Kaiapoi regeneration work continuing<br />

Work continues on Kaiapoi’s<br />

regenerationprojects, morethan<br />

adecade on from the September<br />

2010 earthquake.<br />

Around two­thirdsofthe 65<br />

projects identified in the<br />

WaimakaririResidential Red<br />

Zone Recovery Plan,which was<br />

adoptedbythe Waimakariri<br />

District Council in February<br />

2017, have been completed under<br />

budget,district regeneration<br />

implementation projectmanager<br />

Duncan Roxborough says.<br />

‘‘All of the short and medium<br />

term projects we have been<br />

workingonare complete or will<br />

be completed overthe next<br />

couple of years, and it’s areal<br />

asset for the community.’’<br />

An initial budget of $18.3<br />

millionwas set in the 2018/28<br />

Long Term Plan (LTP), with $12.3<br />

millionspent as at June30this<br />

year.<br />

This spend does not include<br />

the infrastructure recovery work<br />

completed in the years<br />

immediately following the<br />

earthquakes.<br />

The revisedregeneration<br />

implementation budget was set<br />

at $3.3 millioninthisyear’sLTP<br />

for the remainingprojectsover<br />

the next few years.<br />

While the earthquakes may<br />

have have happened more than<br />

10 years ago and most of the<br />

recovery and regenerationwork<br />

has been completed, several of<br />

the projects are long term and<br />

even multi­generational, Mr<br />

Roxborough says.<br />

‘‘The budget doesn’t include<br />

any memorial gardens<br />

development, as the timeframe<br />

for that in the recoveryplan was<br />

been abig success and willbe<br />

largely finishedoff over the next<br />

yearortwo, but it’s also ongoing<br />

because it willrequire<br />

maintenance and as it grows<br />

some plants willnaturallytake<br />

over.<br />

‘‘Andin100 years there willbe<br />

an established forest.’’<br />

Over the lastfew years council<br />

staffhave completed several<br />

projects, including developing<br />

the Kaiapoi FoodForest and the<br />

Norman Kirk Park sports fields.<br />

date, Mr Roxborough says.<br />

‘‘And before that we did the<br />

enabling works, including site<br />

clearances and earthworks.<br />

‘‘We broughtin70,000cubic<br />

metresoffill,and then we’ve<br />

built everything on top of that.<br />

‘‘And at the same time we did<br />

some of the drainage<br />

improvements within the<br />

regenerationareas.’’<br />

Ongoing work includes the<br />

proposed KaiapoiCommunity<br />

Hub and the heritage and<br />

mahinga kai project, which are<br />

The community hub is<br />

expectedtobecompletedover<br />

the next two years and has a<br />

budget of $485,000, althoughthe<br />

overall project willcost<br />

considerably more, with external<br />

fundingbeingsought.<br />

Communityorganisations,<br />

including Satisfy Food Rescue,<br />

the KaiapoiMen’s Shedand the<br />

Kaiapoi Croquet Club, willalso<br />

bring theirown funding.<br />

The heritage and mahingakai<br />

project is expected to take about<br />

2320895<br />

four years and willfollowthe<br />

Kaiapoi River and Courtenay<br />

Stream.<br />

The rowing precinct project, in<br />

partnership with the St<br />

Margaret’s College,and Union<br />

Rowing Clubs, is expected to<br />

take about two years and include<br />

anew pontoon on the river.<br />

The Kaiapoi’s $18 million<br />

‘‘Shovel Ready’’ project, which is<br />

50 percent funded from the<br />

government’s Covid­19 recovery<br />

fund,will addressstormwater<br />

improvements.<br />

It is being completed alongside<br />

the remaining regeneration<br />

projects.<br />
