Australia.<br />

Department of State Growth released a draft<br />

regulatory framework for the on-demand<br />

passenger transport industry, which is made up<br />

of common elements and options for the supply<br />

of new owner-operator taxi licences (OOTLs).<br />

• deregulation of the supply of new OOTLs;<br />

• deregulation of fares in the booked market<br />

which will allow taxi operators to set their<br />

own fares;<br />

• regulated taxi fares will still apply for<br />

the rank and hail markets, Taxi Subsidy<br />

classes will be simplified into taxis (which<br />

Uber’s launch in Darwin has already affected local<br />

cab drivers, but it isn’t the competition they’re<br />

concerned with.<br />

Darwin Radio Taxis driver George Papantonakis<br />

has been driving his taxi for 30 years and said<br />

rules and regulations needed to be fairer to keep<br />

taxis on the roads.<br />

“Uber’s wanting to start up – fair enough, we’re<br />

not scared of competition, we love competition,<br />

but do it legally and give everybody a fair go,” he<br />

said.<br />

But commercially it has also taken a toll on taxi<br />

drivers, who need the public’s support to get<br />

through the initial stages of the Uber launch.<br />

“We are down on our takings, but we’re going to<br />

get through it because we are a resilient mob up<br />

here,” Mr Papantonakis said.<br />

“We are going to persevere, as long as the public<br />

and the customers out there give us a chance to<br />

provide a service.”<br />

Mr Papantonakis said the registration fee was a<br />

big drawcard for drivers to work through Uber, but<br />

it didn’t create a fair system.<br />

“They’ve got a lower commercial licence fee – we<br />

need that same fee,” he said.<br />

“At the moment we’re paying $5000 per year, and<br />

they are paying $300 a year.”<br />

Uber has only been active in Darwin since August<br />

29 and already has at least 50 drivers on Darwin<br />

roads.<br />

Taxi companies have been battling ride-hailing<br />

companies like Uber and Lyft for years. Now, they have<br />

a new strategy: If you can't beat them join them.<br />

Dale Evans, president of Charley's Taxi, says her<br />

company recently beefed up its own app, which it<br />

developed several years ago.<br />

SCOTLAND - Scottish Borders<br />

Nearly half of all licences handed out in 2017 within the<br />

Scottish Borders Council were given to people with criminal<br />

convictions, with domestic abuse, drink driving, wilful<br />

fireraising and a litany of speeding offences listed as prior<br />

convictions on successful application forms.<br />

One licence holder has even been convicted of indecent<br />

exposure twice, and another has a criminal record for carrying<br />

a pistol in public.<br />

The company, which launched<br />

in Boston last year, requires its<br />

drivers to complete comprehensive<br />

background checks in both criminal<br />

and motor vehicle history. From<br />

there, users are allowed to pre-select<br />

the gender of their driver/passenger<br />

through their app profile.<br />

include a command centre, where<br />

rider routes are tracked, and in-ride<br />

security with the Safr SOS button,<br />

which allows riders to contact the<br />

company’s command centre, police,<br />

or a predetermined emergency<br />

EAST MALAYSIA - Labuan<br />

The Grab e-hailing service is “crushing” the taxi industry in Labuan,<br />

leaving cab drivers drowning in debt, claims Ismail Abdul Rahman,<br />

Labuan Taxi Association chairman.<br />

He said most of the taxi drivers, who had been operating for more<br />

than 30 years, were now in a quandary over the depletion of their<br />

source of income and unable to settle the monthly instalments for<br />

their taxis since Grab began operating in the duty-free-island two<br />

years ago.<br />

Labuan is a small island with nearly 200 taxis operating downtown<br />

and at the airport.<br />

Ismail said before Grab was introduced, most cab drivers were<br />

earning between RM100 (AU$33.50) and RM200 (AU$67) daily.<br />

“But after more than 800 Grab operators began operations<br />

islandwide, we can only earn RM40 (AU$13.40) to RM50 (AU$16.75)<br />

daily. Sometimes, we have to go home with no income at all … taxi<br />

drivers are losing their livelihood to Grab," said Ismail.<br />

The Labuan Taxi Association has urged the government to restrict<br />

Grab Malaysia’s operations on the island.<br />

It also applied with the state for a transportation<br />

network company license, which will allow its drivers to<br />

pick and drop-off at the same locations at Honolulu's<br />

airport that the state set aside for Uber and Lyft.<br />

She says the app will allow Charley's to reduce fares<br />

on some of its economy vehicles -- which are set by<br />

the city -- and adjust prices according to supply and<br />

demand.<br />

"Because I can charge a different fare as a TNC, I'm<br />

going to make an economy rate. I'm going to have<br />

drivers with a lower meter rate," she said. "All of it is<br />

cheaper than whatever Uber and Lyft are doing."<br />

Evans added that her app has this advantage: "I think<br />

we might be the only cab in town that has the app in<br />

Japanese," she said.<br />

But Uber said it's already available in Japanese. And<br />

both Uber and Lyft add they not only offer lower prices,<br />

but better service and convenience.<br />

Howard Higa, president of The Cab, said his company<br />

also developed a rideshare app several years ago. But<br />

he doubts that it will give his company an edge over<br />

Uber and Lyft. He said it's the rideshare company's<br />

predatory pricing that's driving cabs out of business.<br />

"Everybody says you should copy the ridesharing<br />

companies like Uber and Lyft, come up with the<br />

application and compete with them. I cannot compete<br />

with the billions of dollars that they're just basically<br />

throwing away," said Higa.<br />

Higa said he and other cab companies are asking that<br />

the city and state require Uber and Lyft to operate under<br />

the same regulations that they do.<br />

A new requirement for drivers<br />

to switch off their engines when<br />

waiting in one of the borough's air<br />

quality management areas is also<br />

set to be introduced.<br />

for planning, public safety and<br />

licensing, said: “Taxi firms play an<br />

important role in the borough and<br />

are a crucial part of our town's<br />

transport network.<br />

"It’s important that we work with<br />

local firms and regularly review<br />

the council’s Hackney Carriage<br />

Figures released by Scottish Borders Council under freedomof-information<br />

legislation show that in 2017, 155 out of the<br />

385 taxi and private-hire licences granted in the Borders were<br />

given to people with prior convictions.<br />

Speeding accounts for a large proportion of the convictions,<br />

but many are for more serious motoring offences such as<br />

drink-driving and getting behind the wheel without a licence or<br />

insurance or while disqualified.<br />

Several licence holders have also been convicted of offences<br />

of violence such as assault, domestic abuse and assaulting a<br />

police officer. One driver has even been convicted of assault<br />

four times.<br />

When a person applies for a taxi or private hire licence,<br />

councillors have the option of reviewing the application<br />

at a civic government licensing committee meeting, and<br />

that option is used mostly if Police Scotland have made<br />

representations about previous convictions.<br />

A council spokesperson said that there are no set criteria,<br />

and each application is considered on its individual merits.<br />

This includes applications for renewal. The 155 taxi licences<br />

with convictions have at some point been considered by the<br />

licensing committee.<br />

“The bulk of those licences issued are renewals where<br />

there have been no new convictions. " said the council<br />

spokesperson.<br />

“The committee would look at the details of the circumstances<br />

of the offence and would take into account how long ago the<br />

conviction or convictions took place. Committee members<br />

will also consider other matters such as how they have<br />

addressed their offending behaviour, such as attending<br />

counselling, or whether the applicant has shown remorse."<br />
