Hello everyone from the new issue of the new year,<br />
First of all, I wish <strong>2021</strong> to lead to good developments for all of us. This year, we are<br />
happy to welcome you with our special news studies and our interviews with the<br />
leading names of the sector…<br />
In the fight against the COVID-19 epidemic, we have been talking about treatments<br />
and measures recently. However, a crucial factor in this epidemic is: “Accurate<br />
diagnosis”. Accurate diagnosis of the disease and the reliability of the diagnosis<br />
are extremely sensitive issues. The tests used in the diagnosis of the Covid-19<br />
microbe have been questioned in terms of reliability, especially in the early days of<br />
the epidemic, and are still being questioned… Doğutan Ülgen, Head of Healthcare<br />
Development at Roche Diagnostics Turkey, answered the question marks in our<br />

Öncelikle <strong>2021</strong> yılının hepimiz için güzel gelişmelere vesile olmasını diliyorum. Bu<br />
yıl da sizi özel haber çalışmalarımız, sektörün önde gelen isimleri ile yaptığımız<br />
röportajlarımız ile karşılamanın mutluluğunu yaşıyoruz…<br />
COVID-19 salgını ile mücadelede son zamanlarda hep tedavi ve önlemleri<br />
konuşur olduk. Oysa ki bu salgında hayati öneme sahip bir etken de: ‘Doğru<br />
tanı’. Hastalığın doğru teşhis edilmesi, yapılan teşhisin güvenirliği son derece<br />
hassas bir konu. COVID-19 mikrobunun tanısında kullanılan testler, özellikle<br />
salgının ilk zamanlarında güvenilirlik açısından çokça sorgulanmıştı ve hala da<br />

The umbrella organization of chemistry industry,<br />
Istanbul Chemicals and Chemical Products<br />
Exporters’ Association (İKMİB) performed an<br />
important sectoral report that will curb imports<br />
in chemistry and play an active role in reducing<br />
the current account deficit. With the “Turkish<br />
Chemical Industry Investment Products Report”,<br />
IKMIB focused on the 157 product categories that<br />
were imported most in the field of chemistry,<br />
and set 103 strategic product areas that await<br />
domestic production moves.<br />
İKMİB, which offers a new investment projection<br />
that will significantly reduce the external<br />
dependency of 70 percent in raw materials and<br />
intermediate products in the chemical field,<br />
predicts that a total of 20.7 billion dollars of<br />
imports will be prevented by local production of<br />
priority products that will strengthen the Turkish<br />
chemical industry. The chemistry sector, which<br />
performs Turkey’s second highest export, aims to<br />
increase the export price per kilogram and reduce<br />
the current account deficit with high value-added<br />
products.<br />
As the world economy and global trade leave behind a<br />
difficult year in the shadow of the Covid-19 pandemic,<br />
the chemical industry completed 2020 with 18.3 billion<br />
dollars of exports and it performed Turkey’s second largest<br />
exports. The chemical industry, which continues to depend<br />
on imports at a rate of 70 percent in raw materials and<br />

kimya alanında en fazla ithal edilen 157 ürün<br />
kategorisini mercek altına alan İKMİB, yerli<br />
üretim hamlesi bekleyen 103 stratejik ürün<br />
alanını belirledi.<br />
Kimya alanında hammadde ve ara mamullerdeki<br />
yüzde 70 dışa bağımlılığı ciddi boyutlarda<br />
azaltacak yeni bir yatırım projeksiyonu sunan<br />
İKMİB, Türk kimya sanayine güç katacak öncelikli<br />
ürünlerin yerli olarak üretilmesiyle toplamda<br />
20,7 milyar dolarlık ithalatın önüne geçileceğini<br />
öngörüyor. Türkiye’nin en fazla ihracat<br />
gerçekleştiren ikinci sektörü olan kimya, yüksek<br />
katma değerli ürünlerle kilogram başına düşen<br />
ihracat bedelini artırmayı ve cari açığı azaltmayı<br />
hedefliyor.<br />
Dünya ekonomisi ve küresel ticaret, Covid-19 pandemisinin<br />
gölgesinde zorlu bir yılı geride bırakırken, kimya sektörü<br />
2020 yılını 18,3 milyar dolarlık ihracat ile tamamlayarak<br />
Türkiye’nin en fazla ihracat gerçekleştiren ikinci sektörü<br />
oldu. Hammadde ve ara mamullerde yüzde 70 oranında<br />
ithalata bağımlığını sürdüren kimya sektörü, 2020 yılı Ocak-<br />
Kasım döneminde 57,54 milyar dolar değerinde ithalat<br />
gerçekleştirdi. TÜİK verilerine göre 2020 yılı Ocak-Kasım<br />
döneminde kimya sektöründe toplam ithalat 57,54 milyar<br />
dolar olarak gerçekleşirken, ihracatın ithalatı karşılama<br />
oranı ise yüzde 36,2 oldu.<br />
Sektörün çatı platformu İKMİB, tüm bu veriler ışığında<br />
Türk kimya sektörünün en fazla ithal ettiği hammadde ve<br />
ara mamulleri mercek altına alan stratejik bir çalışmaya<br />
imza atarak “Türk Kimya Sektörü Yatırım Öncelikli Ürünler<br />
Raporu”nu hazırladı. Kimya sektörünün uluslararası<br />
ticarette rekabet üstünlüğü kazanmasını hedefleyen ve bu<br />
alandaki dış ticaret açığının yeni bir yerli üretim yatırımı<br />
hamlesiyle aşılacağını analiz eden İKMİB, kimya alanında en<br />
fazla ithal edilen 157 ürün kategorisi ile yerli üretim hamlesi<br />
bekleyen öncelikli 103 stratejik ürün alanını belirledi.<br />
Türk Kimya Sektörü Yatırım Öncelikli Ürünler Raporu’nda,<br />
2019 yılında ithalat değeri 50 milyon doların üzerinde olan<br />
157 adet kimyasal ürün grubu öne çıkarken, söz konusu<br />

intermediate products, imported 57.54 billion dollars in the<br />
<strong>January</strong>-November period of 2020. According to TURKSTAT<br />
data, total imports in the chemical industry in the <strong>January</strong>-<br />
November period of 2020 were 57.54 billion dollars, the ratio<br />
of exports to imports was 36.2 percent. İKMİB, the umbrella<br />
platform of the sector, prepared the “Turkish Chemical<br />
Industry Investment Products Report” by signing a strategic<br />
study focusing on the raw materials and intermediate<br />
products most imported by the Turkish chemical industry in<br />
the light of all these data. Aiming for the chemical industry<br />
to gain competitive advantage in international trade and<br />
analyzing that the foreign trade deficit in this field will be<br />
overcome with a new domestic production investment<br />
move, İKMİB has identified the most imported 157 product<br />
categories in the field of chemistry and 103 priority strategic<br />
product areas waiting for domestic production moves.<br />
As 157 chemical product groups with an import value of<br />
over 50 million dollars in 2019 standing out in the Turkish<br />
Chemical Industry Investment Products Report, it is striking<br />
that the total export of these product groups in 2019 was<br />
13.01 billion dollars, their total imports were 62.21 billion<br />
dollars and the foreign trade deficit was 49.2 billion dollars.<br />
In line with the evaluations made and the opinions received<br />
from the leading representatives of the sector, it is stated<br />
that priority should be given to 103 of these 157 product<br />
groups in investment, and it is pointed out that there are 53<br />
product groups in the V list in the Import Regime. With the<br />
new strategic production investments to be made in this 103<br />
product group, which brings a significant import burden in<br />
terms of both the sector and the current account deficit, it<br />
is aimed to prevent imports of 20.7 billion dollars in total.<br />
When the general import figure for the sector in the first 11<br />
months of 2020 is separated from the product group related<br />
to mineral oils and fuels, it is stated that the import is 31.37<br />
billion dollars, while the ratio of exports to imports increased<br />
to 53 percent.<br />
Therefore, it is vital to prioritize new and rational investments<br />
that will support the closing of the current account deficit<br />
by reducing imports in the sector. Increasing incentives in<br />
ürün gruplarının 2019 yılı toplam ihracatının 13,01 milyar<br />
dolar, toplam ithalatının 62,21 milyar dolar ve dış ticaret<br />
açığının ise 49,2 milyar dolar olduğu göze çarpıyor. Yapılan<br />
değerlendirmeler ve sektörün önde gelen temsilcilerinden<br />
alınan görüşler doğrultusunda, bu 157 ürün grubundan 103<br />
tanesine yatırımda öncelik verilmesi gerektiği belirtilirken,<br />
bu alanda İthalat Rejimindeki V listesinde yer alan 53 ürün<br />
grubu olduğuna dikkat çekiliyor. Hem sektör hem de cari<br />
açık açısından önemli bir ithalat yükü getiren bu 103 ürün<br />
grubuna yapılacak yeni stratejik üretim yatırımlarıyla<br />
birlikte toplamda 20,7 milyar dolarlık ithalatın önüne<br />
geçilmesi hedefleniyor.<br />
Sektöre ilişkin 2020 yılının ilk 11 aylık döneminde genel<br />
ithalat rakamı, mineral yağlar ve yakıtlara ilişkin ürün<br />
grubundan ayrıştırıldığında ithalatın 31,37 milyar dolar<br />
olduğu belirtilirken, ihracatın ithalatı karşılama oranının<br />
ise yüzde 53’e yükseldiği görülüyor. Dolayısıyla sektörde<br />
ithalatı azaltarak, cari açığın kapanmasına destek olacak<br />
yeni ve akılcı yatırımlara öncelik verilmesi hayati önem<br />
taşıyor. Kimya alanındaki teşviklerin artırılması da, sektörün<br />
gelişimi ve büyümesi açısından itici güç olacak.<br />
Pelister: “Yerli üretim ile ekonomiye yaklaşık 21<br />
milyar dolar katma değer sağlayabiliriz”<br />
Kimya sektöründe üretim için en fazla ithal edilen<br />
hammadde ve ara mamuller ile bu alandaki ihracatın dış<br />
ticarete ve ekonomiye olan etkilerini ele alan kapsamlı bir<br />
sektörel rapor hazırladıklarını belirten İKMİB Başkanı Adil<br />
Pelister, “Hammaddede yüzde 70 oranında dışa bağımlı<br />
olan kimya sektörümüzde ithalatı frenleyecek, ekonomiye<br />
yaklaşık 21 milyar dolarlık katma değer sağlayarak<br />
ülkemizin ortak sorunu olan cari açığın düşmesine katkı<br />
sunacak kritik bir rapor hazırladık. Türk Kimya Sektörü<br />
Yatırım Öncelikli Ürünler raporumuzda, 2019 yılında 50<br />
milyon dolar üzerinde ithalatı yapılan kimyevi ürünleri<br />

Stating that they have prepared a comprehensive sectoral<br />
report dealing with the most imported raw materials and<br />
intermediate products for production in the chemical<br />
sector and the effects of exports in this field on foreign<br />
trade and economy, Adil Pelister, Chairman of İKMİB, said<br />
, “Raw materials will also brake imports in our chemical<br />
industry, which is dependent on foreign trade by 70 percent<br />
, We prepared a critical report that will contribute to the<br />
reduction of the current account deficit, which is the<br />
common problem of our country, by providing an added<br />
value of approximately 21 billion dollars . In our Turkish<br />
Chemical Sector Investment Products report, we examined<br />
chemical products imported over 50 million dollars in 2019.<br />
We examined 157 product categories and identified 103<br />
strategic product areas that await domestic production<br />
moves. P tires and products are 41 in our sector, 22 in our<br />
organic chemicals sector, 20 in our mineral fuels, mineral<br />
oils and products sector, 14 in our pharmaceutical products<br />
sector, 11 in our various chemicals sector, 10 in our paint,<br />
varnish, ink and preparations sector, in our essential oils,<br />
cosmetics and soap sector. We have reached a total of 157<br />
product groups, 10 in our rubber and rubber goods sector, 7<br />
in our fertilizers sector, 5 in our inorganic chemicals sector,<br />
5 in our washing preparations sector, 3 in adhesives, glues,<br />
enzymes and 1 in our photography and cinema industry.<br />
Based on the evaluations made by our Association and<br />
the opinions received from our Board of Directors, subcommittee<br />
members and prominent representatives of our<br />
industry, 103 of these 157 product groups were evaluated<br />
as suitable and necessary for investment. In addition, 53<br />
products in this group are included in the V numbered list<br />
in the import regime by meeting certain conditions. So a<br />
customs tax of “up to 0 percent” is applied to this type of<br />
product with little or no production in both Turkey and 28<br />
EU members countries. We think that with the investments<br />
of our Turkish chemical industry and our sector in these<br />
products, we will increase our competitiveness in exports.”<br />
Pelister: “We aim to raise the bar in exports with<br />
qualified and high value - added production”<br />
Noting that according to the data of 2019, the import<br />
value of 103 product groups is 20 billion 715 million<br />
dollars, the export value is 3 billion 29 million dollars and<br />
has a foreign trade deficit of 17 billion 685 million dollars,<br />
Pelister said, “The 103 product groups we recommend to<br />
invest in constitute 28.47 percent of the imports of our<br />
chemical industry and it would also constitute 9.85 percent<br />
of Turkey’s overall imports. A significant portion of these<br />
priority products, which we have scrutinized in our report,<br />
appear as raw materials and intermediate products input<br />
of our industry. Polypropylene, dosed-packaged medicines<br />
and immune products, terephthalic acid, urea, polyethylene,<br />
pvc polyvinyl chloride, light oils and preparations to be<br />
subjected to special processing, blood products and the<br />
types of these products in the first 10 product groups among<br />
these 103 product groups There are raw materials and<br />
intermediate products with high import costs. Therefore,<br />

sektörümüzde 10, kauçuk, kauçuk eşya sektörümüzde<br />
8, gübreler sektörümüzde 7, anorganik kimyasallar<br />
sektörümüzde 5, yıkama müstahzarları sektörümüzde<br />
5, yapıştırıcılar, tutkallar, enzimler sektörümüzde 3<br />
ve fotoğrafçılık ve sinemacılıkta kullanılan ürünler<br />
sektörümüzde ise 1 olmak üzere toplam 157 adet ürün<br />
grubuna ulaştık. Birliğimizce yapılan değerlendirmeler ve<br />
Yönetim Kurulumuz, alt komite üyelerimiz ve sektörümüzün<br />
önde gelen temsilcilerinden alınan görüşler doğrultusunda,<br />
bu 157 ürün grubundan 103 tanesinin yatırıma uygun ve<br />
gerekli olduğu değerlendirildi. Ayrıca bu grubun içerisindeki<br />
53 ürün de, belirli koşulları sağlamak suretiyle ithalat<br />
rejimindeki V sayılı listede yer alıyor. Yani gerek Türkiye’de<br />
gerekse AB üyesi 28 ülkede üretimi az ya da hiç olmayan bu<br />
tip ürünlere “yüzde 0’a kadar” gümrük vergisi uygulanıyor.<br />
Türk kimya sektörümüzün ve sanayimizin bu ürünlere<br />
yönelik yatırımlarıyla birlikte ihracattaki rekabet gücümüzü<br />
artıracağımızı düşünüyoruz” dedi.<br />
Pelister: “Nitelikli ve yüksek katma değerli üretim<br />
ile ihracatta çıtayı yükseltmeyi hedefliyoruz”<br />
2019 yılı verilerine göre, 103 ürün grubunun ithalat<br />
değerinin 20 milyar 715 milyon dolar iken ihracat değerinin<br />
3 milyar 29 milyon dolar olduğunu ve 17 milyar 685 milyon<br />
dolarlık dış ticaret açığı verdiğini kaydeden Pelister,<br />
“Yatırım yapılmasını tavsiye ettiğimiz 103 ürün grubu, kimya<br />
sektörümüzün ithalatının yüzde 28,47’sini oluşturuyor<br />
ve Türkiye’nin genel ithalatının da yüzde 9,85’ini teşkil<br />
ediyor. Raporumuzda mercek altına aldığımız bu öncelikli<br />
ürünlerin önemli bir kısmı sektörümüzün hammadde<br />
ve ara mamul girdisi olarak karşımıza çıkıyor. Bu 103<br />
ürün grubundan ithalat değeri en yüksek olan ilk 10 ürün<br />
grubunda polipropilen, dozlandırılmış-ambalajlanmış<br />
ilaçlar ve bağışıklık ürünleri, tereflatik asit, üre, polietilen,<br />
pvc polivinil klorür, özel işleme tabi tutulacak hafif yağlar ve<br />
müstahzarları, kan ürünleri ve bu sayılan ürünlerin çeşitleri<br />
gibi ithalat bedeli bir hayli yüksek hammadde ve ara<br />
mamuller bulunuyor. Dolayısıyla bu ürünlerin Türkiye’de<br />
üretilmesi ile kimya sektörümüzün dışa bağımlılık oranı<br />
büyük ölçüde azalacak. Sanayi yatırımına uygun olan<br />
öncelikli ürünlere yapılacak stratejik yatırımlarla birlikte<br />
kimya sektörümüzün ihracatı ve kilogram başına düşen<br />
ihracat bedeli daha da yükselecek. Böylece yüksek katma<br />
değerli kimyevi mamuller ile sektörümüz dünya kimya<br />
ihracatından aldığı payı da artıracaktır” şeklinde konuştu.<br />

Pelister: “Pandemic period, we gave priority to the<br />
needs of Turkey”<br />
Evaluating the 2020 year of the chemical industry, Adil<br />
Pelister, Chairman of İKMİB, said, “The Turkish chemical<br />
industry, together with its 16 sub-sectors, is a locomotive<br />
sector that provides raw materials or semi-finished<br />
products to all production areas that direct the country’s<br />
industry. We experienced an unexpected change when<br />
the Covid-19 pandemic, which affected the whole world,<br />
was seen in our country as of March 2020. The Covid-19<br />
pandemic negatively affected the entire economic chain<br />
from production to consumption. In the first months of<br />
the pandemic, restrictions were imposed on the export of<br />
some medical, cosmetic and chemical substances in order<br />
to meet the urgent needs in our country. As İKMİB, we have<br />
made an important contribution to the removal of these<br />
restrictions. In addition, with the onset of the coronavirus<br />
in our country, there was a shortage of ethyl alcohol in the<br />
production of these products due to the intense demand<br />
for cologne and disinfectant products. Again, as İKMİB, as a<br />
result of the negotiations and initiatives we conducted with<br />
the relevant state institutions, we ensured that this problem<br />
was resolved in a short time. Turkey Exporters Assembly<br />
mobilization within the scope of the production, we have<br />
delivered 100 thousand liters of disinfectant TIM behalf<br />
of our hospitals and our Ministry of Health. As İKMİB, we<br />
provided disinfectant support to Çapa Hospital, Cerrahpaşa<br />
Hospital and Turkish Red Crescent. In addition, in order to<br />
reduce the risk of exposure of our healthcare workers to the<br />
virus and to meet the need for face protective health shields,<br />
we delivered 100 thousand health shields to our Ministry of<br />
Health, 3 thousand health shields to Gebze State Hospital<br />
and 10 thousand health shields to the Turkish Red Crescent<br />
in cooperation with the Plastic Industrialists’ Association<br />
(PAGDER).”<br />
Pelister: “We broke grounds in chemistry with<br />
digital transformation”<br />
Expressing that as İKMİB, they performed many firsts in<br />
the industry by leading the digital transformation, Pelister<br />
said, “We managed Turkey’s first virtual trade mission in the<br />
digital sector exports and the first digital award ceremony in<br />
exports. While there was a serious decline in exports in April,<br />
we ranked first as the sector with the highest export among<br />
all sectors. While the demand in some of our sub-sectors in<br />
our chemical industry decreased, there was an increase in<br />
demand in some of our sectors that contain products such<br />
as medical, pharmaceutical, disinfectant, cologne, soap.<br />
Our sub-sectors that produce products such as hygiene<br />
and cleaning, medical products, disposable plastics and<br />
packaging did not interrupt their production. Therefore, this<br />
situation made our industry less affected. We got hopeful<br />
early summer. Cases were reduced. But with the autumn,<br />

ihtiyaçlarına öncelik verdik”<br />
Kimya sektörünün 2020 yılını değerlendiren İKMİB Yönetim<br />
Kurulu Başkanı Adil Pelister, “Türk kimya sektörü, 16<br />
alt sektörüyle birlikte ülke sanayisine yön veren tüm<br />
üretim alanlarına hammadde veya yarı mamul veren<br />
lokomotif bir sektör. Tüm dünyayı etkisi altına alan<br />
Covid-19 pandemisinin Mart 2020’den itibaren ülkemizde<br />
de görülmesi üzerine beklenmedik bir değişim yaşadık.<br />
Covid-19 küresel salgını, üretimden tüketime bütün<br />
ekonomik zinciri olumsuz etkiledi. Pandeminin ilk aylarında<br />
ülkemizdeki acil ihtiyaçların karşılanması amacı ile bazı<br />
medikal, kozmetik ve kimyevi maddelerin ihracatına<br />
kısıtlama getirildi. Bu kısıtlamaların kaldırılmasında İKMİB<br />
olarak önemli bir katkımız oldu. Ayrıca koronavirüsün<br />
ülkemizde görülmeye başlaması ile birlikte kolonya ve<br />
dezenfektan ürünlerinde yaşanan yoğun talep sebebiyle<br />
bu ürünlerin üretiminde etil alkol sıkıntısı oluşmuştu.<br />
Yine İKMİB olarak ilgili devlet kurumlarımız nezdinde<br />
yürüttüğümüz görüşmeler ve girişimler neticesinde,<br />
bu sorunun da kısa sürede çözüme kavuşturulmasını<br />
sağladık. Türkiye İhracatçılar Meclisi’nin üretim seferberliği<br />
kapsamında, 100 bin litre dezenfektanı TİM adına Sağlık<br />
Bakanlığımıza ve hastanelerimize teslim ettik. İKMİB olarak<br />
da Çapa Hastanesi, Cerrahpaşa Hastanesi ve Türk Kızılay’a<br />
dezenfektan desteği sağladık. Bununla birlikte sağlık<br />
çalışanlarımızın virüse maruz kalma riskini azaltacak, yüz<br />
koruyucu sağlık siperi ihtiyacını karşılamak üzere Plastik<br />
Sanayicileri Derneği (PAGDER) iş birliği ile 100 bin sağlık<br />
siperini Sağlık Bakanlığımıza, 3 bin sağlık siperini Gebze<br />
Devlet Hastanesi’ne ve 10 bin sağlık siperini Türk Kızılayı’na<br />
teslim ettik” dedi.<br />
Pelister: “Dijital dönüşüm ile kimyada ilklere imza<br />
attık”<br />
İKMİB olarak dijital dönüşümde öncülük ederek birçok ilke<br />
imza attıklarını dile getiren Pelister, “Türkiye’nin dijital<br />
ihracatta ilk sektörel sanal ticaret heyetini ve ihracatta<br />
ilk dijital ödül törenini gerçekleştirdik. Nisan ayında<br />
ihracatta ciddi bir gerileme yaşanırken tüm sektörler<br />
arasında en fazla ihracat yapan sektör olarak ilk sıraya<br />
çıktık. Kimya sektörümüzde bazı alt sektörlerimizde<br />
talepte azalış olurken, medikal, ilaç, dezenfektan, kolonya,<br />
sabun gibi ürünleri barındıran bazı sektörlerimizde talep<br />
artışı oldu. Özellikle hijyen ve temizlik, medikal ürünler,<br />
tek kullanımlık plastikler, ambalaj gibi ürünleri üreten<br />
alt sektörlerimiz üretimlerine ara vermedi. Dolayısıyla<br />
bu durum sektörümüzün daha az etkilenmesini sağladı.<br />
Yaz başı umutlandık. Vakalar azalmıştı. Fakat sonbahar<br />
ile birlikte yeniden vakalar artmaya başladı. Tüm zorlu<br />
koşullara rağmen, sektörümüz 2020 yılında yapmış olduğu<br />
18,3 milyar dolarlık ihracat ile Türkiye’nin en çok ihracat<br />
gerçekleştiren ikinci sektörü konumunu korumayı başardı.<br />
2019 yılına göre ihracatımızda yüzde 11,32’lik bir kayıp oldu.<br />
Ancak pandemi dolayısıyla küresel ekonomi ve ticarette<br />
yaşanan daralmayı göz önünde bulundurduğumuzda bu<br />

the cases started to increase again. Despite all the challenging<br />
conditions, it has made our industry in 2020, 18.3 billion<br />
dollars with exports performing Turkey’s top export sector has<br />
managed to maintain its second position. Compared to 2019,<br />
there was a loss of 11.32 percent in our exports. However,<br />
considering the contraction in the global economy and trade<br />
due to the pandemic, we normally meet this loss. According to<br />
the data of the first three quarters of 2020, while the chemical<br />
industry exports in the world decreased by 23.1 percent, the<br />
Turkish chemical industry exports decreased by only 4.6 percent.<br />
The share of our industry in world exports increased and became<br />
0.7 percent. Although our industry experienced a decrease in<br />
exports due to the decrease in global energy need in the field of<br />
petrochemicals, other sub-sectors, especially plastic, cosmetics,<br />
pharmaceuticals, medical and cleaning materials, recorded a<br />
relative increase. Plastics and its products were the sub-sector to<br />
which we export the most. Our sector with the highest increase<br />
was our various chemicals sector with an increase rate of 46.61<br />
percent. The top ten countries to which we export the most<br />
were listed as Iraq, Germany, Netherlands, USA, Italy, England,<br />
Spain, Israel, Romania and Belgium. Despite the pandemic, our<br />
chemical exports to the USA increased by 12.73 percent, our<br />
exports to the UK and Belgium by over 20 percent, to Germany<br />
5.50 percent, and to Israel and Romania by over 14 percent.”<br />
“Our chemical industry export target for <strong>2021</strong> is 20,6<br />
billion dollars”<br />
Stating that they expect the economies to recover gradually<br />
with vaccination in <strong>2021</strong>, Pelister said, “However, the pandemic<br />
remains uncertain. The struggle of other countries, especially<br />
EU countries, in terms of exports, will also affect the course of<br />
our exports. Here, it is necessary to increase market diversity in<br />
order to minimize the risk. Our chemical industry, on the other<br />
hand, comes first among 27 sectors with the most exports to<br />
countries and regions every month. In <strong>2021</strong>, we will give priority<br />
to 17 target countries determined by our Ministry of Commerce,<br />
including the USA, China, Russia, India and Mexico. On the<br />
other hand, it is very important for both domestic and foreign<br />
investors to improve the investment environment with the<br />
reforms that our government will make in the fields of economy<br />
and law. We believe that new investments will increase in our<br />
chemical industry, which is also given priority in the Technology<br />
Focused Industry Move program. In addition, our Association’s<br />
efforts to establish a “Chemical Technology Center” (KTM)<br />
are continuing in order to support the R&D studies that our<br />
technology, capital and resource intensive sector needs to<br />
switch to a value-added production structure. We will start<br />
feasibility studies of KTM in the upcoming period, for which we<br />
have completed the needs analysis. We are planning to take<br />
the installation steps of the center at the end of the year. As<br />
İKMİB, in addition to the national participation organizations<br />
in <strong>2021</strong>, virtual trade delegation and purchasing delegation<br />
activities and competitions, we have some important topics<br />
such as Chemical Industry Council, European Green Consensus<br />
project, Registration of chemicals within the framework of<br />
the Regulation on Registration, Evaluation, Authorization<br />
and Restriction of Chemicals (KKDIK Regulation) applied in<br />
our country within the scope of compliance with EU REACH,<br />
compliance with UK-REACH as a result of BREXIT and the<br />
project of the Turkish cosmetics industry to enter the Chinese<br />
e-commerce market. In this context, we will continue to work<br />
with all our efforts to exceed 20.6 billion dollars in exports.”<br />

azalırken, Türk kimya sektörü ihracatı sadece yüzde 4,6<br />
azaldı. Sektörümüzün dünya ihracatındaki payı ise yükseldi<br />
ve yüzde 0,7 oldu. Sektörümüz petro kimya alanında küresel<br />
enerji ihtiyacı azalmasına bağlı olarak ihracat düşüşü yaşasa<br />
da plastik, kozmetik, ilaç, medikal ve temizlik maddeleri<br />
başta olmak üzere diğer alt sektörlerinde ise nispi bir artış<br />
kaydetti. En çok ihracat yaptığımız alt sektörümüz plastikler<br />
ve mamulleri oldu. En çok artış olan sektörümüz ise yüzde<br />
46,61 artış oranı ile muhtelif kimyasal maddeler sektörümüz<br />
oldu. En çok ihracat yaptığımız ilk on ülke ise Irak, Almanya,<br />
Hollanda, ABD, İtalya, İngiltere, İspanya, İsrail, Romanya<br />
ve Belçika olarak sıralandı. Pandemiye rağmen ABD’ye<br />
olan kimya ihracatımız yüzde 12,73, İngiltere ve Belçika’ya<br />
ihracatımız yüzde 20’nin üzerinde, Almanya’ya yüzde<br />

<strong>2021</strong> yılında aşılamayla birlikte ekonomilerin kademeli<br />
olarak toparlanmasını beklediklerini ifade eden Pelister,<br />
“Ancak pandemi belirsizliğini hala koruyor. Özellikle ihracat<br />
açısından AB ülkeleri başta olmak üzere diğer ülkelerin<br />
de pandemiyle mücadelesi ihracatımızın da seyrine etki<br />
edecektir. Burada riski minimize edebilmek için pazar<br />
çeşitliliğini artırmak gerekiyor. Kimya sektörümüz ise bu<br />
konuda her ay en fazla ülke ve bölgeye yaptığı ihracatla 27<br />
sektör arasında birinci çıkıyor. <strong>2021</strong> yılında da ABD, Çin,<br />
Rusya, Hindistan ve Meksika başta olmak üzere Ticaret<br />
Bakanlığımızın belirlediği 17 hedef ülkeye öncelik vereceğiz.<br />
Diğer yandan hükümetimizin ekonomi ve hukuk alanında<br />
yapacağı reformlar ile yatırım ortamının iyileştirilmesi hem<br />
yurt içi hem yurt dışından gelecek yatırımcılarımız açısından<br />
çok önemli. Teknoloji Odaklı Sanayi Hamlesi programında<br />
da öncelik verilen kimya sektörümüzde yeni yatırımların<br />
artacağına inanıyoruz. Bununla birlikte teknoloji, sermaye<br />
ve kaynak yoğun olan sektörümüzün katma değerli üretim<br />
yapısına geçmesi için ihtiyacı olan Ar-Ge çalışmalarına<br />
destek sağlamak amacıyla Birliğimizin “Kimya Teknoloji<br />
Merkezi” (KTM) kurma çalışmaları da devam ediyor. İhtiyaç<br />
analizini tamamladığımız KTM’nin önümüzdeki dönemde<br />
fizibilite çalışmalarına başlayacağız. Yıl sonunda merkezin<br />
kurulum adımlarının atılmasını planlıyoruz. İKMİB olarak<br />
<strong>2021</strong> yılında yapacağımız fuar milli katılım organizasyonları,<br />
sanal ticaret heyeti ve alım heyeti faaliyetleri ile yarışmaların<br />
yanı sıra kimya sektörümüz açısından gündemimizde olan<br />
diğer konular arasında Kimya Sanayi Şurası, Avrupa Yeşil<br />
Mutabakat projesi, AB REACH’e uyum kapsamında ülkemizde<br />
uygulanan Kimyasalların Kaydı, Değerlendirilmesi, İzni ve<br />
Kısıtlanması Hakkında Yönetmelik (KKDİK Yönetmeliği)<br />
çerçevesinde kimyasalların kaydının yapılması, BREXIT<br />
sonucu UK-REACH’e ayrıca uyum sağlanması ve Türk<br />
kozmetik Sektörü Çin e-ticaret pazarına giriş projesi de yer<br />

so popular. First of all, can you give information<br />
about your products?<br />
Besides nearly 40 syringe types, there are many medical<br />
products such as Insulin Syringes, Hypodermic Needles,<br />
Insulin Pen Needles, Serum Set, Extension line, and IV<br />
Cannulas in the SET Medical Product range.<br />
As SET <strong>Medikal</strong>, how do you work to differentiate<br />
yourself from competitors in the sector? What<br />
about your prominent features in this context?<br />
As a company, one of our strongest aspects is that we can<br />
produce high quality products that can sell products to the<br />
developed countries of the world. We have documented<br />
this several times with our internationally valid certificates.<br />
For example, our CE certificate was obtained from<br />
the world-renowned UK-based BSI company. Another<br />
important document as our syringe manufacturer in Turkey<br />
just as we have is the American FDA certificate.<br />
Another important feature of us is that we have a<br />
production system which follows modern technology.<br />
How did SET <strong>Medikal</strong> work during the Covid-19<br />
pandemic, which has been on the agenda of the<br />
world for almost a year?<br />
In this pandemic, we anticipated that vaccine syringes will<br />
be the most important need for us. For this reason, in 2020,<br />
we made new investments in our vaccine syringe capacity<br />
for this purpose and reached 500 million units. With this<br />
move, we became one of the top 5 companies among the<br />
companies producing vaccine syringes in the world.<br />
After the defense sector, especially with the<br />
effect of the Covid-19 epidemic, the health<br />
sector has become one of the prominent ones<br />
in ‘Domestic and National Production’. As a<br />
domestic producer of the medical sector, how do<br />
you evaluate this process in terms of production<br />
and export?<br />
Many medical materials can be produced in our country.<br />
In this process, the flexibility and entrepreneurship of our<br />
industrialists came to the fore. Our people gave very good<br />
examples of how they can use the available resources<br />
quickly. We all observed that even in other developed<br />
countries, there is no problem in our country for supplies<br />
that are problematic. This epidemic has revealed the<br />
need for alternative companies / countries, especially<br />
in developed countries that import disposable medical<br />
consumables. It started to be exported to many countries,<br />
such as advanced respirators, protective equipment, mask<br />
and gowns. Our country and our companies have turned<br />
this into a good opportunity. These days, the opportunity<br />

Yaklaşık bir yıldır neredeyse tüm dünyanın<br />
gündeminden düşmeyen Covid-19 pandemisi<br />
boyunca SET <strong>Medikal</strong> nasıl çalışmalar yaptı?<br />
Bu pandemide bizim açımızdan doğacak olan en önemli<br />
ihtiyaç malzemesinin aşı şırıngaları olacağını öngördük. Bu<br />
nedenle 2020 yılında bu amaca yönelik olarak Aşı şırıngası<br />
kapasitemize yeni yatırımlar yaparak 500 milyon adede<br />
ulaştık. Bu halimiz ile dünyada aşı şırıngası üreten firmalar<br />
içinde ilk 5 firma arasına girdik.<br />
Savunma sektöründen sonra özellikle Covid-19<br />
salgınının da etkisiyle birlikte ‘Yerli ve Milli<br />
Üretim’de sağlık sektörü öne çıkanlar arasına<br />
ismini yazdırdı. Siz medikal sektörünün yerli<br />
bir üreticisi olarak bu süreci üretim ve ihracat<br />
açısından nasıl değerlendiriyorsunuz?<br />
Ülkemizde birçok medikal malzemenin üretimi<br />
yapılabilmektedir. Bu süreçte sanayicimizin esnekliği ve<br />
girişimciliği öne çıktı. İnsanlarımız var olan kaynakları<br />
hızlıca nasıl kullanabileceklerinin çok güzel örneklerini<br />
verdiler. Diğer gelişmiş ülkelerde dahi temini sorun olan<br />
malzemelere ülkemizde hiçbir sıkıntı yaşanmadığını<br />
hep birlikte gözledik. Bu salgın özellikle tek kullanımlık<br />
medikal sarf malzemelerini ithal eden gelişmiş ülkelerde<br />
alternatif firma / ülke ihtiyacını ortaya çıkardı. Birçok ülkeye<br />

gelişmiş solunum cihazlarından, koruyucu ekipmanlardan<br />
maske önlük gibi malzemelerin ihraç edilmeye başlandı.<br />
Ülkemiz ve firmalarımız bunu güzel bir fırsata dönüştürdü.<br />
Bu günlerde uzun dönemli bir iş modelini geliştirme<br />
fırsatı ortaya çıkmıştır. Eğer uygun kalitede ürün ve<br />
hizmet verebilirsek gelecekte ciddi bir ihracat potansiyeli<br />
yakalayabiliriz.<br />

As we consider this difficult process from the<br />
point of view health sector in Turkey and the<br />
world, what are your evaluations on the subject,<br />
your predictions for the future process and your<br />
suggestions to the sector?<br />
This Covid-19 pandemic has once again demonstrated that<br />
the Healthcare sector has the most strategic importance.<br />
When necessary, it can even get ahead of the defense<br />
industry.<br />
The sector basically consists of four main components.<br />
1. Medical Personnel<br />
2. Health Facilities<br />
3. Medicine<br />
4. Medical Device<br />
While our country is in a very good condition in the first<br />
three of these, it is far from where it should be in terms of<br />
Medical Equipment (Medical Device).<br />
Although the potential to do this is strong, only 20% of the<br />
medical materials used in practice are produced locally.<br />
Despite the many support given for localization, the desired<br />
point could not be reached. Both the Medical Device<br />

Ülkemiz bunların ilk üçünde oldukça iyi durumda iken<br />
<strong>Medikal</strong> Malzeme (Tıbbi Cihaz) konusunda henüz olması<br />
gereken yerden çok uzaktadır.<br />
Her ne kadar bunu yapma potansiyeli güçlü olsa da pratikte<br />
kullanılan medikal malzemenin sadece % 20 gibi bir kısmını<br />
yerli olarak üretilmektedir.<br />
Yerlileşme konusunda birçok destek verilmesine rağmen<br />
istenilen noktaya bir türlü gelinememiştir. Bunda hem<br />
Tıbbi Cihaz alım politikalarının hem de bir master plan<br />
eksikliğinin payı büyüktür.<br />
Bizce devletimiz bir teşvik verecekse o ürünün ülkemizde<br />
üretim ve kapasite yeterliliğine bakarak ve bunu ciddi<br />
ölçüde denetleyerek desteklemelidir.<br />
Ne yazık ki yeni bir yatırım yapılırken kolay yol<br />
seçilmektedir. Girişimciler Tıbbi Cihazın çok geniş bir ürün<br />
yelpazesinden Türkiye’de çok kullanılan ancak üretilmeyen<br />
bir ürün seçip üretmek yerine hâlihazırda üretilen ürünleri<br />
üretmeyi seçmektedirler.<br />

In our opinion, if our state will give an incentive, it should<br />
support that product by looking at its production and<br />
capacity adequacy in our country and controlling it to a<br />
great extent.<br />
Unfortunately, the easy way is chosen when making a new<br />
investment. Entrepreneurs choose to produce products<br />
manufactured already in place to produce a wide range of<br />
products from medical device commonly used in Turkey,<br />
but not manufactured by selecting a product.<br />
As a result of this, the self-sufficiency of our country does<br />
not increase, companies either compromise on quality or<br />
cannot continue their commercial life by forcing each other<br />
in severe competition conditions.<br />
The main issue here is not to make products but to be an<br />
alternative in sufficient quality and service.<br />
Finally, could you tell us about your future plans<br />
and projects, your target markets?<br />
As SET <strong>Medikal</strong>, we will continue to be a pioneer by<br />
investing in our main line of business. To do this, we will<br />
invest especially in our employees and add a wider range of<br />
high value-added products to our structure.<br />
Our company has a strong R&D infrastructure and an<br />
experienced team. In this context, it will continue to create<br />
value at the point of new product developments and<br />
improvement of existing products.<br />
Of course, our main motivation will be to produce high<br />
quality products at a competitive price for the developed<br />
countries of the world.<br />
What would you like to add further?<br />
As Medical Device Manufacturers, we are companies that<br />
are well controlled, follow high technology and are aware<br />
of the direct impact on human health. Trust and preference<br />
of the people of our country for us and therefore our<br />
industry will take us to much better places.<br />

What role does tests play in combating COVID-19?<br />
What tests have been developed? Can you give<br />
information about the features of these tests?<br />

COVID-19 ile mücadelede testlerin rolü nedir?<br />
Hangi testler geliştirildi? Bu testlerin özellikleri<br />
hakkında bilgi verebilir misiniz?<br />
Doğru tanı yöntemlerinin güvenilirliğine dayanan etkili<br />
tedaviler, hastalara ve hasta yakınlarına umut olur ve belki<br />
de en önemlisi, gelecekte yaşanabilecek hastalıkların<br />
önlenebilmesini sağlar. “In-vitro” olarak tanımladığımız<br />
vücut dışı tanı çözümleri uzun süredir sağlık alanının<br />
“sessiz destekçisi” olarak biliniyor ve toplam sağlık<br />
harcamalarının sadece yüzde 2’sini oluştururken, alınan<br />
klinik kararların ise yüzde 70’ine rehberlik ediyor.<br />
Bu açıdan bakıldığında hekim ve klinisyenlerin doğru tedavi<br />
kararlarını verebilmesi, kamunun sağlık harcamalarının<br />
verimli yönetilmesi ve en önemlisi de hastalıkların tedavi<br />
edilmesi ve hatta önlenmesi açısından tanı süreçleri ve<br />
testler kritik önem taşıyor. COVID-19 salgını sürecinde<br />
de hızlı ve doğru tanının tedavi zincirindeki önemi bir kez<br />
daha anlaşıldı. Sağlık sistemlerinin salgına hızlı ve etkili<br />
müdahalesinde hızlı ve doğru sonuç veren tanı yöntemleri<br />
kritik öneme sahip oldu.<br />
Pandemi sürecinin iyi bir şekilde yönetilebilmesi için kimi<br />
zaman hastalardan alınan örnekler laboratuvar ortamında<br />
cihazlar kullanılarak analiz edilirken kimi zaman ise<br />
cihazlara erişimin kısıtlı olduğu alanlarda ya da çok hızlı<br />
sonuç alınması gereken durumlarda kart formatındaki<br />
hızlı hastabaşı testler kullanılabiliyor. Pandemi sürecinde<br />

systems guiding 70 percent of clinical decisions and yet<br />
constituting only 2 percent of total health expenditures.<br />
From this point of view, diagnostic processes and tests<br />
are critical for physicians and clinicians to make the right<br />
treatment decisions, to efficiently manage public health<br />
expenditures, and most importantly, to treat and even<br />
prevent diseases. During the COVID-19 outbreak, the<br />
importance of fast and accurate diagnosis was once again<br />
understood. Diagnostic solutions that deliver fast and<br />
accurate results had a critical importance in the rapid and<br />
effective response of healthcare systems to the pandemic.<br />
To better manage the pandemic, sometimes samples<br />
taken from patients are analyzed using devices in the<br />
laboratories, and sometimes point of care test can be used<br />
in situations where access to devices is limited or in cases<br />
where very fast results are required. You can find detailed<br />
information about the tests that are used during the<br />
pandemic below:<br />
PCR test: It is a molecular test that is used to detect the<br />
SARS-CoV-2 virus that causes COVID-19. PCR tests detect<br />
the genetic material of the virus. The positive result of the<br />
test is an important indicator of the presence of the virus in<br />
the body.<br />
Antibody test: Antibody tests determine whether patients<br />
exposed to the virus that causes COVID-19 have developed<br />
antibodies against SARS-CoV-2. In this respect, it enables<br />
us to understand our body’s response to the virus. It also<br />
helps identify people who have been infected with the<br />
virus in the past but did not show symptoms.<br />
SARS-CoV-2 & Influenza A / B PCR test: COVID-19 and<br />
flu may show similar symptoms. This test distinguishes<br />
between SARS-CoV-2 virus and Influenza A / B. According<br />
to the results of this test, physicians can quickly make the<br />
right treatment decision by distinguishing between flu and<br />
COVID-19, which have similar symptoms.<br />

PCR testi: COVID-19’a neden olan SARS-CoV-2 virüsünü<br />
tespit etmek amacıyla kullanılan moleküler testtir. PCR<br />
testleri, virüsün genetik materyalini tespit eder. Testin<br />
pozitif sonuçlanması bireyde virüsün varlığını gösteren<br />
önemli bir bulgudur.<br />
Antikor testi: Antikor testleri, COVID-19’a yol açan virüse<br />
maruz kalmış hastaların SARS-CoV-2’ye karşı antikor<br />
geliştirip geliştirmediğini saptar. Bu yönüyle vücudumuzun<br />
virüse karşı verdiği yanıtı anlamamızı sağlar. Ayrıca virüs<br />
ile geçmişte enfekte olmuş ancak semptom göstermemiş<br />
kişileri tanımlamaya da yardımcı olur.<br />
SARS-CoV-2 & İnfluenza A/B PCR testi: COVID-19 ile grip<br />
benzer semptomlar gösterebilir. Bu test, SARS-CoV-2<br />
virüsü ile grip virüsü olarak da bilinen İnfluenza A/B’yi<br />
birbirlerinden ayırt etmeye yarayan bir testtir. Hekimler de<br />
bu moleküler testin sonucuna göre, belirtileri benzeyen<br />
grip ve COVID-19’u birbirinden ayırt ederek, hızlı bir şekilde<br />
doğru tedavi kararını verebilirler.<br />
Anti-SARS-CoV-2 S kantitatif antikor testi: Bu test, SARS-<br />
CoV-2 virüsüne maruz kalmış hastalarda virüsün Spike<br />
proteinine karşı geliştirilen antikorları tespit etmeye yönelik<br />
kantitatif, yani antikorun konsantrasyonunu belirleyen<br />
bir testtir. Bir toplulukta SARS-CoV-2’ye karşı antikor<br />
geliştiren kişilerin belirlenmesine yardımcı olur. Virüsün S<br />
(Spike) antijenine karşı gelişen antikorların ve miktarının<br />
tespiti aşı klinik çalışmalarında, uygulamalarında ve ayrıca<br />
plazma tedavisinin optimize edilmesinde kullanılabilir.<br />
Hızlı antikor testi: Laboratuvar altyapısına ve analiz cihazına<br />
ihtiyaç duyulmadan sağlık profesyonellerince hastabaşında<br />
gerçekleştirilebilen ve parmaktan alınan bir kan örneği<br />
ile kısa bir süre içerisinde sonuç veren SARS-CoV-2 Hızlı<br />

Anti-SARS-CoV-2 S quantitative antibody test: This test is<br />
a quantitative test that determines the concentration of<br />
antibody, that is, to detect antibodies developed against<br />
the spike protein of the virus in patients exposed to<br />
the SARS-CoV-2 virus. It helps identify people who have<br />
developed antibodies against SARS-CoV-2 in a community.<br />
Detection of antibodies against the S (Spike) antigen of<br />
the virus and their amount can be used in vaccine trials,<br />
applications, and also in optimizing plasma therapy.<br />
Rapid antibody test: The SARS-CoV-2 Rapid Antibody Test<br />
is a point of care test, which should be performed by a<br />
healthcare professional without the need of laboratory<br />
infrastructure. It gives results in a short time with a blood<br />
sample taken from the finger and determines whether the<br />
person has had SARS-CoV-2 infection before.<br />
Rapid antigen test: The rapid antigen test is used as an<br />
alternative to detect the virus, especially in areas where<br />
access to PCR testing and to laboratories is limited. It is<br />
a test that can be done at the PoC in the presence of a<br />
healthcare professional and there is no need for a device.<br />
The SARS-CoV-2 Rapid Antigen Test also allows quick<br />
decisions about whether patients should be quarantined or<br />
not, and rapid testing of people known to have contacted<br />
with a person infected with SARS-CoV-2.<br />
What were the most important factors that<br />
enabled the tests to be implemented quickly?<br />
Roche Diagnostics plays an important role in the fight<br />
against the COVID-19 pandemic. In order to fulfill our<br />

closely with the official authorities, healthcare providers,<br />
healthcare professionals and all other individuals and<br />

<strong>2021</strong> COVID-19 alanındaki testlerde hangi<br />
başlıklar ön plana çıkacak, gündeminizde neler<br />
olacak?<br />
Gelişmiş tanı yöntemleri ile, bugünün ve geleceğin<br />
ihtiyaçlarına en hızlı çözümleri sunabilmek hedeflenir. Yıl<br />
içerisinde COVID-19 salgınının seyri ve bu seyir dahilinde<br />

çözümlerini şekillendirecek unsurlar olacak. Mevsimsel<br />
grip vakalarının görülmeye başlandığı dönemde sağlık<br />

olmak amacıyla geliştirilen bir test olan SARS-CoV- 2 &<br />
İnfluenza A/B PCR testi de bunun önemli bir örneği.<br />
Bu doğrultuda <strong>2021</strong> yılında hastalığın seyrine bağlı olarak<br />
etkin enfeksiyonların tanısı ve yönetimine yönelik gücünü<br />
yeni teknolojilerden alan test uygulamaları görebiliriz. Yine<br />
aynı faktöre bağlı olarak testlerin uygulanacağı konumların<br />
çeşitlenmesi de gündeme gelebilir. Zira farklı sağlık<br />
altyapıları, farklı araçların kullanımını gerekli kılabilir.<br />
Önümüzdeki süreçte şüphesiz ki aşı çalışmaları dünyanın<br />
en önemli gündemi olmaya devam edecek. Bu çalışmalar<br />
kapsamında, bir toplulukta SARS-CoV-2’ye karşı antikor<br />

management of effective infections. Again, depending<br />
on the same factor, the locations where the tests will<br />
be applied may be diversified as different healthcare<br />
infrastructures may require the use of different tools.<br />
Undoubtedly, vaccination studies will continue to be the<br />
most important agenda of the world in the upcoming<br />
period. Within the scope of these studies, Anti-SARS-<br />
CoV-2 S quantitative antibody tests, which help identify<br />
people who develop antibodies against SARS-CoV-2 in<br />
a community, will provide us valuable data on vaccine<br />
response and will contribute significantly to vaccine<br />
studies.<br />
Another important item on the agenda is the recent<br />
mutation of the corona virus. Although we have very<br />
limited information on this subject, we can say that the<br />
mutated virus has not yet caused a performance loss in our<br />

In what ways do diagnostic methods and tests<br />

policies?<br />
Tests help us determine how common and intense a<br />
disease is. The data obtained from these tests make it<br />
easier for public authorities to decide which treatment will<br />
be applied with which resources. It also guides decisions<br />
regarding healthcare infrastructures and technologies.<br />
We are at the forefront of collaboration across the<br />
healthcare industry during COVID-19 and are working<br />
with governments to further accelerate the development<br />
of new diagnostic solutions and treatments for patients.<br />
In this process, in our country, we have established<br />
continuous communication with the Ministry of Health,<br />
Medicines and Medical Devices Agency and the General<br />
Directorate of Public Health. Within the framework of<br />
our expertise and competencies, the most important<br />

Testler; hastalığın hangi bölgelerde, ne kadar yaygın<br />
ve yoğun olduğunun saptanmasına yardımcı oluyor. Bu<br />
testlerden elde edilen veriler, kamu otoritelerinin hangi<br />
tedavinin hangi kaynaklarla uygulanacağı konusunda<br />
planlama yapabilmesini kolaylaştırıyor. Ayrıca sağlık<br />
altyapıları ve teknolojilerine yönelik kararlara da rehberlik<br />
ediyor.<br />
COVID-19 sürecinde sağlık endüstrisi genelinde yapılan<br />
iş birliğinin ön saflarında yer alıyoruz ve hastalar için<br />
yeni tanı testleri ve tedaviler geliştirme sürecini daha da<br />
hızlandırmak adına kamu kuruluşlarıyla birlikte çalışıyoruz.<br />

What has changed in terms of “diagnostic tools”<br />
in the healthcare industry during the COVID-19<br />
outbreak?<br />
The importance of preventing diseases with diagnostic<br />
solutions was actually a known fact. However, with the<br />
pandemic, the awareness about diagnostic processes<br />
increased at the social level. With COVID-19, we started to talk<br />
about diagnostics tests daily. In fact, prevention is much more<br />
critical and less costly than treatment. Perhaps, this is the most<br />
important and positive gain that the pandemic will bring to the<br />
healthcare sector. As we to talk about screening and testing<br />
processes more and more, the decision-makers can change<br />
their approach as a result of this change in social mentality.<br />
Therefore, it will be very important to increase investments<br />
in the prevention process of the disease, namely the<br />
diagnostic infrastructure, rather than the treatment process<br />
of diseases. Focusing on the prevention of diseases will be a<br />
much more rational approach to contribute to public health.<br />
Our greatest chance is that investment in infrastructure is<br />
compulsorily prioritized in many countries with poor diagnostic<br />
infrastructure during the pandemic. Since these infrastructures<br />
will be available when the pandemic ends, many diseases can<br />
be prevented with regular screening and tests.<br />
COVID-19 salgını boyunca sağlık sektöründe<br />
“tanı araçları” açısından ne değişti?<br />
Hastalıkların tedavi aşamasına gelinmeden tanı<br />
çözümleriyle önlenebilmesini sağlamanın önemi<br />
aslında bilinen bir gerçekti. Ancak pandemi ile birlikte<br />
tanı süreçlerine yönelik bu bilinç toplumsal seviyede<br />
arttı. COVID-19 ile birlikte her gün test sayılarını<br />
ve hangi testin, ne için uygulanması gerektiğini<br />
konuşmaya başladık. Aslında hastalıklardan korunmak,<br />

Market Surveillance and Control (MSC) is an important piece<br />
of the European regulatory framework for medical devices.<br />
Medical Device Regulation (MDR) attaches particular<br />
importance to clinical and safety data collection after<br />
approval / CE certification process and even placement on<br />
the market.<br />
Since certain risks arise only when medical devices are used,<br />
stored, transported, or cleaned; product performance<br />
monitoring for products bearing CE marking is crucial in<br />
systemically identifying risks in the practical use of the<br />
products. Manufacturers can only ensure the safety of<br />
medical devices and the prevention of noncontrolable risks<br />
such as defects or unidentifiable safety issues through<br />
constant and systematic post-market surveillance and<br />
control.<br />
1. What is post-market surveillance and control?<br />
MDR (Article 2 (60)) defines post-market surveillance and<br />
control as a proactive and systematic process implemented<br />
and applied by manufacturers (along with other economic<br />
operators) in order to realize corrective and preventive<br />

PGD sisteminin amacı, tüm kullanım ömrü boyunca<br />

monitoring and reporting of incidents regarding medical<br />
devices allows for the identification of issues in medical<br />
device design, production or use and consequently boosts<br />
patient safety.<br />
The purpose of the MSC system is to actively collect,<br />
record, and analyze data pertaining to the quality,<br />
performance, and safety of a device throughout its<br />
lifetime. This allows for manufacturers to constantly<br />
update their risk-benefit assessment and launch necessary<br />
measures without delay. Manufacturers are obligated to<br />
collect and assess medical devices and all the information<br />
thereon from their competitors.<br />
2. What is the difference between MSC and<br />
precaution?<br />
Vigilance is but a part of the MSC system because it<br />
refers to the reporting of (serious) incidents, field safety<br />
corrective actions, and recall reporting. MSC is a reactive<br />
system dealing with incidents rather than the proactive<br />
collection of data. Part 2 of Chapter VII of the Medical<br />
Devices Regulation on vigilance outlines the incidents<br />
manufacturers should report to the competent authorities<br />
and how said reports shall be presented. Moreover, it<br />
requires manufacturers to analyze prudential data.<br />
The additional guidance on the existing vigilance system<br />
within the scope of the Medical Devices Regulation was<br />
published in July 2019.<br />
3. What are the obligations of the manufacturers<br />
within the scope of marketed products?<br />
Conformity assessment procedures for the obtainment<br />
of CE marking, as summarized in Annexes IX and XI,<br />
require manufacturers to create and sustain a post-market<br />
surveillance process proportional to the risk class and<br />
type of device. This means that post-market surveillance<br />
is required regardless of medical device classification,<br />

Teyakkuz, PGD sisteminin yalnızca bir parçasıdır, çünkü<br />
(ciddi) olayların, saha güvenliği düzeltici eylemlerinin ve geri<br />
çağırmaların raporlanmasına atıfta bulunur. PGD verilerinin<br />
proaktif olarak toplanmasından ziyade olaylarla ilgilenen<br />
reaktif bir sistemdir. Tıbbi Cihazlar Yönetmeliği Bölüm<br />
VII’nin teyakkuzla ilgili 2. Bölümü, üreticilerin ilgili yetkili<br />
makamlara rapor etmesi gereken olayları ve bu raporların<br />
nasıl sunulacağını tanımlar. Ayrıca, üreticilerin ihtiyat<br />
verilerini analiz etmelerini gerektirir.<br />
Tıbbi Cihazlar Yönetmeliği kapsamında halihazırda<br />
işlemekte olan vijilans sistemiyle ilgili ek rehber Temmuz<br />
2019’da yayınlandı.<br />
3. Üreticilerin piyasaya sunulan ürünler<br />
kapsamında olan yükümlülükleri nelerdir?<br />
CE işareti almak için uygunluk değerlendirme prosedürleri,<br />
Ek IX ila XI’de özetlendiği gibi, üreticilerin risk sınıfı ve<br />
cihazın türü ile orantılı bir pazar sonrası gözetim süreci<br />
oluşturmasını ve sürdürmesini gerektirir. Bu, tıbbi cihazın<br />
sınıflandırmasına bakılmaksızın pazar sonrası gözetim<br />
gerekli olduğu anlamına gelir, ancak gereksinimlerin<br />
ayrıntıları farklılık gösterir.<br />
Üreticiler, piyasaya arz sonrası gözetim ve denetim<br />

Manufacturers must base their post-market surveillance<br />
and control systems on a post-market surveillance plan<br />
(Article 84) which is a part of the technical documentation<br />
and which proves conformity with regulation requirements.<br />
Annex III stipulates the requirements and content of the<br />
post-market surveillance plan as follows:<br />
• Effective and appropriate methods and processes to<br />
assess the collected data;<br />
• Appropriate indicators and threshold values to be utilized<br />
in the constant reevaluation of the risk-benefit analysis and<br />
risk management as referenced under Annex I Chapter 3;<br />
• Effective and appropriate methods and tools to<br />
investigate grievances and analyze market experiences<br />
gathered in the field;<br />
• Methods and protocols towards managing incidents<br />
subject to the tendency report as foreseen under Article<br />
88 including methods and protocols to be utilized in<br />
identifying any statistically meaningful increase in the<br />
frequency or severity of incidents also throughout the<br />
observation period;<br />
• Methods and protocols for establishing effective<br />
communication with competent authorities, certified<br />
bodies, economic operators, and users;<br />
• Referring to procedures for the fulfillment of<br />
manufacturer’s obligations stipulated under Articles 83, 84,<br />
and 86;<br />
• Systematic procedures towards identifying and launching<br />
appropriate measures including corrective actions;<br />
• Effective tools to monitor and identify devices which may<br />
require corrective measures;<br />
• and post-market Clinical Monitoring plan as mentioned in<br />
Part B of Annex XIV are required.<br />
4. What is a post-market surveillance report?<br />
Manufacturers of class i medical devices (including Is,<br />
Im, and Ir classes) are required to produce a post-market<br />
surveillance report to summarize the results of the data<br />
collected as defined in the PMS plan. The report contains<br />
the logic and explanation behind the preventive and<br />
corrective actions taken and should be updated when<br />
necessary.<br />
5. When is the periodic Safety Update Report<br />
“PSUR” required?<br />
Periodic Safety Update reports are required of class<br />
IIA, Class IIB, and Class III device manufacturers. In this<br />
report, the results of the analysis of PMS data should be<br />
summarized, and preventive and also corrective actions<br />
should be identified and explained. PSUR should include<br />
the results of risk-benefit analysis, the main findings of<br />
post-market clinical follow-up, and the volume of sales of<br />
the device, along with information about the population<br />
using the device.<br />
PSUR is part of the technical documentation and must be<br />
updated regularly: at least every two years for class IIA<br />
devices and once a year for Class IIB and Class III devices.<br />

• Yetkili makamlar, onaylanmış kuruluşlar, ekonomik<br />
operatörler ve kullanıcılar ile etkili bir şekilde iletişim<br />
kurmak için yöntemler ve protokoller;<br />
• 83, 84 ve 86. maddelerde belirtilen imalatçı<br />
yükümlülüklerini yerine getirmek için prosedürlere atıfta<br />
bulunmak;<br />
• Düzeltici eylemler dahil olmak üzere uygun önlemleri<br />
belirlemeye ve başlatmaya yönelik sistematik prosedürler;<br />
• Düzeltici önlemlerin gerekli olabileceği cihazları izlemek<br />
ve tanımlamak için etkili araçlar;<br />
• ve Ek XIV Bölüm B’de bahsedildiği gibi piyasaya arz<br />
edildikten sonra Klinik İzleme planı gerekir.<br />
4. Piyasaya arz edildikten sonra gözetim raporu<br />
nedir?<br />
Sınıf I tıbbi cihaz üreticilerinin (Is, Im ve Ir sınıfları<br />
dahil) PMS planında tanımlandığı gibi toplanan verilerin<br />
sonuçlarını ve sonuçlarını özetlemek için bir pazar sonrası<br />
gözetim raporu hazırlamaları gerekir. Rapor, alınan önleyici<br />
ve düzeltici eylemlerin arkasındaki mantığı ve açıklamayı<br />
içerir ve gerektiğinde güncellenmesi gerekir.<br />
5. Periyodik Güvenlik Güncelleme Raporu “PCGR”<br />
ne zaman gereklidir?<br />
Sınıf IIa, sınıf IIb ve sınıf III cihaz üreticilerinden Periyodik<br />
Güvenlik Güncelleme Raporu gereklidir. Bu raporda, PMS<br />
verilerinin analizinin sonuçları ve sonuçları özetlenmeli<br />
ve önleyici ve ayrıca düzeltici eylemler tanımlanmalı ve<br />
açıklanmalıdır. PGGR, cihazı kullanan nüfus hakkındaki<br />
bilgilerle birlikte, fayda-risk belirleme sonuçlarını, pazar<br />
sonrası klinik takibin ana bulgularını ve cihazın satış<br />
hacmini içermelidir.<br />
PGGR teknik dokümantasyonun bir parçasıdır ve düzenli<br />
olarak güncellenmelidir: sınıf IIa cihazlar için en az iki yılda<br />
bir ve sınıf IIb ve sınıf III cihazlar için yılda bir.<br />
Sınıf III cihazların (Madde 92’de atıfta bulunulan piyasa<br />
sonrası gözetim ve teyakkuz elektronik sistem aracılığıyla)<br />
onaylanmış kuruluşa sunulmalıdır. Onaylanmış kuruluş<br />
değerlendirmesini rapora ekler ve her iki belge de<br />
elektronik sistem üzerinden yetkili makamlara sunulur.<br />
İmplante edilebilir cihazların ve sınıf III cihazların<br />

Class III devices must be submitted (via the post-market<br />
surveillance and electronic vigilance system referred to<br />
in Article 92) to the notified body. The notified body adds<br />
its assessment to the report and both documents are<br />
submitted to the competent authorities via the electronic<br />
system. Manufacturers of implantable devices and Class III<br />
devices are also required to use PMS data to update their<br />
safety and clinical performance summaries as outlined in<br />
Article 32.<br />
Manufacturers must provide PSUR of Class IIA and Class IIB<br />
devices to their notified bodies and, upon request, to the<br />
competent authorities.<br />
6. What is post-market Clinical Follow-up of<br />
devices?<br />
Clinical Follow-up is the systematic collection of clinical<br />
data to answer important questions about the safety or<br />
performance of a medical device and to update its clinical<br />
assessment.<br />
Post-market surveillance data and information should<br />
be included in the post-marketing section of the Clinical<br />
Assessment Report. The process of constantly updating<br />
clinical assessment with these data is called Clinical<br />
Monitoring after it has been introduced to the market and<br />
is outlined in Annex XIV Part 2. Medical devices require<br />
manufacturers to proactively collect and evaluate clinical<br />
data from the end users of their devices to verify safety<br />
and performance over the expected life of the device.<br />
This helps them to ensure the acceptability of already<br />
identified risks and identify risks that arise on the basis of<br />
concrete evidence.<br />
Manufacturers must base their PMCF processes on a<br />
PMCF plan; the PMCF’s findings must be documented<br />
in a PMCF evaluation report, which is part of the clinical<br />
evaluation report and technical documentation. The results<br />
of PMCF may also lead to an update of risk management<br />
documentation.<br />
7. What type of data should be collected to meet<br />
clinical follow-up requirements?<br />
Clinical follow-up may consist of data collected from the<br />
vigilance system, grievances, technical information, and<br />
publicly available information, and does not refer solely<br />
to Clinical Follow-up studies. MDR is stated as general<br />
methods and procedures of data related to the collection<br />
of clinical experiences gained, receiving of feedback from<br />
users, and screening of scientific literature. It considers<br />
the evaluation of appropriate records or Clinical Follow-up<br />
studies as specific methods. The Clinical Follow-up plan<br />
requires a justification for the suitability of the methods<br />
and procedures a manufacturer chooses to implement.<br />
8. What are the PMS requirements imposed by<br />
the applicable Quality Management System<br />
“QMS” and risk management standards?<br />
ISO Quality Management and risk management standards<br />
also cover the concepts of PMS and Art. 83 percent of<br />
üreticilerinin de Madde 32’de ana hatlarıyla belirtildiği gibi<br />
güvenlik ve klinik performans özetlerini güncellemek için<br />
PMS verilerini kullanmaları gerekir.<br />
İmalatçılar, onaylanmış kuruluşlarına ve talep üzerine<br />
yetkili makamlara sınıf IIa ve sınıf IIb cihazların PGGR’lerini<br />
sağlamak zorundadır.<br />
6. Piyasaya arz edildikten sonra cihazların Klinik<br />
Takibi nedir?<br />
Klinik Takibi, tıbbi cihazın güvenliği veya performansı ile<br />
ilgili önemli soruları yanıtlamak ve klinik değerlendirmesini<br />
güncellemek amacıyla klinik verilerin sistematik olarak<br />
toplanmasıdır.<br />
Pazar sonrası gözetim verileri ve bilgileri, Klinik<br />
Değerlendirme Raporunun pazarlama sonrası bölümüne<br />
dahil edilmelidir. Bu verilerle klinik değerlendirmeyi sürekli<br />
olarak güncelleme süreci, Piyasaya arz edildikten sonrası<br />
Klinik İzleme olarak adlandırılır ve Ek XIV Bölüm 2’de<br />
özetlenmiştir. Tıbbi Cihazlar, üreticilerin, cihazın beklenen<br />
ömrü boyunca güvenliği ve performansı doğrulamak için,<br />
cihazlarının son kullanıcılarından proaktif olarak klinik<br />
verileri toplamasını ve değerlendirmesini zorunlu kılar.<br />
Bu, halihazırda tanımlanmış risklerin kabul edilebilirliğini<br />
sağlamalarına ve somut kanıtlara dayanarak ortaya çıkan<br />
riskleri tespit etmelerine yardımcı olur.<br />
İmalatçılar, PMCF süreçlerini bir PMCF planına<br />
dayandırmalıdır; PMCF’nin bulguları, klinik değerlendirme<br />
raporunun ve teknik belgelerin bir parçası olan bir PMCF<br />
değerlendirme raporunda belgelenmelidir. PMCF’nin<br />
sonuçları, risk yönetimi belgelerinin de güncellenmesine yol<br />
açabilir.<br />
7. Klinik takip gereksinimlerini karşılamak için ne<br />
tür veriler toplanmalıdır?<br />
Klinik takip, vijilans sisteminden toplanan verilerden,<br />
şikayetlerden, teknik bilgilerden ve kamuya açık bilgilerden<br />
oluşabilir ve yalnızca Klinik Takip çalışmalarına atıfta<br />
bulunmaz. MDR, kazanılan klinik deneyimlerin toplanması,<br />
kullanıcılardan geri bildirim alınması, bilimsel literatürün<br />
taranması ile ilgili verilerin genel yöntemleri ve prosedürleri<br />
olarak belirtilir. Uygun kayıtların veya Klinik Takip<br />
çalışmalarının değerlendirilmesini spesifik yöntemler<br />
olarak ele alır. Klinik Takip planı, bir üreticinin uygulamayı<br />
seçtiği yöntem ve prosedürlerin uygunluğu için bir gerekçe<br />
gerektirir.<br />
8. Uygulanabilir Kalite Yönetim Sistemi “KYS”<br />
ve risk yönetimi standartlarının getirdiği PMS<br />
gereksinimleri nelerdir?<br />
ISO kalite yönetimi ve risk yönetimi standartları aynı<br />
zamanda PMS ve Art kavramlarını da kapsar. Tıbbi<br />
Cihazların yüzde 83’ü, piyasaya arz edildikten sonra gözetim<br />
sisteminin, üreticinin kalite yönetim sisteminin ayrılmaz bir<br />
parçası olduğunu belirtir.<br />

Medical Devices state that once placed on the market,<br />
the surveillance system is an integral part of the<br />
manufacturer’s quality management system.<br />
To ensure the effectiveness of QMS and the safety<br />
of medical devices, ISO 13485 requires systematic<br />
post-market surveillance. Chapter 8 outlines the<br />
requirements for a continuous feedback processing<br />
procedure which includes data from production and postproduction<br />
activities. Information collected during the<br />
feedback process should be considered as input for risk<br />
management.<br />
Post-market ISO 14 971 requirements do not include the<br />
reporting obligation; however, always strive to consider<br />
the PMS data to review whether or not the risks are<br />
precisely identified and the presumed risk acceptance<br />
criteria and risk-benefit ratios are valid.<br />
Compared to the Medical Devices Regulation, the less<br />
comprehensive PMS requirements imposed by EN<br />
ISO 13485: 2016 and EN ISO 14971: 2012 are already<br />
mandatory as the standards have been harmonized for<br />
the Medical Devices Regulation.<br />
9. What changes does the Eudamed European<br />
Medical Devices Data Bank bring regarding postmarket<br />
surveillance?<br />
PMS requirements and a periodic update of clinical<br />
assessment already existed before MDR came into effect.<br />
However, MDR has significantly increased the post-market<br />
requirements for and obligations of manufacturers’<br />
proactive data collection, and documenting and reporting<br />
of these post-market activities and data analyses.<br />
More transparency about post-market surveillance will<br />
be ensured with Eudamed’s Prudential and Post-Market<br />
Surveillance Module and the obligation to include and<br />
update this information in the database.<br />
10. What is the deadline to comply with MDR<br />
post-market surveillance requirements?<br />
MDRT’s post-market surveillance, vigilance and market<br />
surveillance requirements will be valid after the<br />
application date: May 26, <strong>2021</strong><br />
KYS’nin etkililiğini ve tıbbi cihazların güvenliğini<br />
sağlamak için ISO 13485, sistematik bir pazar sonrası<br />
gözetim gerektirir. Bölüm 8, üretim ve üretim sonrası<br />
faaliyetlerden gelen verileri içeren sürekli bir geri bildirim<br />

Bankası piyasa sonrası gözetim ile ilgili ne gibi<br />
değişiklikler getiriyor?<br />
PMS gereksinimleri ve klinik değerlendirmenin periyodik<br />
güncellemesi MDR yürürlüğe girmeden önce zaten<br />
mevcuttu. Ancak MDR, üreticiler için pazar sonrası<br />
gereksinimleri ve proaktif olarak veri toplama ve bu pazar<br />
sonrası faaliyetlerin ve verilerin analizini belgeleme ve<br />
raporlama yükümlülüklerini önemli ölçüde artırmıştır.<br />
Eudamed’in ihtiyat ve piyasa sonrası gözetim modülü<br />
ve bu bilgileri veri tabanına dahil etme ve güncelleme<br />
yükümlülüğü ile piyasa sonrası gözetim konusunda daha<br />
fazla şeffaflık sağlanacaktır.<br />
10. MDR piyasa sonrası gözetim gereksinimlerine<br />
uymak için son tarih nedir?<br />
MDR’nin piyasa sonrası gözetim, vijilans ve piyasa gözetimi<br />
gereksinimleri, başvuru tarihinden sonra geçerli olacaktır:<br />

the Covid-19 Vaccination Burden<br />

In the Covid-19 pandemic, which has affected the world<br />
for almost a year and negatively affected all countries<br />
economically, socially and psychologically, vaccines, which<br />
have been developed at an unprecedented pace in history,<br />
seem to be the only hope we have.<br />
It was declared in a written statement by the Board of the<br />
Association of Family Medicine Istanbul (ISTAHED), “In this<br />
period, when many companies started to get approval on<br />
vaccines, we learned that the inactive virus vaccine is almost<br />
the only and most likely possibility for our country, with<br />
the statements of the Ministry. We have learned through<br />
the Ministry’s statements and news sources that the first<br />
batch dose of 3 million vaccines came to our country and<br />
the routine examination of the Public Health Laboratories<br />
started. From the statements made by Minister of Health,<br />
Mr. Fahrettin Koca at various times, it is understood that<br />
the vaccine was decided to be administered as two 28-day<br />
doses, starting with all healthcare workers, starting with<br />
the age of 65, and citizens can have their vaccinations by<br />
making an appointment through the MHRS system.”<br />

elimizdeki neredeyse tek ve en büyük olasılık olarak Çin<br />
menşeili Sinovac firmasının inaktif virüs aşısı olduğunu<br />
da Bakanlığın açıklamaları ile öğrendik. Aşıların 3<br />
milyonluk ilk parti dozunun ülkemize geldiği ve Halk Sağlığı<br />
Laboratuvarlarında yapılan rutin incelemenin başladığını da<br />
yine Bakanlık açıklamaları ve haber kaynakları aracılığı ile<br />
öğrenmiş durumdayız. Sağlık Bakanı Sn. Fahrettin Koca’nın<br />
çeşitli zamanlarda yaptığı açıklamalardan aşının tüm sağlık<br />
çalışanlarından başlamak üzere öncelikle 65 yaş üstüne<br />
yapılacağı 28 günlük iki doz olarak uygulanmaya karar<br />
verildiği, vatandaşların MHRS sisteminden randevu alarak<br />
aşılarını yaptırabilecekleri anlaşılmaktadır.” denildi.<br />

The statement, which will be met by the Ministry of Health,<br />
will be made by the Covid-19 vaccine administration units<br />
to be established in family health centers, public and<br />
university hospitals and private hospitals, and the following<br />
statements were made in the statements of the Ministry:<br />
“If the choice of vaccine application center is left to<br />
the preference, considering the general health service<br />
procurement habits of our citizens and the impact of the<br />
pandemic process, it is not too difficult to predict that most<br />
of the vaccination will be done in family medicine. Although<br />
there are approximately 27 thousand family medicine units<br />
in our country, approximately 25 thousand of them have<br />
family physicians and 21 thousand of them have family<br />
health workers. In other words, physicians in 2 thousand<br />
of the family physicians that seem to have been opened,<br />
and a nurse, midwife or ATT, which are indispensable<br />
for vaccination services, do not work in three thousand<br />
units with physicians. When we look at the population<br />
distribution, it is known that 3260 people are registered in<br />
one unit in Anatolia and 3600 people in Istanbul. In total,<br />
around 7000 family health centers have only one unit while<br />
some have more than 15 units. Again, these units may have<br />
a registered population of less than 1000, as well as units<br />
with a registered population of more than 4000 people.<br />
There are also considerable differences between building<br />
structures, with a shop on the ground floor, an apartment,<br />
a detached prefabricated building or family health centers<br />
with buildings built in accordance with standards. In family<br />
health centers, besides all primary health care services,<br />
a wide variety of services are provided in institutions,<br />
from health reports requested although they are not<br />
in compliance with the legislation, minor interventions,<br />
laboratory services, baby-child adult monitoring and<br />
vaccines. Due to the general approach of the Ministry, it<br />
is known that very few of our family physicians work by<br />
appointment. All these data and more are in the hands of<br />
the Ministry of Health in the most current form. So what,<br />

bin aile hekimliği birimi olsa da bunların yaklaşık 25 bininde<br />
aile hekimi, yine yaklaşık 21 bininde de aile sağlığı çalışanı<br />
istihdamı vardır. Yani elimizdeki açılmış görünen aile<br />
hekimliklerinin 2 bininde hekim, hekimi olan birimlerin üç<br />
bininde de aşılama hizmetlerinin olmazsa olmazlarından<br />
olan bir hemşire, ebe ya da ATT çalışmamaktadır. Yine<br />
nüfus dağılımına baktığımızda Anadolu’da bir birime 3260,<br />
İstanbul’da ise 3600 kişinin kayıtlı olduğu bilinmektedir.<br />
Toplamda 7000 civarında aile sağlığı merkezinin bir<br />
kısmında tek birim çalışırken bir kısmında 15’den fazla<br />
birim bulunmaktadır. Yine bu birimlerde 1000’den az<br />
kayıtlı nüfus olabildiği gibi 4000 kişiden fazla kayıtlı nüfusu<br />
olan birimler de vardır. Bina yapıları arasında da oldukça<br />
büyük farklar olup, zemin katta bir dükkan, bir apartman<br />
dairesi, müstakil bir prefabrike yapı ya da standartlara<br />
uygun yapılmış binası olan aile sağlığı merkezlerinde<br />
hizmet verilmektedir. Aile sağlığı merkezlerinde tüm<br />
birinci basamak sağlık hizmetleri yanında kurumlarda<br />
mevzuata uygun ya da uygun olmadığı halde talep edilen<br />
sağlık raporlarından, küçük müdahalelere, laboratuvar<br />
hizmetlerinden bebek çocuk erişkin izlem ve aşılarına<br />
kadar çok çeşitli hizmetler verilmektedir. Bakanlığın genel<br />
yaklaşımı nedeniyle de aile hekimlerimizin çok az bir<br />
bölümünün randevulu çalıştığı bilinmektedir.<br />

the explanations that this argument is supported by the<br />
idea that we have a very strong first step, that teams<br />
of 3 people will be established despite these data, that<br />
we have the capacity to vaccinate 1.5 million doses per<br />
day, and that we see that there is no preparation and<br />
information about this planning in the first step.”<br />
We ask for a healthy vaccination<br />
“How will the logistics of vaccines be done ?, In which<br />
cabinets will the vaccines be kept ?, Will the routine<br />
vaccination in ASMs continue ?, Will other services<br />
provided in FHCs continue? ?, Will the missing Family<br />
Health Workers in FHCs be completed ?, Who will be<br />
responsible for the protection of vaccines in terms of<br />
both cold chain and material damage and theft ?, How<br />
many vaccines are planned in a unit per day? Will there<br />
be a separate time allocated ?, What will be the follow-up<br />
period of the vaccinees after vaccination, where will it be<br />
kept ?, Will the practitioner’s hand be relieved in terms of<br />
the liability of possible side effects and complications in<br />
a new and 3rd phase vaccine? will it be done? Considering<br />
that dozens of problems such as those who are planning<br />
to apply vaccines are not known by family physicians<br />
working in primary care, that we are not informed about<br />
these issues and that no preparations are made, it<br />
becomes difficult to believe that it will be implemented<br />
within a week.”<br />
Family physicians should be involved in the<br />
process<br />
The following statements took place in the statement of<br />
ISTAHED, “The fact that family physicians, who are seen<br />
as the most important pillar in the application of the<br />
Covid-19 vaccine, are not included in the planning process,<br />
is an indication that we will have a new chaos. At least this<br />
time, we invite the Ministry of Health to share information<br />
and consultation with practitioners on such an important<br />
issue in a tight schedule.”<br />

mı?, Aşıların korunması hem soğuk zincir hem de maddi<br />
hasar ve hırsızlık açısından kimin sorumluluğunda olacak?,<br />
Bir birimde günde kaç aşı yapılması planlanıyor?, Aşı<br />
randevusu nasıl verilecek-nasıl alınacak?, Aşılama için<br />
ayrı bir zaman ayrılacak mı?, Aşı sonrası aşı olan kişilerin<br />
takip süresi nasıl olacak, nerede bekletilecek?, Yeni ve 3.<br />
faz çalışması tamamlanmamış bir aşıda olası yan etkiler<br />
ve komplikasyonların sorumluluğu açısından uygulayıcının<br />
eli rahatlatılacak mı?, Aydınlatma ve onam konusunda<br />
yasal bir kolaylaştırma yapılacak mı? gibi onlarca sorunun<br />
aşıları uygulaması planlanan biz birinci basamakta çalışan<br />
aile hekimleri tarafından bilinmediğini, bu konularda<br />
bilgilendirilmediğimizi ve hala hiçbir hazırlığın yapılmadığını<br />
göz önüne aldığımızda bir hafta içinde uygulamaya<br />
geçileceğine dahi inanmak zorlaşmaktadır.”<br />

İSTAHED açıklamasında ayrıca, “Elimizde mevcut olan<br />
Covid-19 aşısının uygulamasında en önemli ayak olarak<br />
görülen aile hekimlerinin planlama sürecine dahil<br />
edilmemesi önümüzde yeni bir kaosun olacağının da<br />
göstergesidir. Sağlık Bakanlığı’nı en azından bu sefer,<br />
böylesi önemli bir konuda, sıkışık bir takvime bağlı bir<br />
uygulamada uygulayıcılarla daha şeffaf bilgi paylaşmaya ve<br />

Rheumatoid arthritis (RA), an important autoimmune<br />
disease due to its public health and economic effects,<br />
affects approximately 1% of the world population.<br />
Results of the Recommendations for the Pharmacological<br />
Management of Rheumatoid Arthritis in Turkey Report<br />
prepared on RA, which not only causes physical function<br />
problems that have significant effects on the quality of<br />
life of patients, but also brings emotional effects due to<br />
adversely affected social life, announced with an online<br />
meeting. Recommendations for the Pharmacological<br />
Management of Rheumatoid Arthritis in Turkey<br />
Report prepared by cooperation with Turkish Society<br />
for Rheumatology (TRD), the Association of Pediatric<br />
Rheumatology (Romaturka) with Lilly’s support and was<br />
being penned by ReDis Innovation, reveals the current<br />

dünya nüfusunun yaklaşık yüzde 1’ini etkiliyor . Hastaların<br />
yaşam kalitesi üzerinde önemli etkilere sahip fiziksel<br />
işlev problemlerine neden olmanın yanı sıra, olumsuz<br />
etkilenen sosyal hayat nedeniyle duygusal etkileri de<br />
beraberinde getirmekte olan RA üzerine hazırlanan<br />
“Türkiye’de Romatoid Artrit Yönetimi ve Çözüm Önerileri<br />
Raporu”nun sonuçları çevrimiçi bir toplantı ile açıklandı.<br />
Türkiye Romatoloji Derneği (TRD) ile Romatizma Hastaları<br />

RA hastaları anlaşılmadıklarını düşünüyorlar<br />
Türkiye’de Romatoid Artrit Yönetimi ve Çözüm Önerileri<br />
Raporu, Kanada, Fransa, Almanya, İtalya, Hollanda,<br />
İspanya, İsveç, İngiltere’den oluşan sekiz ülkede, RA tanısı<br />
konmuş 5.400 hasta ve RA tedavisine odaklı 808 hekimin<br />
katıldığı “RA Matters” (RA Önemlidir) anket çalışmasının<br />
sonuçlarından yola çıkıyor. “RA Matters” anketinin<br />
verilerinin hekim ve hasta derneği temsilcilerinin katılımı<br />
ile gözden geçirildiği rapor çalışmasında, hastalığın<br />
yönetimine ilişkin Türkiye’deki mevcut durum ve çözüm<br />
önerileri hakkında hasta ve hekim perspektifinden genel bir<br />
değerlendirme sunuluyor.<br />
Raporda ilk olarak 8 ülkede yürütülen anket çalışmasından<br />
elde edilen kilit bulgular sıralanıyor:<br />
• Romatoid artrit anlaşılmamaktadır.<br />
• Diğerlerinin anlayışı hastaların bakış açısını<br />
etkilemektedir.<br />

RA patients think they are not understood<br />
Based on the survey held in Canada, France, Germany, Italy,<br />
Netherlands, Spain, Sweden and United Kingdom with<br />
total, 6,208 participants (5,400 diagnosed with RA and 808<br />
rheumatologists) from eight countries, Recommendations<br />
for the Pharmacological Management of Rheumatoid<br />
Arthritis in Turkey Report has the similar situations. “RA<br />
Matters” survey of data from physicians and patient<br />
associations report that the revised with the participation<br />
of representatives’ studies, patients on the current<br />
situation and solutions in Turkey for the management<br />
of the disease and the physician perspective offered an<br />
overall assessment.<br />
The report first lists key findings from the survey study<br />
conducted in 8 countries:<br />
• Rheumatoid arthritis is not understood.<br />
• Others ‘understanding affects the patients’ perspective.<br />
• Important relationships are damaged.<br />
• Rheumatoid arthritis slows or ends the careers of many<br />
patients.<br />
• The physical effects of rheumatoid arthritis are the<br />
primary obstacles.<br />
• Patients feel helpless when constrained by rheumatoid<br />
arthritis.<br />
• With Rheumatoid Arthritis, there are only moderate<br />
expectations for the future.<br />
• Patients hope to be understood.<br />
While reviewing the data of the “RA Matters” survey,<br />
the answers to the same questions in our country are<br />
emphasized:<br />
• A multidisciplinary approach and effort is required to<br />
increase the quality of life of patients in RA, which stands<br />
out with both public health and economic effects.<br />
• In addition to causing physical function problems that<br />
have significant effects on the quality of life of patients, RA<br />
also brings negative emotional effects due to negatively<br />
affected social life.<br />
• RA is prominent with its effects on the workforce, and<br />
this impact due to physical effects can cause patients to<br />
stop working and retire early.<br />
• Both in Turkey and in other countries, the patient and the<br />
physician, showers emotional and physical effects are not<br />
understood by society to think.<br />
• RA negatively affects patients’ personal relationships.<br />
Relationships that are most negatively affected are those<br />
of the patients with family and colleagues.<br />
• When it comes to future expectations of RA patients, one<br />
of the most important issues is understanding the physical<br />
effects of the disease and completing their daily activities.<br />
In the report, the solutions for the management of<br />
rheumatoid arthritis are listed as follows:<br />
• Multi-stakeholder system design and implementation for<br />
the education of RA patients.<br />
• Romatoid artrit, pek çok hastanın kariyerini yavaşlatır<br />

• Romatoid artritin fiziksel etkileri primer engeldir.<br />

“RA Matters” anketinin verileri gözden geçirilirken, aynı<br />
soruların ülkemizdeki yanıtları üzerinde duruluyor:<br />
• Gerek halk sağlığı gerekse ekonomik etkileriyle öne<br />
çıkan RA’da, hastaların yaşam kalitesini artırmak için<br />
multidisipliner bir yaklaşım ve çaba gerekmektedir.<br />

hekimler, RA’nın duygusal ve fiziksel etkilerinin toplum<br />
tarafından anlaşılmadığını düşünmektedir.<br />
• RA, hastaların kişisel ilişkilerini olumsuz etkilemektedir.<br />
En olumsuz etkilenen ilişkiler, hastaların aile ve iş<br />
arkadaşları ile olan ilişkileridir.<br />
• RA hastalarının geleceğe yönelik beklentileri söz konusu<br />
olduğunda, en fazla önem verdikleri durumların başında,<br />
hastalığın fiziksel etkilerinin daha iyi anlaşılması ve günlük<br />
aktivitelerini tamamlayabilmeleri gelmektedir.<br />
Raporda, romatoid artritin yönetimine ilişkin çözüm<br />
önerileri ise şöyle sıralanıyor:<br />

On behalf of Turkish Society for Rheumatology (TRD),<br />
Prof. Ayhan Dinç underlined the following points within<br />
the scope of the study: “Rheumatoid arthritis is the most<br />
important inflammatory rheumatism affecting our joints.<br />
Its management requires long-term strategies and tactics<br />
depending on the situation. The most important goal is<br />
to keep the disease under control without disturbing the<br />
biological and social balance of the person. The options we<br />
have for this are increasing and diversifying. This requires<br />
more sophisticated strategies. This study reports the<br />
patient about the current situation and possible solutions<br />
for the management of RA disease in Turkey and offers an<br />
overview from the perspective of physicians.”<br />
On behalf of Prof. Süleyman Özbek of Turkish Society<br />
for Rheumatology (TRD), said, “Continuing studies will<br />
be needed in the upcoming period in order to deepen<br />
these suggestions in the report, which can improve the<br />
RA management, and to turn them into concrete road<br />
maps. In addition, it is important to establish a followup<br />
and evaluation systematic of such studies in order to<br />
regularly evaluate the current situation in RA management,<br />
monitor solution suggestions and discuss their effects.<br />
With this report, we aim to gain new perspectives on the<br />
management of the disease and ultimately contribute to<br />
making the treatment journeys of rheumatoid arthritis<br />
diseases more efficient.”<br />
Başak Sönmez, Head of the Association of Pediatric<br />
Rheumatology (Romaturka), said his opinions about the<br />
report as following, “While significant progress has been<br />
made in the past years in the Pharmacological Management<br />
of Rheumatoid Arthritis in Turkey, there is still room for<br />
everyone to benefit from advanced RA management.<br />
For patients, rheumatoid arthritis is unpleasant and<br />
often responsible for their unmet expectations. In the<br />
recommendations for the pharmacological management<br />
of Rheumatoid Arthritis in Turkey meeting, in this context,<br />
as we discussed and reflected in this report, institutions<br />
other than hospitals (patient associations, patient groups,<br />
etc.) need to be included in more processes. We would<br />
like to thank all stakeholders for their contribution to the<br />
preparation of this report, which we believe will contribute<br />
to the pharmacological management of Rheumatoid<br />

devam çalışmalarına ihtiyaç olacaktır. Bunun yanı sıra, RA<br />
yönetiminde mevcut durumun düzenli değerlendirilmesi,<br />
çözüm önerilerinin izlenmesi ve etkilerinin tartışılması için<br />
bu tür çalışmaların takip ve değerlendirme sistematiğinin<br />
oluşturulması önemlidir. Bu raporla hastalığın yönetimine<br />
ilişkin yeni bakış açıkları kazandırmayı ve nihayetinde<br />
romatoid artrit hastalıklarının tedavi yolculuklarının daha<br />
verimli hale getirilmesine katkıda bulunmayı amaçlıyoruz.”<br />

geçtiğimiz yıllarda önemli ilerlemeler sağlanmakla<br />
birlikte, herkesin ileri RA yönetiminden yararlanması için<br />
hala yapılabilecekler mevcuttur. Hastalar için romatoid<br />
artrit sevimsiz bir durum ve çoğu kez karşılanamayan<br />
beklentilerinin sorumlusu. Türkiye’de RA yönetimi ve çözüm<br />
önerileri hakkında gerçekleşen toplantıda tartıştığımız ve<br />
bu rapora yansıdığı gibi bu bağlamda hastaneler dışındaki<br />
kurumları (hasta dernekleri, hasta grupları, vs.) daha<br />
fazla sürece dahil etmek gerekiyor. RA yönetimine katkısı<br />
olacağına inandığımız bu raporun hazırlanmasındaki<br />

Attending the opening ceremony of the online congress<br />
with a video message, Health Minister Dr. Fahrettin<br />
Koca stated that the importance of acting together and<br />
conducting the struggle together with the same goal<br />
against the pandemic is well understood. Declaring that<br />
he believes share the same objectives, Dr. Fahrettin<br />

tarafından düzenlenen, ‘11. Sağlıkta Ortak Çözüm<br />
Toplantıları’ Sağlık Bakanı Dr. Fahrettin Koca, Aile,<br />
Çalışma ve Sosyal Hizmetler Bakanı Zehra Zümrüt Selçuk,<br />
Sosyal Güvenlik Kurumu Başkanı İsmail Yılmaz, OHSAD<br />
Yönetim Kurul Başkanı Dr. Reşat Bahat ve Özel Hastaneler<br />
Platformu Derneği Başkanı Dr. Mehmet Altuğ ile özel,<br />
kamu ve üniversite hastaneleri, sigorta şirketleri ve sağlık<br />
sektörüne ürün ve hizmet sağlayan firmaların katılımıyla<br />
online olarak 17 Aralık 2020 tarihinde yapılan Açılış<br />
Oturumu ile başladı.<br />
Online kurultayın açılış törenine video mesajla katılan<br />
Sağlık Bakanı Dr. Fahrettin Koca, Pandemiye karşı aynı<br />
hedefi gözeterek birlikte davranmanın ve mücadeleyi<br />
birlikte yürütmenin öneminin fazlasıyla anlaşıldığını dile<br />
getirdi. Sektörün aynı amacı paylaştığına inandığını belirten<br />
Sağlık Bakanı Fahrettin Koca, “Hedefimiz, toplum olarak<br />
sağlıklı hayat tarzının benimsendiği, herkesin sağlık<br />
hakkının korunduğu, ihtiyaç halindeki herkesin vaktinde ve<br />
kaliteli sağlık hizmetine kolayca erişebildiği bir Türkiye’ye<br />

Koca, Minister of Health, said, “Our goal as a society that<br />
adoption of healthy lifestyles, where everyone is protected<br />
the right to health, to everyone’s timely and quality health<br />
care in need is to have one in Turkey can be easily accessed.<br />
Our public and private health sector has assumed an<br />
important responsibility in the successful continuation of<br />
the fight against the pandemic. I am of the opinion that our<br />
health sector has passed a successful exam. The pandemic<br />
is not over yet and the threat it poses has not disappeared.<br />
We cannot let go of the measures yet. We cannot relax the<br />
vigilance in the field in our healthcare facilities. We must be<br />
prepared with a private hospital and a public hospital. Let’s<br />
not abandon our optimism and hopes, but let’s not neglect<br />
to be prepared.”<br />
Pointing out that they also attach importance to health<br />
tourism, Dr. Fahrettin Koca, Minister of Health, said, “We<br />
are trying to generate a synergy in this field under the<br />
coordination of USHAŞ that we have established. We have<br />
a health system based on the understanding that public<br />
services are provided without discrimination between all<br />
health institutions and ownership. The public, especially<br />
city hospitals, brought a different dimension to the<br />
competition over the quality provided by private hospitals<br />
with hotel services. Especially if we take the level we have<br />
reached as a result of the contribution of private health<br />

ümitlerimizi terk etmeyelim ama hazırlıklı olmayı da ihmal<br />
etmeyelim.” dedi.<br />
Sağlık turizmine de önem verdiklerini söyleyen<br />
Sağlık Bakanı Fahrettin Koca, “Kurduğumuz USHAŞ<br />
koordinatörlüğünde bu alanda bir sinerji oluşturmanın<br />
çabası içindeyiz. Bütün sağlık kuruluşlarıyla mülkiyet<br />
ayrımı yapmadan kamu hizmetinin verildiği anlayışı üzerine<br />
kurulduğu bir sağlık sistemine sahibiz. Özel hastanelerin<br />
otelcilik hizmetiyle sundukları kalite üzerinden rekabete<br />
başta şehir hastaneleriyle kamu farklı bir boyut getirdi.<br />
Özellikle sağlık turizmine, özel sağlık kuruluşlarının kendi<br />
çabalarıyla vermiş olduğu katkı neticesinde geldiğimiz<br />
seviyeyi baz alırsak, birlikte daha büyük hedeflere ulaşmak<br />
hayal olmayacaktır.” diye konuştu.<br />
Aile, Çalışma ve Sosyal Hizmetler Bakanı Zehra Zümrüt<br />
Selçuk da açılış oturumuna video mesajla katıldı. Bakan<br />
Selçuk, Türkiye’de ilk vakanın görülmesinden itibaren<br />

Zehra Zümrüt Selçuk, Minister of Family, Labor and<br />
Social Services, attended the opening session with a<br />
video message too. Ministers Selçuk underlined that<br />
they have taken the necessary precautions and continue<br />
to take to reduce the negative effects of the epidemic<br />
and protect citizens in constant consultation with nongovernmental<br />
organizations, trade unions, business world<br />
and academicians since the first coronavirus case arose<br />
in Turkey. Emphasizing that they play an active role in the<br />
epidemic management as the Ministry with the applications<br />
and supports within the scope of the Social Protection<br />
Shield, Minister Zehra Zümrüt Selçuk said, “As the Ministry,<br />
we carry out our work under 4 titles as social assistance,<br />
social services, working life and social security. Within the<br />
framework of the Epidemic Social Support Program, we<br />
have provided close to 10 billion Turkish Lira in cash. We<br />
also took the necessary measures in our social service<br />
organizations. We implement the measures very strictly<br />
and meticulously to protect the health of our citizens living<br />
in our women’s guest houses, children’s homes, disabled<br />
care and rehabilitation centers and nursing homes. In order<br />
to protect our employment, job, workers, workplaces and<br />
employers in working life, we have rapidly implemented<br />
our practices such as short-time work allowance, cash wage<br />
support, termination of employment and normalization<br />
support. In this context, we provided 36.3 billion Turkish<br />
Lira for our employees.”<br />
In her speech, Minister Selçuk noted that nearly a quarter<br />
of more than 1 million healthcare professionals in the<br />
country are employed in private hospitals, stating that in<br />
addition to financing in the field of health, they also provide<br />
employment support to the business lines that will serve<br />
in this field as the Ministry, she also explained that through<br />
İŞKUR, they organize various active labor force programs<br />
such as on-the-job training programs, vocational training<br />
courses and entrepreneurship training.<br />
Speaking at the opening session of the “11st Common<br />
Solutions in Health Meetings”, İsmail Yılmaz, Social Security<br />
Institution President, reminded that with the Social<br />
Security Reform, three institutions were united under<br />
one roof and serious gains were achieved in insurance,<br />

çalışmalarımızı, sosyal yardımlar, sosyal hizmetler, çalışma<br />
hayatı, sosyal güvenlik olarak 4 başlık altında yürütmekteyiz.<br />
Salgın Sosyal Destek Programı çerçevesinde, 10 milyar<br />
liraya yakın nakdi yardım yaptık. Sosyal hizmet veren<br />
kuruluşlarımızda da gereken önlemleri aldık. Kadın konuk<br />
evlerimiz, çocuk evlerimiz, engelli bakım ve rehabilitasyon<br />
merkezlerimiz ve huzurevlerimizde kalan vatandaşlarımızın<br />
sağlıklarını korumak için tedbirleri çok sıkı ve titiz bir<br />
şekilde uygulamaktayız. Çalışma hayatında istihdamı, işi,<br />
işçilerimizi, işyerlerini ve işverenlerimizi korumak için kısa<br />
çalışma ödeneği, nakdi ücret desteği, iş akdi fesih kısıtı ve<br />
normalleşme desteği gibi uygulamalarımızı hızla devreye<br />
aldık. Çalışanlarımız için bu bağlamda 36,3 milyar liralık bir<br />
destek sunduk.” şeklinde konuştu.<br />
Bakan Selçuk, ülkedeki 1 milyonu aşkın sağlık çalışanının<br />
yaklaşık dörtte birinin özel hastanelerde istihdam edildiğini<br />
kaydettiği konuşmasında, sağlık alanında finansmanın<br />
yanı sıra Bakanlık olarak bu alanda hizmet verecek iş<br />
kollarına istihdam desteği de sağladıklarını belirterek,<br />
İŞKUR vasıtasıyla işbaşı eğitim programları, mesleki eğitim<br />
kursları ve girişimcilik eğitimleri gibi çeşitli aktif işgücü<br />
programları düzenlediklerini de anlattı.<br />
“11.Sağlıkta Ortak Çözüm Toplantıları” açılış oturumunda<br />
konuşan Sosyal Güvenlik Kurumu Başkanı İsmail Yılmaz,<br />
Sosyal Güvenlik Reformu ile üç kurumun tek çatı altında<br />
birleştiğini ve sigortalılık, emeklilik ve sağlık alanında<br />
ciddi kazanımlar elde edildiğini hatırlatarak, reformun en<br />
önemli parametresinin, Genel Sağlık Sigortası uygulaması<br />
olduğunu belirtti. Yılmaz, “Reform ile kurulan yeni<br />
sistemde tüm vatandaşların sağlık hizmetlerine erişimi<br />
kolaylaşmış, sağlık güvencesindeki vatandaşlarımızın<br />
oranı yüzde 70’lerden yüzde 99,5’lere çıkmıştır. 2006 yılıyla<br />
karşılaştırdığımızda aktif sigortalı sayımız 14 milyondan<br />
yaklaşık yüzde 55’lik artışla 22 milyona, emeklilerin sayısı<br />
ise dosya bazında 7,2 milyondan yaklaşık yüzde 74’lük<br />
artışla 12,4 milyona çıkmıştır. Bizim için reform bitmiş bir<br />
süreç değildir. Sürekli iyileştirmeler ve vatandaşlarımızın<br />
refah seviyesini artıracak yeni düzenlemeler yapmaya<br />
devam ediyoruz.” diye konuştu.<br />
OHSAD Yönetim Kurul Başkanı Dr. Reşat Bahat ise<br />
konuşmasında, Türkiye’nin vaka sayısında dünyada ilk<br />
10’da, hasta ölümlerinde ise 19. sırada olduğunu belirterek,<br />
sağlık sisteminin başarısının bu istatistikte yattığına dikkat<br />
çekti. Zaman zaman özel sektör olarak ‘kırgınlıkları ve<br />
yılgınlıkları’ olabildiğini belirten Bahat, şöyle konuştu:<br />
“Sektörümüz hizmetlerinin yüzde 90’ını neredeyse fark<br />
almanın yasak olduğu bölümlerde sunmak zorunda<br />
kaldı. Aslında hizmetleri kamulaştırılan bir sektör olduk.<br />
Tabii ki hizmetimiz kamusallaştırıldıysa ödemeniz<br />
kamusallaştırıldıysa doğal olarak kalanına da katkı<br />

retirement and health, the most important parameter of<br />
the reform was the implementation of General Health<br />
Insurance. Yılmaz said, “In the new system established<br />
with the reform, access of all citizens to health services<br />
has been facilitated, and the rate of our citizens with<br />
health insurance increased from 70 percent to 99.5<br />
percent. When compared to 2006, the number of active<br />
insured increased from 14 million to 22 million with an<br />
increase of 55 percent, and the number of retirees on file<br />
basis increased from 7.2 million to 12.4 million with an<br />
increase of approximately 74 percent. For us, reform is<br />
not a finished process. We continue to make continuous<br />
improvements and new regulations that will increase the<br />
welfare of our citizens.”<br />
Declaring that Turkey ranks in top ten in the number<br />
of cases and ranks 19th in patient deaths in the world,<br />
Dr. Reşat Bahat, Chairman of OHSAD, pointed out that<br />
the success of the health system lies in this statistic.<br />
Stating that from time to time the private sector may<br />
have ‘disappointments and frustrations’, Bahat said,<br />
“Our industry had to offer 90 percent of its services in<br />
departments where it is almost forbidden to get noticed.<br />
Actually, we became a sector whose services were<br />
nationalized. Of course, if our service is publicized, if<br />
your payment is expropriated, naturally, the rest should<br />
be contributed, but we are unfortunately faced with<br />
market rules regarding payments. Our reproaches on this<br />
subject have been heard right by many authorities. But<br />
some of our friends mistakenly believed that we wanted<br />
to be publicized. What we wanted was to say ‘If you<br />
have publicized this much service, pay the salary, rent or<br />
expenses of our staff, manage it for a while, if necessary,<br />
let us work’. However, none of this has happened as we<br />
wanted yet.”<br />
Underlining that private hospitals used their facilities<br />
to the fullest in this period, Bahat expressed his belief<br />
that this would have a counterpart in public and politics.<br />
Emphasizing that they also find the changes made in<br />
SUT correct, Bahat said, “Although the contribution we<br />
receive, albeit small, flies away during the pandemic<br />
process, I continue to believe that this will continue.”<br />
Dr. Mehmet Altuğ, Chairman of Private Hospitals Platform<br />

to the country and the sector and that it will make more<br />
contribution after the epidemic, and that in terms of<br />

Özel hastanelerin bu dönemde imkanlarını sonuna kadar<br />
kullandıklarının da altını çizen Bahat, bunun halkta ve<br />
siyasette bir karşılığının olacağına inandığını dile getirdi.<br />
SUT’ta yapılan değişiklikleri de doğru bulduklarını<br />
vurgulayan Bahat, “Her ne kadar aldığımız küçük de<br />
olsa katkı pandemi sürecinde uçup gitse de ben bunun<br />
devamının geleceğine olan inancımı devam ettiriyorum.”<br />
dedi.<br />
Özel Hastaneler Platformu Derneği Başkanı Dr. Mehmet<br />
Altuğ ise konuşmasında, sağlık turizminin ülkeye ve<br />
sektöre büyük faydalar sağladığını, salgın sonrasında<br />
daha fazla katkı sağlayacağını belirterek, sağlık turizmi<br />
açısından tanıtımın iyi yapılması ve mevcut avantajın<br />
iyi değerlendirilmesi gerektiğini belirtti. Altuğ, sağlık<br />
turizminin ülkeye ve sektöre büyük faydalar sağladığını,<br />
salgın sonrasında daha fazla katkı sağlayacağını belirterek,<br />
sağlık turizmi açısından tanıtımın iyi yapılması ve mevcut<br />
avantajın iyi değerlendirilmesi gerektiğini belirtti.<br />
11. Sağlıkta Ortak Çözüm Toplantıları, açılış oturumunun<br />
ardından Sağlık Bakanlığı, Sosyal Güvenlik Kurumu ve özel<br />

Hatırlayacağınız üzere 2019 yılı sonları ve 2020 yılı<br />
başlarında ortaya çıkan ve de tüm dünyayı etkileyen<br />
Covid-19 Pandemi süreci başlarında sizlerle paylaştığım,<br />
Sekoday Sağlık Sektöründe Ekonomik Dayanışma Projeleri<br />
Platformu - kapsamında, yıl içinde yazdığım birkaç<br />
makaledeki verdiğim örnekler arasında yer alan konulardan<br />
biri olan, Sağlık Sektöründe Dijital Yatırımlar ile ilgili,<br />
geçtiğimiz ay Dünya Gazetesinde Sayın Yasemin Salih’in<br />
“Tele Sağlıkta Yatırım Yarışı” başlıklı yazısını okuyunca,<br />
böyle bir yazı ile <strong>2021</strong> yılına başlamak istedim.<br />
Makalenin içeriği; sağlık sektörü içinde büyük bir paya sahip<br />
olan “Hasta + Doktor + Hastane” üçgeninde, sanal olarak<br />
hayata geçirilmesi planlanan “Randevu, Muayene, Tetkikler,<br />
Ödeme” gibi konulardan oluşturulan projelerde, yaşanan<br />
gelişmelerle ilgili idi. Umarım beğenirsiniz!..<br />
Yazının giriş bölümünde yer alan “2020 bütçesinden sağlığa<br />
190 Milyar TL na yakın pay ayıran Türkiye’de, pandemiyle<br />
birlikte dijital sağlık yatırımları da hız kazandı. Uzaktan<br />
/ Evden tedavi amacına yönelik olarak; hasta, doktor ve<br />
hastanelerin, sağlık verileriyle ilgili tüm iletişimlerini<br />
elektronik ortama taşıyan Teletıp hizmetleri, pandemiyle<br />
birlikte hızla yaygınlaşmaya başladı! Tanı, tedavi ve takipte,<br />
dijitalleşmeye kademeli geçiş paralelinde, bu alandaki<br />
yatırımlarda da hızlı bir büyüme yaşanıyor. Hastaneler<br />
ve sağlık sektörü arka arkaya yazılım sistemlerine<br />
ciddi yatırım yaparken, Sağlık Bakanlığı’nın da yeni bir<br />
yönetmelik hazırlığında olduğu belirtiliyor... Halen % 1<br />

I wanted to start <strong>2021</strong> with such an article I shared with you<br />
at the beginning of the Covid-19 pandemic process that<br />
emerged in late 2019 and early 2020 as you will remember<br />
and affected the whole world, When I read the article<br />

Health Investment Race” by Ms. Yasemin Salih in Dünya<br />
Newspaper last month, within the scope of Sekoday Health<br />
Sector Economic Solidarity Projects Platform, one of the<br />
subjects I gave in several articles I wrote during the year.<br />
The content of the article; The “Patient + Doctor + Hospital”<br />
triangle, which has a large share in the health sector, was<br />
about the developments in the projects that were planned<br />
to be implemented virtually, such as “Appointment,<br />
Examination, Examinations, Payment”. I hope you will like<br />

gained momentum with the pandemic. For the purpose of<br />
remote / home treatment; Telemedicine services, which<br />
carry all communications of patients, doctors and hospitals<br />
regarding health data to electronic environment, started<br />
to spread rapidly with the pandemic! In parallel with the<br />
gradual transition to digitalization in diagnosis, treatment<br />
and follow-up, there is a rapid growth in investments in this<br />
area. It is stated that the Ministry of Health is preparing a<br />
new regulation while hospitals and the health sector make<br />
serious investments in software systems one after another.<br />
The share of Telehealth investments in the sector, which is<br />
still at the level of 1%, is expected to reach 25% within 5<br />
years ...” the Future of the Health Sector ... And this meant<br />
very important in terms of economic solidarity projects to<br />
take place in the future!<br />
“Digital Health Projects”, which were Not so popular in<br />
Turkey and in the world until 2020, suddenly it became one<br />
of the most invested items with the Covid-19 pandemic<br />
period.<br />
Especially; This situation was quite normal, as we have<br />
observed that the project and investment demands of<br />
large companies with chain hospitals have increased<br />
intensely since May. With the pandemic period; As the<br />
individual healthcare services received through platforms<br />
such as WhatsApp + Zoom + Teams increase, it is very<br />
natural and low-cost for hospitals to turn to comprehensive<br />
software systems. Therefore, digital health services are<br />
currently; an important issue on the agenda of both<br />
hospitals and the Ministry of Health! ...<br />
As will be remembered, our aim in Sekoday was to offer<br />
seviyesinde bulunan Telesağlık yatırımlarının sektördeki<br />
payının 5 yıl içinde % 25’e ulaşması bekleniyor...” şeklindeki<br />
açıklamalar, Sağlık Sektörü’nün Geleceği... Ve bu gelecekte<br />
yer alacak, ekonomik dayanışma projeleri açısından,<br />
oldukça önemli anlamlar ifade ediyordu!<br />
2020 yılına kadar Türkiye’de ve Dünya’da, pek de rağbet<br />
edilmeyen “Dijital Sağlık Projeleri” Covid-19 Pandemi<br />
dönemiyle birlikte, bir anda en çok yatırım yapılan<br />
kalemlerden biri oldu.<br />
Özellikle; zincir hastaneleri olan büyük şirketlerin, konuyla<br />
ilgili proje ve yatırım taleplerinin, Mayıs ayından bu yana<br />
yoğun bir şekilde arttığını izlediğimizden, bu durum çok<br />
normaldi.<br />
Pandemi dönemiyle birlikte; WhatsApp + Zoom + Teams<br />
gibi platformlar üzerinden alınan bireysel sağlık hizmetleri<br />

Experts also state that the Ministry of Health is currently<br />
preparing a regulation on remote health and that the<br />
headings related to the legislation are beginning to take<br />

provide remote healthcare services, it is necessary to first<br />
fulfill the criteria and obtain a certificate of approval!<br />
The details of the regulation are not final yet, but the main<br />

Yönetmelik detayları şu anda kesinleşmiş değil, ama ana<br />
konular şöyle belirlenmiş durumda;<br />
*) İlk planda, dijital sağlık sisteminde şu anda mevcut,<br />
uzaktan sağlık yazılımları inceleniyor.<br />
•) Yazılım sistemlerinin işleyişi; telefona bir uygulama<br />
indirilmesi, bu uygulamadan muayene randevusunun<br />
alınması, daha sonra aynı anda hastaya ve doktora bilgi<br />
mesajı gönderilmesi, bu mesajda bir link olması, yaklaşık<br />
10-15 dakika sonra hastanın linke tıklaması ve çevrimiçi<br />
muayene odasına alınması, muayenede - fotoğraf çekimi +<br />
video + laboratuvar testleri - gibi sonuçların konuşulması,<br />
her şeyin kayıt altına alınması, daha sonra da kayıttaki<br />
bilgilere göre kontrollerin devam etmesi + ödeme ve<br />
tedavinin sonuçlandırılması... Şeklinde düşünülüyor.<br />
•) Hastanelerde sisteme katılan doktor sayısı, hastaların<br />
ödeyeceği meblağ açısından önemli.<br />
•) Sistemi suiistimal edecek kişiler olabileceği<br />
düşüncesiyle; kimlik doğrulama, parmak izi ve yüz tanıma<br />
gibi, kontrol ve siber güvenlik sistemlerinin eksiksiz<br />
olmasına çalışılıyor.<br />

and cyber security systems such as authentication,<br />
fingerprint and face recognition are complete.<br />
•) Working on a structure where the institutions that can<br />
do this work will be approved with a certification system,<br />
and those who do not have the approval - cannot provide<br />
remote health services, was focused on.<br />
•) Family physicians are definitely included in the system,<br />
especially; It is also thought that remote healthcare<br />
services in branches such as internal medicine, dermatology<br />
and psychiatry can function efficiently.<br />
•) The ability of international hospitals and national hospital<br />
chains to provide digital health services in terms of health<br />
tourism with artificial intelligence in certain languages is<br />
among the main issues.<br />
While these preparations continue by the relevant units<br />
of the Ministry of Health, our Private University Hospitals<br />
state that during this pandemic process, they are in an<br />
intense restructuring effort in order to meet the health<br />
needs of patients with severe chronic diseases and who do<br />
not want to leave the house.<br />
One of the experts on the subject, Mr. Ediz Günsel (PwC<br />
Turkey Health and Medicine G), Mr. Dr. Erhan Barutçu<br />
(Vehbi Koç Foundation Healthcare Group), Prof. Ayberk<br />
Kurt (Faculty of Medicine, İstinye University), Mr. Ufuk<br />

her article, Digital Health investments and Telemedicine<br />
/ Remote Health Services, which is the sub-expansion of<br />
these investments, became one of the most remarkable<br />
investment areas in the world with the pandemic.<br />
Studies on this subject reveal that both patients and<br />
healthcare institutions have begun to look favorably on<br />
Telemedicine. In fact, digital promotions on this subject<br />
have already begun!...<br />
This includes some new regulations, especially on the<br />
necessary legislation, especially the Law on the Protection<br />
of Personal Data of the KVKK!<br />
In addition, İYS (The Turkish Message Management System<br />
for Commercial Electronic Messages), which established<br />
as a subsidiary of The Union of Chambers and Commodity<br />
Exchanges of Turkey (TOBB) Education and Culture<br />

zincirlerinin, belirli dillerde yapay zekâyla, sağlık turizmi<br />
açısından dijital sağlık hizmet verebilmeleri de, ana konular<br />
arasında...<br />
Sağlık Bakanlığının ilgili birimleri tarafından bu hazırlıklar<br />
devam ederken, Özel Üniversite Hastanelerimiz de; bu<br />
pandemi sürecinde, özellikle ağır kronik rahatsızlıkları olan<br />
ve evden çıkmak istemeyen hastaların, sağlık ihtiyaçlarının<br />

The Project which Makes Cancer Patients Smile<br />
“Smiling Masks” Receives Two Awards<br />
Kanser Hastası Çocukları Gülümseten Proje<br />
‘’Gülümseten Maskeler’’ İki Ödül Birden Aldı<br />
“Gülümseten Maskeler” (Smiling Masks) project, which is<br />
implemented by Nobel İlaç and Laughter Heals Association<br />
in order to color the days we are in a little bit and not to<br />
forget our children who received cancer treatment on<br />
April 23, received Felis Awards, Gold award at the Istanbul<br />
Marketing Awards 2020 in which the process of brand<br />
marketing in the business world in Turkey are evaluated.<br />
Within the scope of the project, an Instagram AR filter was<br />
generated with cute mask designs for April 23 National<br />
Sovereignty and Children’s Day. As the users shared their<br />
photos with these masks, Laughter Heals Association<br />
prepared April 23 gifts for our children who continue their<br />
fight against cancer in hospital. Thousands of people who<br />
wanted to touch the lives of children with cancer supported<br />
the project and 1,345,000 people became aware of the<br />
project. As a result of the posts made by the filters used by<br />
more than 6 thousand people, gift packages were sent to<br />
150 children with cancer who were treated in four hospitals<br />
by the Laughter Heals Association.<br />
İçinde bulunduğumuz bugünleri biraz olsun renklendirmek<br />
ve 23 Nisan’da kanser tedavisi gören çocuklarımızı<br />
unutmamak için Nobel İlaç ve Gülmek İyileştirir Derneği<br />
tarafından hayata geçirilen ‘’Gülümseten Maskeler’’ projesi<br />
Felis Başarı Ödülü, ve Türkiye iş dünyasındaki markaların<br />
pazarlama süreçlerinin değerlendirildiği İstanbul Marketing<br />
Awards 2020’de Gold ödül aldı.<br />
Proje kapsamında, 23 Nisan Ulusal Egemenlik ve Çocuk<br />
Bayramı’na özel birbirinden şirin maske tasarımlarıyla<br />

Gülmek İyileştirir Derneği tarafından dört hastanede<br />

2003 yılında Hacettepe Üniversitesi Biyoloji Bölümü’nden mezun olan Aysun Sezgin<br />
Başaran, 2005 yılında Hacettepe Üniversitesi’nde Genel Biyoloji/Nörobiyoloji yüksek<br />
lisansını tamamladı. Kariyerine 2005-2009 yılları arasında Pfizer’de Klinik Araştırma Uzmanı<br />
olarak başlayan Aysun Sezgin Başaran, 2009-2010 yılları arasında Schering-Plough’da<br />
Klinik Araştırmalar Proje Müdürü, 2010–2011 yılları arasında MSD’de Klinik Araştırmalar<br />
Proje Müdürü ve 2011-2016 yılları arasında Klinik Araştırmalar Müdürü olarak görev aldı.<br />

Aysun Sezgin Başaran, who graduated from Hacettepe University Biology Department in 2003, completed her Master’s<br />
Degree in General Biology / Neurobiology at Hacettepe University in 2005. Aysun Sezgin Başaran, who started her career as<br />
a Clinical Research Specialist at Pfizer between 2005 and 2009, was the Clinical Research Project Manager at Schering-Plow<br />
between 2009 and 2010, Clinical Research Project Manager at MSD between 2010 and 2011 and she worked as a Clinical<br />
Research Manager between 201 and 2016. she has been working as Senior Clinical Research Operations Manager at MSD<br />

Esra Özer, who graduated from Baghdad - Technology University Computer Science Department in 1999 and Ege University<br />
Faculty of Medicine in 2006, started her career as an Emergency Physician at Active24 Clinic between 2006-2007. Esra Özer<br />
took office as a Medical Consultant at Marm Assistance & Redstar Aviation between 2007-2008, Medical Manager at Nobel<br />
İlaç between 2008-2011, Medical Manager at Bilim Pharmaceuticals between 2012 and 2013, AbbVie Pharmaceuticals<br />
between 2013 and 2015. Medical Manager between 2015 and 2016, Senior Medical Manager between 2015 and 2016,<br />

Yoğun Bakım Bilgi Yönetim Sistemi Sağlık Sisteminde<br />
Yeni Bir Çağın Kapılarını Açıyor<br />

Offering integrated services with “Technological<br />
People” motto, Rasyomed Intensive Care Decision<br />
Support Systems (ICDS) of Rasyotek, opens the<br />
doors of the technological era in the health<br />
system of Turkey. Today, the technology, which<br />
serves in intensive care units in many public<br />
and private hospitals, allows all processes to<br />
be monitored digitally, to create reports and to<br />
instant interventions. Intensive Care Decision<br />
Support System, which has experienced a serious<br />
increase in demand with the pandemic process, is<br />
expected to increase by 200 percent in <strong>2021</strong>.<br />
Türkiye’nin önde gelen ilk 500 şirketi içerisinde yer alan 80<br />
kuruluş ve 40 farklı holdinge birçok referans proje sunan<br />
Rasyotek, sağlık sektörü için geliştirdiği Rasyomed’in<br />
geliştirdiği Yoğun Bakım Bilgi Yönetim Sistemi ile yoğun<br />
bakım ünitelerinde tüm süreçleri otomatize ediyor. Sağlık<br />
sektöründe zaman ve maliyet tasarrufunu teknolojiyle<br />
mümkün kılan sistem, insan hatalarından kaynaklı yanlış<br />
müdahalelerin de önüne geçiyor. Bugüne kadar 100’den<br />

Kamunun sağlık harcaması azalacak<br />
Rasyomed Yoğun Bakım Bilgi Yönetim Sistemi’nin, hasta<br />
bakımını daha teknolojik hale getirdiğini belirten Rasyotek<br />
Offering many reference projects 80 institutions in the top<br />
500 leading companies and 40 different holdings located in<br />
Turkey, Rasyotek automates all processes in intensive care<br />
units with its Rasyomed Intensive Care Decision Support<br />
Systems developed within Rasyomed for the health care<br />
sector. The system, which enables time and cost savings in<br />
the health sector with technology, also prevents incorrect<br />
interventions caused by human errors. Studies continue<br />
to include critical tasks such as early diagnosis of diseases<br />
by integrating artificial intelligence on the system used in<br />
the intensive care process of more than 100 patients until<br />
today.<br />
Public health spending will decrease<br />
Stating that the Rasyomed Intensive Care Decision Support<br />
Systems has made patient care more technological, Haldun<br />
Pak, Chairman of Rasyotek, said, “We minimize human<br />

errors with the technology we have developed. Since<br />
the entire process is provided in a 100 percent digital<br />
environment, we save time and cost at high rates in manual<br />
transactions. Our talks today with our technology to<br />
serve Turkey’s most important group of 5 major hospitals<br />
continues. We received a serious demand during the<br />
pandemic period. We expect this demand to increase and<br />
reach 200 percent in <strong>2021</strong>. With the system, we managed<br />
the intensive care process of more than 100 patients,<br />
and received very positive data in terms of health and<br />
cost savings. With the spread of this technology to the<br />
public and private sectors more, health expenditures will<br />
decrease significantly.”<br />
“We will integrate artificial intelligence into the<br />
system”<br />
Emphasizing that there is no need for a new infrastructure<br />
investment for technology, Pak said, “We designed our<br />
Rasyomed Intensive Care Decision Support Systems as<br />
an architecture open to all kinds of integration. It can be<br />
quickly adapted to new additions according to the needs of<br />
the hospital and the day. Our R&D studies and investments<br />
continue to improve the system. We aim to take important<br />
steps in the early diagnosis of diseases by integrating<br />
artificial intelligence technologies.”<br />
R&D studies continue in Düzce Technopark<br />
The system enables online management of all intensive<br />
care processes with its cloud-based infrastructure that<br />
is increasingly used in the world. By integrating with<br />
the monitors, devices and the Hospital Information<br />
Management System in the intensive care bed, it helps<br />
doctors and responsible nurses to monitor the patients’<br />
instant status, online and decide on the treatments to be<br />
applied. The developer of the system, Rasyomed, whose<br />
R&D studies are continuing in Düzce Technopark and an<br />
investment of 7 million TL has been made so far, is one<br />
of the 11 companies which are in Registration Unit Active<br />
Intensive Care Information Management System of T.R.<br />
Ministry of Health.<br />
Yönetim Kurulu Başkanı Haldun Pak, “Geliştirdiğimiz<br />
teknolojiyle insan hatalarını minimize ediyoruz. Tüm<br />
süreç yüzde 100 dijital ortamda sağlandığı için manuel<br />
yapılan işlemlerde yüksek oranlarda zaman ve maliyet<br />
tasarrufu sağlıyoruz. Bugün teknolojimizle Türkiye’nin<br />
en önemli 5 büyük hastane gurubuna hizmet vermek için<br />
görüşmelerimiz devam ediyor. Pandemi döneminde ciddi<br />
bir talep aldık. <strong>2021</strong> yılında da bu talebin artmasını ve yüzde<br />
200’lere ulaşmasını bekliyoruz. Sistem ile 100’den fazla<br />
hastanın yoğun bakım sürecini yönettik, sağlık konusunda<br />
ve maliyet tasarrufu anlamında oldukça olumlu veriler<br />
aldık. Bu teknolojinin kamu ve özel sektöre daha fazla<br />
yayılmasıyla birlikte sağlık harcamaları da ciddi oranda<br />
azalacak” diye konuştu.<br />
“Yapay zekayı sisteme entegre edeceğiz”<br />
Teknoloji için yeni bir alt yapı yatırımına gerek olmadığını<br />
da vurgulayan Pak, “Rasyomed Yoğun Bakım Bilgi Yönetim<br />
Sistemimizi her türlü entegrasyona açık bir mimari de<br />
tasarladık. Hastanenin ve günün ihtiyaçlarına göre yeni<br />
eklemelere hızlıca adapte edilebiliyor. Sistemi geliştirmek<br />
için Ar-Ge çalışmalarımız ve yatırımlarımız devam ediyor.<br />
Yapay zeka teknolojilerini entegre ederek, hastalıkların<br />
erken teşhisinde de önemli adımlar kat etmeyi hedefliyoruz”<br />

Düzce Teknopark’ta Ar-Ge çalışmaları devam<br />
ediyor<br />
Sistem, dünyada kullanımı her geçen gün artan bulut<br />
tabanlı altyapısıyla tüm yoğun bakım süreçlerini online<br />
yönetmeye imkan tanıyor. Yoğun bakım yatağındaki<br />
monitörlere, cihazlara, Hastane Bilgi Yönetim Sistemi’ne<br />
entegre edilerek, doktor ve sorumlu hemşirelerin hastaların<br />
anlık durumlarını, online takip etmelerine ve uygulanacak<br />
tedavilere karar vermelerine destek oluyor. Düzce<br />
Teknopark’ta Ar-Ge çalışmaları devam eden ve bu zamana<br />
kadar 7 milyon TL’lik yatırım gerçekleştirilen sistemin<br />
geliştiricisi Rasyomed, T.C. Sağlık Bakanlığı Kayıt Tescil<br />
Birimi Aktif Yoğun Bakım Bilgi Yönetim Sistemi’nde yer alan<br />

Why Do We Need a Psychiatrist?<br />
Neden Psikiyatriste İhtiyaç Duyarız?<br />
Stating that psychiatric diseases are brain-borne<br />
diseases, experts warn that neglecting problems<br />
may lead to greater problems in the future.<br />
Indicating that psychiatric diseases cause loss<br />
of function, problems in society, unhappiness,<br />
division of families, and deterioration of academic<br />
and professional careers when untreated, experts<br />
pointed out the importance of timely intervention<br />
to problems.<br />
Psychiatrist Asst. Assoc. Dr. Barış Önen Ünsalver, NP<br />
Feneryolu Medical Center, Üsküdar University, explained<br />
the causes of brain related disorders and why patients need<br />
psychiatrists.<br />
Psychiatric illnesses are difficult to diagnose on<br />
their own.<br />
Expressing that psychiatric illnesses are often difficult<br />
to recognize on their own, Assist. Assoc. Dr. Barış Önen<br />
Ünsalver said the following:<br />
“Since our brain is also the organ that determines whether<br />
we are sick or not, whether we have a problem or not, it is<br />
not very easy to recognize psychiatric diseases on our own.<br />
A person can alienate himself from his organ and say that<br />
there is a problem in my lung, but when he feels a little sad<br />
or sleep is disturbed, he cannot say that I have a problem<br />
in my brain, I wonder if I am sorry for no reason. And some<br />
people start to blame themselves for frequent cases of<br />
anxiety disorders or depression, for example. Here I am<br />
misunderstanding something, I am doing something wrong<br />
or I am flawed, I am lazy, I am incompetent, I am ungrateful.<br />
In other words, they say that the person himself has a flaw<br />
and that is why he has these troubles or some problems<br />
because he is not loved.”<br />
Psychiatric illnesses cause problems in society<br />
Emphasizing that psychiatric diseases are quite common<br />
in the society, pointing out the importance of timely<br />
intervention to problems, Asst. Assoc. Dr. Barış Önen<br />
Ünsalver said: “As the number of psychiatrists increases, we<br />
can recognize these diseases more and we see that when<br />
psychiatric diseases are not recognized and treated, they<br />
cause loss of function, problems in society, unhappiness,<br />
family division, people’s academic career causes their<br />
professional careers to deteriorate. Just as you go to<br />
another medical doctor when your back hurts or headaches,<br />
it is important for all your health and the health of your<br />
loved ones that you go to a psychiatrist who is also a<br />
medical doctor with the same care.”<br />
Psikiyatrik hastalıkların beyin kaynaklı hastalıklar<br />
olduğunu belirten uzmanlar, sorunların ihmal<br />
edilmesinin gelecekte daha büyük problemlere<br />
yol açabileceği uyarısında bulunuyor. Psikiyatrik<br />
hastalıkların tedavi edilmediği zaman işlev<br />
kaybına, toplum içerisinde sorunlara, mutsuzluğa,<br />
ailelerin bölünmesine, kişilerin akademik ve<br />
mesleki kariyerlerinin bozulmasına neden<br />
olduğunu belirten uzmanlar, sorunlara zamanında<br />
müdahalenin önemine işaret etti.<br />
Üsküdar Üniversitesi NP Feneryolu Tıp Merkezi Psikiyatri<br />
Uzmanı Yrd. Doç. Dr. Barış Önen Ünsalver, beyinle ilgili<br />
rahatsızlıkların nedenlerini ve hastaların neden psikiyatriste<br />
ihtiyaç duyduğunu anlattı.<br />
Psikiyatrik hastalıkların kendiliğinden fark<br />
edilmesi zor<br />
Çoğu zaman psikiyatrik hastalıkların kendiliğinden fark<br />
edilmesinin zor olduğunu ifade eden Yrd. Doç. Dr. Barış<br />
Önen Ünsalver, şunları söyledi:<br />
“Beynimiz bizim aynı zamanda hasta olduğumuzu ya da<br />
hasta olmadığımızı, bir sıkıntımız olup olmadığını belirleyen<br />
organımız olduğundan çoğu zaman psikiyatrik hastalıkları<br />
kendiliğimizden fark etmemiz çok kolay olmuyor. Kişi<br />
kendisini organına yabancılaştırıp akciğerimde bir problem<br />
var diyebiliyor ama kendini biraz üzgün hissettiğinde ya<br />
da uykusu bozulduğunda beynimde bir sorun var, işte ben<br />
acaba sebepsiz yere mi üzülüyorum diyemiyor. Ve bazı<br />
kişiler mesela sıklıkla kaygı bozuklukları veya depresyon<br />
olgularında kendi kendilerini suçlamaya başlıyorlar. İşte<br />
ben bir şeyleri yanlış algılıyorum, ben bir şeyleri yanlış<br />
yapıyorum ya da ben kusurluyum, ben tembelim, ben<br />
beceriksizim, ben şükürsüzüm. Yani kişinin kendisinin bir<br />
kusuru olduğunu ve bu yüzden bu sıkıntıları çektiğini ya da<br />
sevilmediği için bazı problemler yaşadığını söylüyorlar.”<br />
Psikiyatrik hastalıklar toplum içinde sorunlara yol<br />
açıyor<br />
Psikiyatrik hastalıkların toplumda oldukça sık görülen<br />
hastalıklar olduğunu vurgulayan Yrd. Doç. Dr. Barış Önen<br />
Ünsalver, sorunlara zamanında müdahalenin önemine<br />
işaret ederek şunları söyledi: “Psikiyatri uzmanlarının sayısı<br />
arttıkça artık biz bu hastalıkları daha fazla tanıyabiliyoruz<br />
ve görüyoruz ki psikiyatrik hastalıklar tanınmadığı ve<br />
tedavi edilmediği zaman işlev kaybına, toplum içerisinde<br />
sorunlara, mutsuzluğa, ailelerin bölünmesine, kişilerin<br />
akademik kariyerlerinin, mesleki kariyerlerinin bozulmasına<br />
neden oluyor. Nasıl sırtınız ağrıdığında ya da başınız<br />
ağrıdığında başka bir tıp doktoruna gidiyorsanız, gene bir tıp<br />
doktoru olan psikiyatri uzmanına aynı özenle gitmeniz tüm<br />
sağlığınız ve sevdiklerinizin sağlığı açısından önemlidir.”<br />
