said it is recognised nationallyand<br />
internationally thatfinesare more of a<br />
deterrent to usingthe library than an<br />
effective toolfor managingoverdue items<br />
Researchindicates a‘‘zerofines’’<br />
policy improves staffwellbeing andleads<br />
to ‘‘an improved relationshipbetween<br />
staffand customers’’.<br />
Waimakariri was oneofthe few<br />
remaining districtstochargeoverdue<br />
finestochildren.<br />
As part of theresolution,the libraries<br />
will run a‘‘ClearYourCard’’ campaign to<br />
eraseexisting fines on returnedlibrary<br />
items, while a‘‘LibraryAmnesty’’<br />

HawardenWaikari Lions Club as a<br />
fundraiser.<br />

Councillors acknowledged therole the<br />
libraries had played in supporting the<br />
community during last year’slockdown.<br />
‘‘Wehave seen the importanceof<br />
libraries as partofCovid and Idon’t want<br />
to see anyonebarred fromcoming to the<br />
librarybecauseofhistoricalissues,<br />
especially children,’’ Cr KirstynBarnett<br />
said.<br />
Mayor Dan Gordon was‘‘amazed’’ with<br />
the numberofbookswhichflowedout of<br />
the library during lockdown‘‘and theyall<br />
cameback, which shows there is agood<br />
faith arrangementwithcommunity’’.<br />
‘‘There’s no substitutetopickingupa<br />
bookand feelingthe pages.<br />
‘‘The electronics are good,but it’sjust<br />
not the same.’’<br />
The draft GoodStreet concept plan is<br />
out forconsultationuntilMay 9.<br />
Abudgetof$585,000 has beenproposed<br />
as partofthe <strong>2021</strong>/31LongTermPlan,<br />
withworkexpectedtoget under way<br />
eitherlater this year or early nextyear.<br />
The proposed works aredesigned to<br />
improvethe pedestrian experience of<br />
shoppers in Good Street.<br />
