By DAVID HILL
Work continues on Kaiapoi’s
regenerationprojects, morethan
adecade on from the September
2010 earthquake.
Around twothirdsofthe 65
projects identified in the
WaimakaririResidential Red
Zone Recovery Plan,which was
adoptedbythe Waimakariri
District Council in February
2017, have been completed under
budget,district regeneration
implementation projectmanager
Duncan Roxborough says.
‘‘All of the short and medium
term projects we have been
workingonare complete or will
be completed overthe next
Long Term Plan (LTP), with $12.3
millionspent as at June30this
year.
This spend does not include
the infrastructure recovery work
completed in the years
immediately following the
earthquakes.
The revisedregeneration
implementation budget was set
at $3.3 millioninthisyear’sLTP
for the remainingprojectsover
the next few years.
While the earthquakes may
have have happened more than
10 years ago and most of the
recovery and regenerationwork
has been completed, several of
the projects are long term and
even multigenerational, Mr
Roxborough says.
‘‘The budget doesn’t include
any memorial gardens
development, as the timeframe
for that in the recoveryplan was
