15. Rule 1 – Update to how juniors progress<br />

through to being a Championship Course<br />

member.<br />

To help clarify the process and provide a stepping<br />

stone process so that juniors gain the relevant<br />

knowledge and ability to cope with the<br />

Championship Course an extra step has been<br />

added to give access to the Championship Course<br />

<strong>for</strong> Junior Struie members at certain times of the<br />

year at the direction of the Junior Committee.<br />

The Council of Management would then alter<br />

Regulation 5 to provide the detail of the how this<br />

would be administered.<br />

Resolution<br />

In Rule 1 (c)<br />

Delete – A Junior Section Member when they<br />

attain a CoNGU handicap will become a Junior<br />

Struie Member. Depending on further<br />

improvements the Council may at a later date<br />

approve the individual be upgraded to Junior<br />

Championship Membership.<br />

Insert – A Junior Section Member when they<br />

attain a WHS Index will become a Junior Struie<br />

Member. Depending on further improvements the<br />

Council may at a later date approve the individual<br />

be upgraded to Junior Struie Member with<br />

Championship Playing Rights. With further<br />

improvements they will be considered <strong>for</strong> Junior<br />

Championship Membership.<br />

16. At the 2019 AGM a view was expressed that<br />

the Rules of the Club did not adequately provide<br />

<strong>for</strong> the approval by Members of large value capital<br />

expenditure and borrowings in excess of £500,000<br />

and £250,000 respectively or the subsequent<br />

further approval by Members in the event that<br />

actual values of expenditure or borrowings<br />

exceeded the amounts already approved. There<strong>for</strong>e<br />

in order to address these issues the following<br />

amendments to Rules 16(f)and 16(g) are proposed:<br />

To amend Rule 16 (f) as follows:<br />

In line 7 be<strong>for</strong>e “value“ insert “specified“ and after<br />

“value“ insert “or estimated maximum value“. As<br />

shown in RED below.<br />

(f) The Council shall have the power to invest<br />

funds of the Club, up to £500,000 in any one<br />

financial year, in commissioning the building of,<br />

or the purchase or leasing of, any asset, or group<br />

of assets, including heritable or leasehold property,<br />

or after taking appropriate professional advice in<br />

or upon the bonds, debentures or guaranteed,<br />

preferred, ordinary, deferred or common stock or<br />

share of any company, corporation or other body<br />

whatsoever whether registered or incorporated in<br />

the United Kingdom or elsewhere. Where the<br />

Council decides to invest in the <strong>for</strong>egoing to a<br />

specified value or estimated maximum value that<br />
