Is the $1 trip levy providing sufficient
funds to government, and are the monies
received meeting the budget forecasted?
Yet what we are hearing from
the coal face is that many, many
drivers/entities are not paying the
$1 levy to the SRO, and it appears
that the SRO is attempting to
enforce the payments, but they are
not catching everyone nor every
dollar.
The SRO told us that they have "met
with Commercial Passenger Vehicle
service providers across Victoria to
ensure they understand the levy and
their obligations."
But just because they might
understand what the SRO requires
them to do, doesn't mean that
the drivers/entities are or will be
compliant.
And the administrative costs
to drivers/entities is not to be
overlooked either. To produce
quarterly returns for the Levy is time
consuming and who pays for this?
Not the government!
The SRO says that when they
review the procedures for the levy,
after a year of operation, they may
consider changing the obligation to
report from quarterly to annually for
smaller entities.
"We will continue to engage with
providers to help them register,
lodge returns and pay the levy."
We had asked the SRO to provide
figures as to the percentage of
entities that are registered to remit
the $1 Trip Levy and the amount
received to date for it, but they
declined to share this information
with us. What we do know is that
the takings received has been
reported to Government, and
perhaps we will learn this figure in
due course.
